Commissioners:

#9. Authorize various personnel actions as indicated on the summary sheet for employees within the jurisdiction of the Lorain County Board of Commissioners (at the conclusion of today’s Board meeting, the Commissioners may recess into an Executive Session to discuss: personnel/new hires)

#10. Approve & waive the reading of the same for the Lorain County Board of Commissioners meeting minutes of November 23, 2010

#11. Authorize Commissioners Ted Kalo & Lori Kokoski & and County Administrator James Cordes to utilize the County’s Lormet Visa credit card for the year 2011 in the amount not to exceed $5,000 each. Expenditures are work related to include CCAO and NACO conferences, and for such items as food, lodging, telephone, gas and oil, minor vehicle maintenance and emergency repairs of county owned or leased vehicles

#12. Amend Res#00-918, adopted November 30, 2000 establishing a Child Fatality Board and appoint the Director of the City of Lorain Health Department to administer this program. Said amendment is to appoint Commissioner of Lorain County Health District to administer said program.

#13. Amend eligibility sections of the Lorain County Health Plan to provide extended dependent care coverage for eligible dependent children ages 19 to age 26 of Lorain County Health Plan Participants in accordance with the Patient protection and Affordable Care Act, Public Law 111-148, effective January 1, 2011. A special enrollment period will be December 3, 2010 to December 13, 2010

#14. Amend Res #10-556 on August 11, 2010 changing the original purchaser of bonds as authorized in general obligation justice center bonds, series 2002

#15. Expressing the intent and desire of the Commissioners to support LEEDCo’s initial and expanded projects

for the installation of wind energy conversion systems on Lake Erie, to support LEEDCo’s initial application for an option to enter into submerged land leases with the Ohio Department of Natural Resources, and appointing a representative of the County to serve as a member of LEEDCo’s board of directors.

#16. Approve & enter into a contract with Community Alliance and Commissioners with Community Development providing administrative coordinator services for Lorain County Community Alliance, effective January 1, 2011 – December 31, 2011 at a rate not to exceed $44,314 with a 60 day cancellation clause

EMA/HOMELAND SECURITY:

#17. Extend contract with various political subdivisions for Technical Rescue Response until new contract is finalized

Job & Family Services:

#18. Authorize various personnel in the LCDJFS to utilize the Agency’s credit card for the year 2011 in amount not to exceed $4,000 for work related items to include; conferences, food, lodging, transportation, telephone, gas and oil, minor vehicle maintenance and emergency repairs of county owned or leased vehicles

#19. Authorize Purchase of Service agreement with Emerge, Inc, Elyria to provide internet service to agency website for CY11, effective January 1, 2011 – December 31, 2011 in amount not to exceed $9,420; Authorize Director to execute and amend for changes in programming on behalf of the Board with prosecutor’s approval as to form

Solid Waste Management District:

#20. Approve the contract with Liberty Tire Services of Ohio, LLC of Minerva for operation of the scrap tire recycling program for the year 2011, with option to renew in 2012 and 2013, 2 bids were received this being the most responsive. One day collection at a cost of $106/ton to be paid from Acct#tire/open dump

Clerk of Courts:

#21. Authorize Clerk of Court Nabakowski to utilize the Lormet Visa Credit Card for the year 2011 not to exceed $1,000 for conferences, food, lodging, transportation, telephone, gas and oil, or vehicle maintenance and emergency repairs of county owned or leased vehicles

Domestic Relations:

#22. Authorize Juvenile Branch Judges and Staff to utilize the LorMet Visa Credit Card for the year 2011 in the amount of $1 – 5,000 for conferences, food, lodging, transportation, telephone, gas and oil, minor vehicle maintenance and emergency repairs of county owned or leased vehicles

#23. Award contract to Palermo Inc., Hinckley in the amount of $40,000 for installation of flooring at detention home to be paid from Acct#capital improvements. Issue notice to proceed letter on or before January 17, 2011 and complete on or before February 4; Authorize County Administrator to notify Auditor to release retainage at completion of project

Engineer:

#24. Approve amendment #2 to K.E. McCartney & Associates, Inc., Mansfield in amount not to exceed $120,000 for scope of services for 6117 Storm Water District, NPDES Phase 2 regulations

Sheriff:

#25. Authorize Sheriff Stammitti and Lt. Debbie Reinhardt to utilize the Visa Credit Card for the year 2011 not to exceed $2,500 for conferences, food, lodging, transportation, telephone, gas and oil, or vehicle maintenance and emergency repairs of county owned or leased vehicles and payment on internet services used in criminal investigations.
