MCEPOA BOARD MEETING
April 3, 2017

The board meeting was called to order by Lawrence Crawford, President of the Board. All board members were present.

Bob Connor was welcomed to the board. Bob was appointed to the board to fill the position left vacant by the untimely death of Ellen Bailey.

Treasure’s report was given by Wayne Chalu. Wayne stated that the board has identified the need to rebuild the reserves over the next fiscal year. The budget for the new fiscal year, which begins May 1, 2017 was discussed and then ratified by all board members. Copies of the budget had been handed out to residents in attendance and will be included in the ballot, assessment packet going out the beginning of May. It was announced that assessments will be increased on each property by $12.49 for a total of $400/property.

Mark Ditmeyer announced he had gotten a very positive response from the homeowners regarding the letter addressing the covenants and restrictions in place in Mill Creek. Mark also reported that the front gate has been working very well with no issues or problems.* When accessing the gate using the Kiosk, once you answer the call from the kiosk, please hold down the #9 key until the gate recognizes the tone and opens. White professional reflective striping on the sides of the roads will take place soon.

Dominic Cioffi announced that an informational meeting will be held at the clubhouse on April 17th for real estate brokers and other professionals in our area who deal with the buying and selling of properties in Mill Creek. The purpose of this meeting is to provide information, pamphlets, maps, contacts and answer questions about Mill Creek.

Richard Hightower announced that 3 candidates have come forward wishing to run for the board election to be held in June. The 3 candidates are Chris Bullis, Bob Connor and George Ellison. Two seats on the board will be filled—Chip Jones has decided not to seek re-election, and the seat previously held by Ellen Bailey and now by Bob Connor will need to be filled. These positions are 3 yearterms. The annual meeting will be held on June 5that 4:00 pm at Mt. Hope Baptist Church which is just across Hwy 64.

Chip Jones reported on the infrastructure issues in our neighborhood. Duke Energy will be installing a street light at the intersection of Country Club Drive and Golf Vista. Chip also reported that Duke Energy was charging us for the use of 61 lights in the neighborhood and we only have 54 in use.

We have 7 areas in various places around the neighborhood that need paving due to water line breaks and pavement removal for repair of these breaks. These areas will be a priority when paving begins soon in Mill Creek. The board spent several hours last week riding roads in the neighborhood to prioritize the paving needs.

A discussion about continued water leaks, the type and age of our present piping. The need to plan for short term/long term system rehabilitation was discussed. Environmental will start processing water payment checks on a weekly rather than bi- weekly basis. Lawrence Crawford made mention of Gene Bass and JoAnn Snider for their foresight in having Mill Creek become a purchased water system community.

Richard Hightower and Chip Jones met with our landscapers, Clark & Co regarding the landscaping at the front gate. Mr. Clark will get started with adding many colorful plants as soon as the threat of freezing temperatures is gone.

Richard Hightower announced that advertising will be offered in our next directory to cover the cost of printing the directory. Betty Merrill has been instrumental in helping with this project and we already have advertisers on board.

Vicki Wigle addressed the board about landscaping in Mill Creek. She presented well thought out suggestions and printed material for the board’s consideration. She also highly recommended Richard Clark for his excellent knowledge of appropriate shrubs and flowers for our area.
