Market Intelligence Demonstrator Project

Background

South East contract and commissioning leads identified the importance of market intelligence in developing their plans for future market shaping activity aligned to the shift to personalised care services. The need for market intelligence can be categorised into:

  1. Population and demographic data

Much of this is available already but possibly not in a way that makes it easy to link to other data sets.

  1. Citizen-centric data

This includes data on current usage of services (council, health and third sector) by citizens as well as data on their support preferences and aspirations (un-met needs).

  1. Service provider data

This is data about existing service providers, their current and future capacity and capabilities. With the move to individual budgets, the range and number of suppliers is greatly increased and this data needs to include small, micro and voluntary providers. Also in this category is data on in-house services including current service volumes and costs.

This project proposal is for a demonstrator project that develops an approach and tools for collecting, analysing and actively using this data as part of a new personalised model of service delivery.

Objectives

  • To determine the data required for effective decision making on market intervention plus the sources of that data and processes for collecting and storing it.
  • To develop requirements for a shared data storage and analysis tool that could potentially be used by all south east authorities and includes the ability to share some data with providers
  • To identify the risks and issues associated with developing a comprehensive market intelligence solution as well as the potential benefits in terms of more effective decision making.

Deliverables

Data and functionality requirements for market intelligence data storage and analysis solution

  • This must be applicable to all authorities with different system platforms

Case study and process diagram for capture, analysis and application of market intelligence solution to actual local authority market shaping or commissioning problem

  • This must also be applicable to other authorities

Process and system requirements for sharing market intelligence with private and voluntary sector providers

Business case for development and implementation of shared market intelligence solution

Completed communication activities to enable other authorities to benefit from the learnings

Scope and Timelines

Led by either a single authority or partnership of 2/3 authorities, working in partnership with data analysis experts, the first stage will be to develop the requirements for market intelligence data based on the need to support market shaping and commissioning activity.

This will be achieved through an initial workshop based around a limited set of already available data with the analyst leading key authority stakeholders through a process to identify what their needs are for market intelligence data, how they want to use it and how it must be sources and analysed. Based on this, requirements for a prototype analysis tool will be developed and a plan for collecting and (where necessary) processing the data created.

A second workshop will then be held with the same group of stakeholders to test out the tool and data in solving a real world market development and commissioning problem selected by the authority. If required, a third workshop will be held in order to get to the point where the authority has used the data to decide on a commissioning approach and action plan. After the agreed plan has been put into action, there will then be a full lessons learned exercise, written up as a case study, and used to develop the final deliverables.

Approx timescale = 6 months

Resources and Costs

The lead authority would need to commit:

  • 1 day per month senior officer time to act as project sponsor
  • Approx 2 days per month admin support to assist with the planning and organising of 3-4 workshops required to deliver the project outputs
  • 2-3 days per officer commissioner time across multiple service areas to attend workshops
  • 2-3 days per month officer resource to facilitate access to local authority data and to assist with securing access to data held by third parties including health, provider sector providers and third sector providers

In addition IESE will fund a Project Manager, 1 day per week x 25 weeks @ £300/day = £15,000

Quoted data analyst costs = £21,650

Estimated total budget = £36,650

Risks/Issues

  • Identifying a lead authority willing/able to take on the project
  • The required data may not be available in the right granularity or format
  • Need to ensure data protection and privacy is maintained at all times
