MINUTES OF MEETING HELD ON

·  Mr Duncan Flint Dorset County Council was unable to attend the meeting to give a presentation on the 2012 Olympics.

There were four members of the public present at the meeting and the following comments were made:

·  Mr C LeVay Chairman of the Allotment Association requested permission to arrange for a water tank to be installed to help address the inconsistent water supply to the site. The cost would be approximately £500. Chairman Mrs Falkingham asked for details regarding the size of the tank to investigate whether planning permission would be required.

·  Mr LeVay also reported that the tank/trough had not yet been but will be placed under the second tap on the allotment site. Also that the dog warden had not yet arranged for a sign regarding dog fouling to be positioned on the site. Notice regarding dog fouling from the Parish Council to be placed on the allotment site and in the Herald.

·  Mr I Sargeant farm manager of Manor Farm explained that the current pump is on a timer switch and cannot be permanently left running as sediment from the river will collect in the pump and burn it out. He supported the proposed installation of a bore hole and said that he would be willing to contribute to its cost.

·  County Cllr. Mrs Haynes explained that the cost of a bore hole survey was approximately £250.

·  PC Sarah Pilcher discussed various criminal activities including fuel theft and bogus callers. She described alarms that can be placed in tanks that detect sudden drops in the level of fuel and ‘No doorstep sales’ signs that can be placed on doors. She agreed to leave some of these signs for residents at Webbers Peice. PC Pilcher also plans to arrange a walk about the Parish with the Dog Warden, including the cycle path where there is a particular problem with dog fouling.

Any Other Business raised by Councillors:

·  Cllr. Pritchard requested that Dorset Lighting Ltd be contacted again regarding the faulty street light in Dorchester Road.

·  Cllr. Pritchard requested that Signpost be contacted regarding uncut grass on the bank at Neils View.

·  Cllr. Pritchard reported to the Council that he had received a request from the residents of 6 Greenford View for a gate licence and Chairman Mrs Falkingham confirmed that the annual gate licence is still £5.

·  Cllr. Mrs Johns explained that the residents of Waterloo Cottage, Dorchester Road had placed their rubbish on the pavement the evening before the refuse was due to be collected. The bags were damaged during the night and the contents that included dog faeces were spilt onto the pavement. Notice to be placed in the Herald asking people not to place their rubbish bags on the pavement until the day they are due to be collected.

·  These were approved and signed by the Chairman with the following amendment - Agenda item 12. Cllr. Charman reported that the required work on the roof (replacement of slates not tiles) had been discussed.
4 / Matters Arising:
·  Council agreed that Chairman Mrs Falkingham could make and receive phone calls on behalf of Maiden Newton Parish Council at the request of the Clerk.
·  Chairman Mrs Falkingham contacted Network Rail to chase a response to her letter about the land by the Village Hall.
·  Cllr. Valinski informed Council that he was unable to attend the meeting with the Barclays Spaces for Sport Football Foundation to discuss the possibility of extending the period of free hire of the MUGA. Further discussions are to be arranged.

·  Chairman Mrs Falkingham confirmed that the list of highway works for the Parish Maintenance Unit had been forwarded to Dorset County Council by the Clerk.

This application was discussed and the corporate view of the Parish Council is that it objects to this planning application because there is insufficient turning and waiting area between the gates and the roadway. The building is often unoccupied and delivery vehicles have to wait outside the gates increasing the problem and danger to pedestrians. Also the gates are not in keeping with the conservation area.
·  1/D/10/000754 5 North Road – Rear extension and loft conversion. Re-locate garage. This application was discussed and the corporate view of the Parish Council is that it has no objections.
·  1/D/10/000543 Notton Farm, Notton Road – Refurbish existing farm house including the erection of a replacement conservatory. Refurbish outbuildings to form an annexe to the house. Erect pool building. Convert existing granary to a studio. Rebuild existing garage. This application was discussed and the corporate view of the Parish Council is that it has no objections to this application, though removal/replacement of iron windows from south elevation will result in some loss of character.
·  1/D/10/000753 5 Chapel Lane – Detached house. This application was discussed and the corporate view of the Parish Council is that it has no objections to the building but change of aspect to the garage may cause parking difficulties.

Maiden Newton Parish Council approved the accounting statements in the annual return and approved the annual governance statement.
Chairman Mrs Falkingham thanked Mrs J LeVay for kindly completing the internal audit.
9 / Proposals for traffic management on the A356:
·  The proposals were considered by the Council and Dorset County Cllr. Mrs Haynes raised the concern that there is an obstruction to the driver’s view at the point of traffic calming because of a bend in the road. Clerk to inform Mr Foy at Dorset County Council of this concern.
·  Mr J. Foy from Dorset County Council is to attend the next Parish Council meeting to discuss the proposals further. / DW
10 / Play Area:
·  Cllr. Mrs Johns informed Council that the ‘Friends of Maiden Newton Play Areas’ are running a cake stall at the Maiden Newton @ War event to raise funds for toddler play equipment.
·  Cllr. Mrs Johns explained that she had found someone willing to paint some of the play equipment. Cllr. Pritchard to investigate the particular paint to be used.
·  Clerk to arrange for the ‘Play Inspection Company Ltd.‘ to carry out the annual inspection of the Play Area. / CJ / KP

11 / Allotments:
·  Council agreed to pay for the bore hole survey on the allotment site.
·  Council agreed to pay up to £500 towards the installation of a water tank after reviewing the detailed plans.
·  Council agreed Mr Chaffey had made some progress towards meeting the conditions of his Tenancy Agreement and will consider him continuing his tenancy at the next Parish Council meeting.
·  Clerk to contact the tenants of Allotment No’s: 23b, 36b,29 and 30 as these tenants are not adhering to ‘Point 5 (a) The Allotment Garden shall be kept in a clean, decent and good condition and properly cultivated’ of their Tenancy Agreement. Clerk to inform these tenants that their tenancies may not be renewed in September if the conditions of the Tenancy Agreement are not fully met. / DW

12 / Hedley Haward Memorial Playing Field and Multi-useGames Area (MUGA):
·  Cllr. Valinski reported that the new goal posts had arrived and that these will be put in place after the Maiden Newton @ War event has taken place on the Playing Field.
·  Councillors were concerned that the weeds around the MUGA had grown too high and questioned the efficiency of the particular weed killer used. Clerk to contact Mr Jess Carver regarding this matter.
·  Chairman Mrs Falkingham explained that she had received a request from re-enactors involved in the Maiden Newton @ War event to camp on the Playing Field. Council agreed to the request but two Councillors, Cllr. Mrs Johns and Cllr. Pritchard, were against giving permission.
·  Dorset County Cllr. Mrs Haynes reminded the Council of the importance of checking that anyone organising events on the Playing Field has appropriate policies in place including Safe guarding Children. / DW

14 / Report on Meetings Attended:
·  Cllr Mrs Johns attended a Village Hall Committee meeting. She reported that bookings for the Hall were down and cleaning issues were being addressed.
