  1. SPECIFIC POSITION INFORMATION

Position Descriptor / SACOSS is a highly regarded and fierce advocate for the interests of people who are faced with disadvantage, injustice and poverty. We have a small secretariat with a key focus on policy development, research, communications, campaigning and events.
The Manager Corporate Services is responsible for our Financial Administration and Reporting, Compliance & Contract Management, Organisational Systems, People and Property Management. The position will also have a lead role in developing Alternative Funding Streams to help create long term organisational sustainability.
Working closely with the CEO and our key policy and communications team this position will guide the work of a part time Finance Officer and SACOSS’EventsCoordinator.
The key roles and responsibilities are as listed in the Position Description below.
Tenure, Hours and Pay / The position is offered as an ongoing role, but like all roles at SACOSS is subject to the availability of continuing funding. Funding which underpins the position is derived from grants,sponsorships and other income generated through the membership and events.
The position is part time at (0.8 FTE) with pay and conditions adjusted accordingly. There is some flexibility in working hoursand it may be possible for the role to expand if the Manager, Corporate Services can successfully market themselves to other sector organisations on a consultancy basis.
SACOSS has a policy of paying 5% over the SCHADS industry award and the position is offered at Level 6 or7 of the award (subject to qualifications and experience). Accordingly, the FTE pay range is between $76K and $86K per annum.

Essential
  1. Commitment to the values and principles that support human rights and promote social justice, and that underpin SACOSS purpose.
  2. Appropriate qualifications and excellent understanding of accounting and financial management practices, reporting, governance and accountability.
  3. Excellent IT literacy, including a good working knowledge of the Microsoft Office suite of applications and experience in all facets of MYOB.
  4. Advanced analytical, conceptual and problem solving skills, with the ability to identify both strategic and operational issues, and to think laterally and creatively in addressing them.
  5. Excellent written and verbal communication skills, including the ability to compile and prepare financial reports, budgets, tenders, contracts and associated documents.
  6. Advanced time management skills, while being comfortable working both autonomously and together in leading a small team where there may be competing demands, complex tasks and changing priorities.
  7. Proven leadership and capacity to work with, and as, a member of a small team while building effective relationships with people across the community services sector, Government and in political life.
  8. Ability to use initiative, to adapt to change, to seek and embrace feedback, to approach work with enthusiasm, flexibility, and creativity while displaying a commitment to high quality standards.
  9. Awareness of social policy frameworks and public policy development, a basic understanding of issues relevant to vulnerable and disadvantaged South Australians and a commitment to SACOSS’ vision.
  10. Knowledge of statutory, legal and regulatory frameworks that impact on the community services sector.

Desirable:

  • Experience in the health and community services sector, or the NGO sector more broadly
  • Demonstrated experience in grant seeking and managing sponsorships.

  1. POSITION CONTEXT

Organisational Overview / The South Australian Council of Social Service (SACOSS) is the independent peak body for the non-government health and community services sector in South Australia.
Established in 1946, SACOSS has now been advocating, collaborating, leading and mobilising to eliminate poverty, inequality and injustice in South Australia for more than 70 years.
As a small, dynamic peak body, we have a number of key roles, including to:
  • Represent and give voice to the interests of people who currently experience poverty, inequality and injustice and the sector which supports them.
  • Research, develop policy and advocate on issues affecting disadvantaged South Australians and the sector that serves them.
  • Disseminate important information from the government to the community sector and from our sector back to government and the broader community.
  • Build the capacity of the health and community services sector and people faced with disadvantage to better respond to their circumstances.
These roles underpin a five-year Strategic Plan.
SACOSS is governed by a Board, and has a Policy Council which meets monthly to discuss and input in policy issues.
Position Purpose / To maintain and coordinate high quality financial management and corporate functions to enable SACOSS to continue to perform above expectations. The role will also be responsible to the CEO for helping to develop alternative funding streams to ensure SACOSS’s continuing independence and future sustainability.
Position Level Descriptor / The Manager, Corporate Services operates under the direction of the CEO and is responsible for the management and provision of financial, business and other corporate services supporting SACOSS’s operations.
The role has responsibility for leading, nurturing and guiding a small team and works closely with all other SACOSS team members. The Manager, Corporate Services may also provide some consultancy services on a fee- for-service basis.
Line Manager / The Manager, Corporate Services reports directly to the Chief Executive Officer.
Special Conditions /
  • Some inter/intrastate travel and out of hours work is required.

  1. PRIMARY RESPONSIBILITIES

AREA / KEY ROLES
Development of Alternative Funding Streams /
  • Work with the CEO and Board to deliver.
  • Liaise with and resource SACOSS stakeholders including the CEO, Board and sub committees to envision new and innovative possibilities and action those to the benefit of the SACOSS.
  • Involvement in grant seeking and tender writing.

Financial Administration and Reporting /
  • Take responsibility for SACOSS’s financial operations and guide the work of the Finance Officer. Prepare accounts for annual audit. Prepare acquittals for funding bodies and ensure preparation and monitoring of SACOSS’s budget.
  • Ensure accurate financial reports are prepared for the CEO, Board, other team members, funding bodies, ATO and other government departments as required.

People Management /
  • Stay up to date with relevant Industrial Award and Industrial Relations legislation/ regulations and ensure they are implemented in SACOSS including workplace health and safety.
  • Assist the CEO with aspects of human resource management as requested e.g. recruitment; preparation of employment contracts; and maintenance and secure storage of staff records.
  • Guide and support the Finance Officer and Events Coordinator while working in support of and collaboration with, other members of the SACOSS team.
  • Proactive management of risk including Workplace Health and Safety.

Property Management /
  • Take responsibility for the overall property management, repairs and maintenance of Marjorie Black House and other assets.

Compliance & Contract Management /
  • Work with the CEO to ensure SACOSS’s compliance with ASES standards and quality systems as part of ongoing accreditation.
  • Undertake activities in line with legislative and statutory requirements including the requirements of funding bodies.
  • Monitor and review contracts and agreements with a variety of stakeholders and prepare reports as required.
  • Ensure SACOSS complies with all workplace health and safety legislation and obligations

Organisational Systems /
  • Oversee and develop organisational systems that support compliance, effective operations, risk management and accreditation.
  • Contribute to continuous improvement of SACOSS’s financial and human resource policies, procedures, systems and practices.
  • Liaise with IT support personnel to ensure efficient and effective technology services.
  • Assist the CEO and Board with aspects of their governance role and requirements.
  • Undertake other duties, as required in support of SACOSS’s Strategic Plan.

This role requires a relevant Degreewhich is likely to be in Accounting, Finance, Commerce or Economics.
Ideally the person will also have either a CA or CPA affiliation.
