The Recommended Simplified Logical Framework

A logical framework (“log’frame”) is an internationally recognised tool – a matrix - used for project and progamme planning. With extra columns or rows added it can also be used for monitoring and evaluation.

A good introduction to the use of the Log’Frame can be found in the Ministry of National Planning and Development’s Monitoring and Evaluation Manualof November 2013. Pages 17-18 of the Manual provide a detailed version that can be used for both planning and reporting. However, for many users, in the first instance it will be wise to limit complexity and to focus on the Government’s minimum requirements.[1] The following is a simplified log’frame, the first five columns of which will be needed for planning. Colum 6 is needed for reporting results.

The below represents the minimum standard requirement to be applied to all projects and programmes Many different versions of the logical framework exist. Some partner organizations will already be using more advanced versions than the one suggested in Figure 1. If so, they should continue to use their own version.

Ideally, the information provided at the Impact or Goals level should correspond to the goals outlined in the National Development Plan or the Plan for the Development Sector.

To assist the Government in achieving transparency and promoting aid effectiveness it is important that information from the log’frame be entered into the Development Assistance Database. The DAD uses a slightly different nomenclature: there the category “Outcomes” is replaced by the label “Goals and Objectives.”

The Results and Progress section of the DAD solicits information about the project’s Goals and Objectives as well as the Outputs and Indicators that will be used to measure progress. Information is also asked for on the type and number of project beneficiaries and the project’s implementation status. To capture project monitoring reports a section is included where additional documents can be uploaded.

When submitting the log’frame please include a note on

  • Whether this is a first log’frame or a revision of an existing version.
  • The date on which the new or revised version was prepared.

[1]The traditional Assumptions column in a logical framework, while helping at the planning stage to stimulate thought about risk and how to mitigate it is, for monitoring purposes, not essential. The traditional Means of Verification column can also be omitted without loss of utility.
