UPDATE FROM THE LOGS CLUSTER

·  Up to this weekend UNHAS transported in total 164 passengers on 351 sectors/legs and a total of 7.9mt of NFI and 10.7mt of food for over 29 different organisations (including NGOs, UN, Government, donors, media) to over 13 different final destinations.

·  As per indications from the Soroti humanitarian community there is no requirement for UNHAS to establish an air passenger service between Entebbe and Soroti as of now. In case the situation changes and a request is brought forward through the Humanitarian Coordinator/OCHA to UNHAS, mobilization will take minimum one week.

·  UNHAS is expecting 2 helicopters by 6 October to replace the current helicopter for NFI cargo transport. In addition an Antonov 12 plane is being mobilized for possible food air drops.

·  From the total of USD 6 million from the CERF funding, WFP has been allocated USD 1.25 million for the common logistics services (warehousing and air cargo transport).

·  The Government has allocated 10 billion Shilling to the Ministry of Works.

·  WFP is currently meeting with representatives from the Ministry of Works for possible support to the Ministry’s road and bridge repair plans. Updates will follow.

·  The SRSA engineers have completed their assessment of the major access routes on Monday; the final report is expected on Wednesday and will be shared with the logistics cluster as soon as possible.

·  A UNJLC Prioritization and reporting officer, Iain Paterson, arrived in Soroti on 30 September to support the logistics cluster and air operations.

OPERATIONAL UPDATE FROM ORGANISATIONS

ACF: nothing planned in Soroti, ongoing operations in Lango, cargo stored in Kampala. No operations in Teso.

OCHA: provided a brief update and the CERF fund allocations and mechanism.

World Vision: ongoing development programme in Soroti, in discussions with UNICEF for distribution of NFI kits and with WFP for distribution of food in Soroti; currently procuring NFI locally.

SC US/Uganda: response plan not finalized yet, update next week; looking at post-crisis intervention

TPO: programme with 1,000 NFI kits, procuring locally in Kampala.

è  Action point: possibly interested in bilateral transport support from WFP

OPM: Reported on funds allocated to Ministry of Works and that the Ministry of Works intends to wait until the water recedes. OPM forwarded the request from UPF for circulation among the organisations. Please find the request to OPM attached.

UNICEF: Many supplies already in Soroti, stored in WFP mobile storage tent at the airport. First round of distributions completed through PSI and Uganda Red Cross, second round under discussion.

WFP: has two boats operational shuttling people at Awoja and Komolo bridge, distributions are ongoing by road, but even 6x6 trucks are having difficulties and getting stuck. 2 prefabs are being set up, one at the WFP office location for the logistics cluster in Soroti and one at Soroti airport. One military helicopter might assume operations to support Lira office with distributions to Otuke and Omojo. WFP is planning to place a ferry on lake Bisina to facilitate distributions to eastern Katakwi regions currently cut off by road.

UNHCR: NTR, interested in road condition updates.

ASB: distribution of 500 NFI kits, plus additional 4,000 NFI kit for UNICEF. Content with to date logistics support, especially air support.

URCS/IFRC: has operational base in Soroti, currently installing 3 mobile storage tents in Soroti and one additional planned for Lira, NFI in the pipeline for 20,000 HH, partly local purchase, party from Kenyan RC and ICRC; possibly distributing additional NFI kits for UNICEF, common air service user.

è  Action point: IFRC agreed to share information on their pipeline

SC: is currently in assessment stage in Lira, Pader, Karamoja areas; looking at post flood interventions.

Merlin: arrived last week and is looking at possible flood and longer term intervention in Mt Elgon and Karamoja regions.

THW: assessments done in Katakwi and Amuria, present in Soroti, expecting an airlift on 3 October with water purification equipment; have inquired about bilateral transport support from WFP (cost recovery)

The group discussed on further requirements for meetings in Kampala. It was agreed to continue on a weekly basis for the time being.
