Request for Qualification (RFQ) For Establishment of IT village in Rajshahi District, Bangladesh on

Design, Build, Finance, Own, Operate and Transfer (DBFOOT)

(International Competitive Tendering)

Applications containing RFQ are invited from:

Reputed Developers (either individually or as consortium), who have proven track record in

a)  Developing and Operating Hi-Tech Parks (HTP)/IT Parks (ITP)/Software Technology Parks (STP)/Specialized industrial zones (SIZ)

b)  Developing part of a zone (s) of HTP/ITP/STP/SIZ project under a master plan, commensurate with the size and nature of proposed IT village in Rajshahi, Bangladesh.

Objective:

The objective of the RFQ is to invite interest from the prospective Developer (s) for developing an IT village on DBFOOT for a predetermined concession period. Developer shall attract IT/IT Enabled Services, Bio-Technology, Electronics Design and Manufacturing companies at the Hi-tech Park. Developers, who prima facie have technical and financial strength to undertake this project, respond to this RFQ.

Scope of Work:

The selected Park Developer will be responsible for the following:

i.  Design, Build, Finance, Own, Operate an IT village and Transfer at the end of the predetermined period to Bangladesh Hi-Tech Park Authority.

ii.  Operate, Manage and maintain the facility for a predetermined concession Period.

iii.  Collection of revenue such as rentals from commercial lease etc. for a predetermined concession period.

iv.  Rehabilitation of squatters of the land.

Note: The detailed parameters of the project will be elaborated at the RFP stage.

Physical Location of Rajshahi IT Village Park

Bangladesh hi-Tech park Authority has given named Rajshahi IT village as Borendra Silicon city. Borendra silicon city is situated at Poba Upazila in Rajshahi District. Total area of land at present 34.5631 acres (it may extend in future) with easy transportation links. The Park also well connected with the other parts of the country through rail, road and Air. Proposed land is beside the Padma River. Development project proposal (DPP) has been prepared by authority. Some basic infrastructure will be provided by this project.

Minimum Eligibility Criteria:

Interested Developers either independent or as joint ventures/consortium, meeting the following criteria may submit the RFQ.

Technical:

a)  Experience in development of Hi-Tech Parks/Software Technology Parks/IT Parks/Special Economic Zone projects commensurate with the size and nature of proposed Hi-Tech Park.

b)  Should have designed, built, financed, own and/or operating at least one HTP/ITP/STP/SIZ in the last three years.

c)  Should have experience of 5 years or more in HTP/ITP/STP/SIZ operations.

d)  In case of Joint Ventures (JV)/Consortia: the maximum number of partners/members will be limited up to three.

Financial:

a)  The financial solvency of the Developer should adequately be supported by documents. Three year audited financial statements (in case of JV/Consortium each partner to provide) should be submitted.

b)  Should have gross revenues $1 (USD) million per annum from HTP/IT Park/STP/SIZ operations (excluding sale of assets) in the last three years evidenced in the financial statements should be incorporated.

c)  Should have net worth of at least $15 (USD) million.

Note: It is further clarified here that aforesaid criteria is the minimum eligibility criteria and additional qualification filters may be introduced at RFP Stage.

Submission of RFQ:

The RFQ shall be accompanied with three years audited financial statements (in case of JV/Consortium; each partner to provide), evidence of experience, list of existing clients and reference letters, organizational details including certificate of incorporation, letter of association/JV agreement (if applicable) etc.

A meeting will be held on 08 December 2013 at 11:00 am in the conference room of Bangladesh Hi-Tech Park Authority. Developer (s) may submit their RFQ to the office of the Managing Director, Bangladesh Hi-Tech Park Authority, BCC Bhaban, 14-E/X Agargaon, Shere-e-Bangla Nagar, Dhaka-1207 on or before 02 January 2013 by 3.30 pm.

The Authority reserves every right to accept or reject any application and to annul the process at any time, without any liability and assigning any reason thereof.
