Formal Biography

Dr. Jeffeory G. Hynes, Ed.D. is a full time Residential Faculty Professor with the Administration of Justice Studies within the Public Safety Sciences Department at Glendale Community College. Dr. Hynes whois a retired thirty-two year veteran (May, 1979 – August, 2011) of the Phoenix Police Department was promoted to the rank of Police Commander on 01/12/04 and. His last assignment with the Phoenix Police Department (December 2010) was overseeing the Desert Horizon and Black Mountain Precinct, from which he hadapprox. 450 officers under his command. Prior to that assignment he was within the Professional Standards Bureau from which he oversaw police misconduct investigations, internal audits/inspections, and the investigation of all police related shootings.

The Family Investigations Bureau which is an investigative assignment with 130 detectives was under his command from June 2007 through September 2009; overseeing investigations related to all sexual assaults, crimes against children, domestic violence, missing persons and vulnerable adults. From his promotion in 2004 he was assigned to the Tactical Support Bureau for six months, prior to being transferred to the Central City Precinct, 05/17/2004 where he was assigned to 07/03/2007

His last assignment as a Lieutenant, was at the Training Academy supervising the Advanced Training Unit from which he was responsible for all in-service related training for 3600 sworn and civilian employees (2001- 2004).

Prior to his assignment at the Training Bureau he was assigned as an Area Manager within the Central City Precinct and is nationally known as an exceptionally proactive problem-solver, having had at least two major action plans completed each of his five years while at the precinct (1996 – 2001). He has received numerous recognition awards related to his community policing efforts, such as: Herman Goldstein Problem Oriented Policing Award, National Award (1997), Phoenix Police Department Community Based Policing Award (1998), Phoenix Police Department Community Based Policing Award (2000), Arizona Criminal Justice Commission State Award Recognition; Prostitution Action Plan (2001), International Chiefs of Police National Award Nomination; Outstanding Community Policing Initiative (2001). He is also one of the program designers for the “Beat Accountability” program and department wide philosophy implementation (2000 – 2006).

He has been part of or created numerous high impact crime suppression action plans over the past 15 years dealing with the following issues for the Phoenix Police Department:

  1. Prostitution and major narcotic investigations
  2. Operation Block & Blue, Corner Pocket, E-town which focused on “Making the Case, Not Just the Arrest”
  3. False identification investigations
  4. Transient issues and homelessness
  5. A homelessness diversion program: Operation CARE
  6. Graffiti and neighborhood quality-of-life programs
  7. Day laborer issues

In addition, during his career Commander Hynes has been assigned to the Employment Services Bureau, the Community Relations Bureau, the Planning and Research Bureau, the Professional Standards Bureau, and four of the six Phoenix Police field Precincts.

Commander Hynes has been a long-time instructor / educator for the Arizona State University, Northern Arizona University, Arizona Regional Policing Institute, Arizona Peace Officer Standards and Training Board (Arizona POST) and the Phoenix Police Department. He is currently considered an Arizona POST Subject Matter Expert in the area of Community Policing / Problem Solving and Law Enforcement Physical Fitness Program Issues.

In addition, Since 1989, He has been an adjunct professor / instructor, curriculum development specialist, and Internet course developer for courses such as supervision and management, police and culture, public safety, leadership skills, problem solving, hostile subjects, homeland security, criminology, forensic psychology and criminal procedures for such institutions, such as Arizona State University, Northern Arizona University, Grand Canyon University, Rio Salado College, and the Arizona Peace Officer Standards Training Board (Arizona-POST).

Commander Hynes received his Associate of Arts Degree from PhoenixCollege, his Bachelor of Arts Degree in Police Administration and his Master of Science Degree in Educational Leadership from NorthernArizonaUniversity and finished his Doctoral Degree in Education Leadership from N.A.U. also in December 2007. Lastly he holds a Certified Public Manager (CPM) degree from ArizonaStateUniversity in 2008.

Welcome and good day to everyone; I served thirty-two years with the Phoenix Police Department in Phoenix, Arizona and retired August 2011 with the rank of Police Commander. I am currently a full time Faculty Member at Glendale Community College, within the Administration of Justice Studies and Public Safety Sciences Department. While with the Phoenix Police Department I worked in all aspects of the law enforcement profession; Patrol Function, Investigations, Training, Community Relations, Planning and Professional Standards. With respect I offer that I am a nationally recognized expert in the topic areas of Defensive Tactics, Community Policing, Course Development and Leadership Training.
