BACKGROUND

The Rural Microfinance and Livestock Support Program (RMLSP) is a development program of the Government of Afghanistan funded by IFAD (International Fund for Agricultural Development) which has just been approved and has become effective in August 2010.

The overall objective of the program is to provide sustainable access for smallholders and livestock owners – with a focus on women, women-headed households, the in-creditworthy and the Kuchis – to appropriate microfinance services and technical livestock packages and the skills required to engage in new, more productive or more profitable economic, livestock-based enterprises. This objective will be pursued through the implementation of two main program components:

  1. The Rural Microfinance Component, the objective of which is to increase access by poor rural households, with a focus on women, to a wider range of microfinance products and services adapted to the specific needs in the agriculture and livestock sectors through the pilot-testing of new, innovative microfinance products and services built around agriculture-based business plans; and
  2. The Livestock Support Component, the objective of which is to strengthen the livestock production systems of poor rural households, developing their marketing opportunities, and improve local livestock production, productivity and incomes. And Livestock Support Component has the following four sub-components:

Job Description:
Roles & Responsibilities:
The Coordinator shall be a full time employee of the project embedded in the minister’s office and be responsible for the overall coordination back and forth between the IFAD funded projects, minister’s office, parliament, DAIL provinces office. The coordinator shall specifically be responsible for the following activities:

Principal Duties and Tasks

• Communicate and coordinate between the office of Minister, Departments of the Ministry and all external parties, the projects and keep the office of the Minister updated of the overall process and functionality of the projects/program activities,

• Attend all donor coordination meetings and provide updates and briefs to the office of Minister.
• Play the role of focal point between the Ministry, projects, and all other counterparts including parliament, DAIL provincial offices of MAIL and other stakeholders
• Review projects documents and donor policies and brief H.E the Minister.
• Prepare presentations for the Minister office on projects progress
• Help arrange minister’s visit to the provinces for the purpose of projects activities
• Follow up on the activities/tasks agreed during the internal and external coordination meetings
• Maximize effectiveness and efficiency within the ministry and note any duplication and report to the office of the Minister particularly at the provincial level

Job Requirements:

•Bachelor’s degree in any of the following: management, business, education, communication.
•Minimum 3 years of working experience in coordinating projects, reporting, organizing events, and/or providing trainings;
•Excellent interpersonal skills and the ability to identify problems and resolving them beforehand;
•Good analytical skills in ensuring overall quality work;
•Excellent language proficiency in English and Dari and Pashtu.
•Ability to leverage and exercise influence on individuals in the project.

Skill and Abilities:

  • Strong working experience of English and Dari/Pashto languages
  • Able to travel to provinces
