MEHOOPANY TOWNSHIP BOARD OF SUPERVISORS

TOWNSHIP MEETING

APRIL 12, 2017

The meeting was called to order by Chairman Bill Henning, followed by the Pledge of Allegiance. An announcement was made to please sign the attendance sheet. Those in attendance were Chairman Bill Henning, Supervisor George Kavaliauskas and Ryan Visneski, Secretary Carolyn Northerner, Asst. Secretary Maryellen Condeelis, Treasurer Jennifer Sorokach, Frank Gates, Eugene Adams, Barry Motsko, Kevin Ray, and John Decker.

SEWER MEETING

Carolyn Northerner reported a balance of $15,547.92 in the treasury, with payables of $10,457.35. There is a total of $46,463.69 outstanding on sewer bills, which includes the billing which went out February 22, 2017. A motion was made by George Kavaliauskas to pay the sewer bills, seconded by Ryan Visneski. Report will be filed for audit.

OPERATOR’S REPORT

Barry Motsko submitted monthly reports for signature and mailing to PADEP. He noted that effluent quality is good and within permit parameters as indicated by analysis results. Electronic filing should be available in the near future. Barry Motsko also reported that another month before sludge hauling would be needed. Barry requested a copy of the permit when received in order to review within the timeframe allowed to submit any changes needed.

PUMP REPAIRS

George Kavaliauskas reported that we had three pump pulls; with two being related to abuse.

OLD BUSINESS

Ryan Visneski inquired if the response to the DEP violations were received; Barry confirmed the DEP did receive the response.

NEW BUSINESS

Ryan Visneski reported that there are water issues at Walnut Ridge causing problems with the wet well at the Sewer Plant causing alarms to sound every 30 minutes. There was a float hung-up causing the alarms. George is seeking the property owners of the lots at Walnut Ridge to get permission to dig up behind the laterals to determine the water issue. George is waiting on response from Chris Terrell at Habitat for Humanity on property owner.

MEHOOPANY TOWNSHIP BOARD OF SUPERVISOR’S MEETING

APRIL 12, 2017

The meeting was called to order by Chairman Bill Henning. A motion was made by George Kavaliauskas to accept the minutes for March 8, 2017. It was seconded by Bill Henning. Secretary Carolyn Northerner reported the following balances:

General Fund$ 359,728.44

General Savings $ 63,864.52

Energy Acct.$ 3,308.45

Impact Fee Acct. $ 166,265.00

Parks & Playgrounds$ 4,062.21

Payables from the General Fund were $56,425.63 and payroll was $3,903.85. The State Fund had a balance of $16,277.34 with payables of $3,897.07. Income to the General Fund was $9,827.92

Note: Bill Henning announced that we would receive $68,551.30 for Liquid Fuels as per email from Ed Sumski.

POLICE REPORT

Bill Henning gave the following police report: Theft: $200 and Over- All Other – 1; Drug Equipment Violations – 1; motor vehicle accident -2; Mental Health 1-; Assist-Ambulance 1-; traffic citattion-3-; warnings -5-; total hours worked 60.

Note Bill Henning and John Krieg will start looking at contract that expires at the end of the year. No concerns at this time for any changes.

TOWNSHIP ROADS

George Kavaliauskas reported that there were emergency repairs to Shady Lane for pipe replacement. Two cables were pulled that belonged Blue Ridge that were incorrectly marked. 811 was used. Another pipe above will need to be addressed. Getting prepared to work on lower part of Fire Tower Road to repair road and replace pipes; getting rental equipment and need to contact John Baker on hammer rental to break-up road.

George Kavaliauskas is working on Soil Grants. Two possible qualified roads are Grist Flats from Bill Wilson’s corner up to the Y at Sugar Hollow. The other road is Walter Road.

New truck is in and old truck will be sold.

Looking at chip and sealing Race St., Scottsville, Russell; and also, getting into grading season. Old Scottsville Road needs attention. George noted there is dumping occurring again on Scottsville.

Will be using Costar for dust oil and calcium.

New township employee announced. Roy Darling has started working part time.

OLD BUSINESS

Bill Henning announced that Mehoopany did not get any buyouts awarded in the second round due to the fact that Mehoopany was not considered low to moderate income; contrary to the fact those filing for the buyout are low to moderate income. Concerns about how it was awarded. Kevin Ray from Forkston announced everything is on hold at the Commissioner’s office. Bill mentioned that the previous buyout has no income related criteria and George confirmed that John Jennings at EMA said Census data was the basis for the decision. According to Kevin Ray Senator Lisa Baker has agreed to contact DCED and PEMA to understand the process and question the results. Bill Henning made a motion to draft a letter for Mehoopany Township to support the efforts of Forkston and Eaton Townships by drafting a letter to Senator Lisa Baker stating our concern for the process that determined the second round of buyouts for Wyoming County. Copying Dr. Karen Boback and Kevin Ray. Maryellen will deliver to Kevin’s mailbox by Friday morning. It was seconded by George Kavaliauskas.

Bill Henning asked Carolyn Northerner to set up a meeting for the supervisors with Ned Slocum from Milnes Engineering to discuss the handicap issues.

Bill Henning made the motion to approve Gary Evans as Flood Plain Administrator seconded by George Kavaliauskas.

NEW BUSINESS

Bill Henning reported that Mehoopany did not receive any state funds from winter storm Stella due to the fact the counties combined did not meet the 18.2MM threshold for cost in a 48-hour window. Note there are efforts to appeal.

Bill Henning announced Mehoopany Clean-up Day will be May 6, 2017 for Mehoopany residents only, which does not include landlords of rented properties. Mindy Miner will be overseeing the efforts to ensure that Mehoopany residents only are participating.

John Decker spoke for Wayne Polhman that there are ash trees that may need to be cut down before the Barnes Cemetery fence is put back.
