14/03 TO CONFIRM MINUTES OF THE PREVIOUS MEETING
The Minutes of the Council Meeting held on Monday 26th November, 2013 having been previously circulated were accepted as a true record and signed by the Chair.
14/04 MATTERS OF INTEREST TO THE POLICE
The following issues were discussed with Police Officer Elizabeth Pope:
  • Cider cans in Woodland Trust car park – She will follow this up. Cllr. Jones will try to obtain the license plate number of the suspect car.
  • Vagrant camping – He is currently not there. Officer Pope is aware of the identity of the person.
  • Safety of junctions – The clerk explained the Council’s concerns over the junctions at Michaelston road/Pen-y-Turnpike road and the Woodland Lane junction (as well as Pen-y-turnpike/Leckwith Road). Officer Pope will arrange a site visit with a Highways officer.
  • Fly Tipping – Officer Pope explained that this was a Council issue rather than a police issue, unless it involves a vehicle in which case the police should be informed.
  • Use of guns in Leckwith woods – Officer Pope requested that councillors should report any occurrences immediately so that the police can attempt to intercept the person using a gun.

14/05MATTERS ARISING FROM PREVIOUS MINUTES:
  • Brynwell Farm – No further update was available but Cllr Robertson reported that considerable work has been completed to make the building secure and weather proof. The clerk will follow up with the Planning Department on status.
  • Well – The Clerk reported that the Vale lawyer now believes that proof of title will be needed to transfer ownership from the Vidlers. If this is confirmed we will pursue the possessory title route.
  • Website – An action program was reviewed and agreed to create the initial website before the next meeting. The Clerk will circulate this urgently.
  • Woodland Trust Actions – A site meeting has been held with John Mitchell and Cllr. Thomas and a comprehensive action list agreed. The council expressed its appreciation of the excellent support from Mr Mitchell.
  • Road surfaces – The clerk has written to the VoG Council complaining of the poor condition of the following roads and has received an acknowledgement:
    - Michaelston road
    - Woodland Lane
    - The roads behind Leckwith Green
  • Litter Bin Woodland Trust Car Park – The clerk had received a response from Tony Spear (VoG Council) saying that it was against policy to place bins on the roadside, but that he would cooperate as best he can in removing any waste from the Woodland Trust car park if contacted. John Mitchell intends to contact him to see if he will service a bin if Woodland Trust install it.
  • Christmas Party – It was agreed to hold a “Spring Party” as the Christmas Party had to be cancelled due to bad weather. A date will be set at the next meeting.

14/06 CORRESPONDENCE
All correspondence received had been previously communicated other than:-
  • 1st World War Commemoration? – It was decided not to hold any event, but to include the official list of war dead on the new website. Cllr. Robertson agreed to obtain the list.
  • War memorials – It was thought that the Michaelston Church lichgate was the only memorial in our area, but Cllr. Marks will check whether there is anything remaining at the old Leckwith church.

14/07 PLANNING
A summary of planning applications was circulated and reviewed.
The following items were discussed:
  • New Langcross Farm Application – The Clerk will contact Cllr. Hartrey to see whether a site visit was made.
  • Development on the Lawns – The Clerk had spoken to Morgan Williams who reported that enforcement action is either taking place or imminent on all of the sites where unauthorised construction has taken place.
  • LDP – The Clerk had sent our letter of representation and received an acknowledgement.
  • Draft Planning Bill – Cllr. Marks and Cllr. Pritchard will review the draft and identify any issues for the Council.

14/08 PRECEPT
The Clerk reported that a majority had voted for a 2.5% increase via email. This was formally approved by the Council.
14/08 MATTERS WHICH COUNCILLORS WISH TO BRING BEFORE COUNCIL
Cllr. Marks reported on the last One Voice Wales meeting which she attended, including a discussion on Fracking.
14/09 DATE OF THE NEXT MEETING
This was set for Tuesday 11th March, 2014.
