Background:

EGRC-II is USAID on budget funded project based on milestone in the premises of MCIT and this center became as a source of technical expertise and skills, advice and guidance for development and deployment of E-Government in the ministries and provide timely, high quality advice and technical expertise to Government of Afghanistan (GoA) for design and development of the E-Government program as a whole and for specific projects within it. The Centre will also provide services to donor supported projects and other agencies of the government at the central and provincial levels in the development and deployment of ICT for governance and development including training and capacity building in the agencies and in the development and implementation of E-Government projects in various application areas.

Services to be rendered by the E-Government Resource Centre can be classified into the following major categories:

1.  E-Government Consulting and Advisory Services

2.  E- Government Human Resource Capacity Development

3.  E-GIF Implementation and IT standardization Services

4.  Information Technology and electronic government Audit

Objective:

The main objective of the position Technical Monitoring and Evaluation (M&E) Local consultant is to draft Third Party M&E Plan and draft bidding documents for procurement of firms to conduct 3rd Party Monitoring and Evaluation (M&E) and Key government agencies audit for security measures, besides it’s the consultant job to assume full responsibility for overseeing monitoring and evaluation of all EGRC –II projects activities, serve as a member of the EGRC-II team, lead the design, monitoring and evaluation of Annual Work Plans (AWP) for e-Government Resource Center, ensuring compliance with MCIT and USAID requirements, including E-services, e-GIF implementation and ITIL standardization, human resource capacity building, CIOs and gender equity. Be responsible for writing and compiling of periodic monitoring and reporting documents.

Detailed tasks includes but not limited to:

1)  Draft Third Party M&E Plan: - This document will lay out the following information:

·  Description of the goals and objectives of the M&E Plan with regards to e-Governance implementation;

·  Description of what aspects of e-Governance within GIRoA the M&E Plan will cover (e-Governance data, ITIL standards, legislation, training needs, the inclusion of women in staffing and training initiatives, how e-governance is promoting transparency within GIRoA ministries, notably MCIT, through the provision of annual budgets and budget execution reports on public websites etc.);

·  List of all objectively verifiable indicators that will be used to track performance based on the e-Governance goals and objectives established by MCIT, including specific indicators with targets for the staffing and training of women;

·  Description of e-Governance performance targets that will be monitored by the above named objectively verifiable indicators;

·  Description of the roles and responsibilities of the implementation of the M&E plan.

·  Description of the major assumptions upon which the M&E plan, including targets and long-term objectives, is based;

·  Description of the need for the 3rd party evaluator to include and assessment of MCIT’s progress to date on implementing its procurement improvement plan and financial management improvement plan (Year 1 Milestone 1). If e-governance consultant does not have the expertise to conduct PFM assessments, MCIT will document how an appropriate third party evaluator will be procured.

·  Description of the procurement plan for a third party monitoring detailed in the M&E plan.

2)  Draft bidding documents to procure firm for conducting 3rd Party Monitoring and Evaluation (M&E) and the Requirements are: - The 3rd party M&E of GIRoA e-Government data and ITIL standards will be conducted by a non-governmental Afghan or international consultant with expertise in the field of e-government systems, standards, implementation, and maintenance:

·  Work plan to track progress against the indicators identified in the above named 3rd Party M&E Plan;

·  Description of the roles and responsibilities of the implementation of the monitoring and evaluation;

·  scope of formal evaluations to be conducted ;

·  Description of how the M&E consultant will analyze and report on the impacts of e-government implementation and service delivery applications on men and women in both the public and GIRoA.

·  Description of how the 3rd party evaluator will include an assessment of MCIT’s progress to date on implementing its procurement improvement plan and financial management improvement plan (Year 1 Milestone 1).

·  Draft bidding documents to procure a firm for conducting audit for security measures in key government agencies: - MCIT will contract with an independent third party auditing firm to conduct audits on ten government entities for the implementation of e-governance security measures.

·  Develop and maintain the EGRC project monitoring and evaluation plan, based on the project document log frames and indicators.

·  Design and implement a system to identify, analyse, document and disseminate lessons learned.

·  Be responsible for writing project reports, such as monthly and annual reports and other on-time reports requested by EGRC/MCIT.

·  Preparing Success stories from events conducted by e-Government Resource Centre.

·  Act as a facilitator or trainer in areas of knowledge as required

·  Other duties as assigned by EGRC Project Manager

·  The Technical M&E Consultant reports directly to the EGRC Project Manager and E- Government Director.

Qualification and Skills Requirements:

·  University degree in Business Administration, Computer Science/IT, ACCA, FIA, CIA or a closely related field (Master Degree is preferable )

·  4 years relevant experience and applicants who has USAID background highly preferred.

·  Considerable knowledge of principles, practices, techniques and methodologies used in the monitoring and evaluation of programs and projects including quantitative, qualitative and participatory approaches.

·  Knowledge of accountability theories and practices, including methods of implementation.

·  Knowledge of logical frameworks and participatory results based planning, monitoring and evaluation.

·  Knowledge of government and USAID policies, procedures, rules and regulations.

·  Ability to prioritize tasks and meet deadlines in a fast paced, stressful environment.

·  Must be a self-starter who has excellent time management skills.

Skills and Abilities:

·  Ability to develop the overall framework for project monitoring and Evaluation.

·  Ability to collaborate with relevant stakeholders to provide relevant information for ongoing evaluation of project activities, effects and impacts.

·  Ability to compile and analyses data and prepare comprehensive reports.

·  Ability to express ideas clearly and concisely, both in writing and orally

·  strong technical written and verbal skills in Pashto, Dari and English;

·  Strong organizational, communication, computer, leadership, and interpersonal skills;

·  Ability to work effectively with diverse stakeholders

Fees and Schedule of Payments:

Payment will be done at the end of the assignments upon satisfactory completion of deliverables and written approval from EGRC/MCIT and USAID.
