FREE LEARNING AND DIALOGUE EVENTS FOR COMMUNITY LEADERS

Manchester has changed - The 2011 Census identifies that the city’s communities are becoming more diverse and that we are attracting more people to come and live in Manchester from across the world. This is fantastic news for a city that has a strong tradition of championing equality and diversity. For over twenty-five years Manchester has promoted and invested in equality through innovative work with minority communities. As a result of this, Manchester has made significant progress in the areas of equality and diversity and community cohesion.

However, the city is a very different place today and the impact of the significant financial cuts in Manchesterand welfare reform pose a risk to service delivery and relationships that have been built up over time. Coupled with this, we have experienced a number of counter terrorism related arrests, investigations and convictions along with subsequent police led operations to build community confidence. Across Greater Manchester we have also experienced a number of and mainly English Defence League demonstrations and campaigns along with heightened media coverage of issues such as child sexual exploitation which have fuelled tensions. Small pockets of the city are also experiencing low level campaigns from Irish Dissident republican groups. International incidents and events such as those in Syria, Libya, Mali, Somalia, Pakistan and more recently Algeria all have an impact on communities living in the UK and Manchester. They pose potential risks to the resilience of communities and preventissues around safeguarding those most vulnerable. Therefore, community engagement, leadership and cohesion play an important part in making sure that Manchester can continue to effectively deliver the priorities set out in the Manchester Community Strategy.

We recognise as a city that we need to continue to ensure that there is a strong partnership based response to the potential risks and challenges in the city going forward and that communities play a key role in identifying risks and priorities along with developing and delivering a community based response. This means that we need to continue to support the voluntary and community sector and community leaders (including elected members) to buildcommunity leadership and resilience and strengthen connection between neighbourhood delivery arrangements and communities.

Manchester City Council has been working with the Home Office (Office for Security and Counter Terrorism), Greater Manchester Police and the RecoRa Institute to develop a bespoke and local learning and dialogue event for community leaders (including elected members) in Manchester.

The learning and dialogue events are aimed at community leaders and representatives from the voluntary and community sectors that are supporting or working with individuals and communities and will focus on the following:

1.Build the understanding of community leaders about community cohesion and resilience related issues including information about extremist ideologies (far right and International extremism) and how these impact on communities

2.Support community leaders to identity and respond to such issues and ideologiesin Manchester.

3.Build understanding around the role of safeguarding of vulnerable individuals at risk or vulnerable of radicalisation or violent extremism (using real case studies)
