MEMORIAL HERMANN HEALTHCARE SYSTEM, Houston, TXJanuary 2005-present

Memorial Hermann is the largest not-for-profit healthcare system in Texas, with nine acute care hospitals in the Houston and Southeast Texas region. The system has 19,012 employees and5,508 physicians, including active medical staff and physicians-in-training.

Medical Director,Information Systems Division [ISD]January 2005-present

Charged with developing enterprise-wide strategies for adoption of electronic medical records and clinical information technologies. Leading specific efforts on computerized physician order entry, clinical decision support and online physician documentation.

  • Facilitated multi-disciplinary system-wide joint application design sessions for the Advanced Care4 e-Ordering project (computerized provider order entry using Cerner Millennium).
  • Supervised creation of 150+ evidenced-based order sets using Zynx Author Space to support the e-Ordering project.
  • Chaired System Medical Informatics Committee [SMIC], meeting monthly with 35+ physician members from across the system. The SMIC provides the highest level physician involvement with recommendations on ISD strategy and capital priorities, design, process and functional requirements for the Advanced Care4 system, and oversight of all major systems affecting physician workflow.
  • Co-chaired Clinical Decision Support Oversight Committee, with responsibility for development of rules & alerts in clinical systems to support organizational quality goals.
  • Served on Clinical Information Systems Coordinating Council, System Quality andPatient Safety Council, Chief Medical Officer Roundtable and the Advanced Care4 Executive Committee.
  • Developed Medical Informatics Committees at each acute care hospital in the system. Sponsored three medical informatics chairs to attend the AMIA 10 x 10 program.
  • Supported projects on physician documentation in the neonatal intensive care unit (Cerner PowerNotes), radiology voice recognition (Dictaphone PowerScribe), and cardiology structured documentation (Heartlabs CVIS).

Appointed as the organization’s first full-time physician executive in charge of medical information systems strategic planning, implementation, integration, operations and benefit realization.

  • Served on NortonLINK Executive Steering Committee, with oversight of $32 million in capital I.T. projects, including implementation of a system-wide clinical information system, Norton CareLINK (MEDITECH Client/Server), from 2003-2005.
  • Directly responsible for achieving patient safety goals with clinical decision support tools of Norton CareLINK, projecting a $21 million reduction in adverse drug events over a 7 year period. Chaired NortonLINK Physician Advisory Committee and Clinical Decision Support Operations Group, in addition to serving on the Patient Safety Committee and the Quality Committee of the Board of Governors.
  • Implemented Norton CareLINK at Kosair Children’s and NortonHospitals on June 1, 2003, in all major hospital operational areas, including:
  • Online medication administration record on all inpatient units
  • Online nurse documentation in 42 of 44 inpatient units
  • Electronic signature for all dictated reports and verbal orders
  • Adoption of electronic EMR, with no spooled printing of reports or labs on unit
  • Consulted with MEDITECH and LSS Data Systems in development of Medical Practice Management/Electronic Ambulatory Record, Physician Care Manager (“Physician Desktop”), Emergency Department Management and Critical Care EMR applications.
  • Recruited and managed 4 physician consultants in Medical Informatics, responsible for projects in physician education in NortonLINK, implementation of Norton CareLINK, development of Norton PracticeLINK (ambulatory systems) and Norton DataLINK (Data Repository).

  • Served as lead physician in planning and initial implementation phases of MEDITECH Client/Server. Worked with Norton executives to develop NortonLINK Strategic Plan.
  • Developed models for physician involvement in NortonLINK governance.
  • Co-created database for project issue tracking, with over 1,000 software and process issues for Norton CareLINK.

Member/Member ex officio, System Medical Executive Committee January 2000-January 2005

In January 2000, the medical staffs of the five metropolitan Louisville Norton Healthcare hospitals merged into a single medical staff.

  • Appointed as one of three members by Divisional MEC to represent over 700 physicians of NortonHospital, 2000-2002.
  • Approved new Medical Staff Bylaws, Credentials Manual, and Divisional Rules and Regulations governing five hospitals.

Co-Chair, Clinical Information System Selection CommitteeFebruary-August 2000

Co-chaired with Chief Nursing Officer to make recommendation to the Board on the purchase of a single clinical information system for Norton Healthcare.

  • Negotiated decision making process for Selection Committee with senior management on Planning Committee.
  • Formed Committee of six physicians, six nurses, and representatives from major ancillary departments (Information Systems, Medical Records, Lab, Pharmacy, Radiology, Surgery, Emergency Department and Quality & Care Management).
  • Performed current state evaluation of Norton Information Systems, developed functional requirements and request for proposals, performed vendor evaluations and produced recommendation in August 2000.

  • Managed 4 hospital emergency departments with a total of 110,000 annual visits.
  • Launched an expanded emergency department at NortonAudubonHospital, becoming the largest emergency department in the state of Kentucky.
  • Grew volume at each emergency department in the first year of management by 10% across the system.
  • Improved patient satisfaction scores for each emergency department, with most notable gains being in physician data.
  • Implemented new documentation system for 4 hospital ED’s, resulting in projected $250,000 per year savings, while improving medical record turnaround from over 10 days to 1 day for the physician group.

  • Chaired EMTALA Task Force, which developed system policies and procedures for compliance with the Emergency Medical Treatment and Active Labor Act (EMTALA).
  • Served on Medical Executive Committee and named Secretary/Treasurer in 2000. Worked on subgroup to charter the Shirley Powers Nurse Education Fund at NortonHospital with $25,000.
  • Reorganized and chaired Resuscitation Committee on Downtown campus. The Committee corrected a previous JCAHO deficiency in crash cart compliance, advocated ACLS for all critical care RN’s, and initiated quality improvement tools under American Heart Association guidelines.
  • Served on Medical Care Appraisal Committee (1998-2000), Cardiac and Critical Care Committee (1998-2001), and Ethics Committee (2000-2002).
