PLAYING RULES

2013 HIGH SCHOOL RULES and OFFICIAL BASEBALL RULES will apply with the following exceptions:

1.  Except for Saturday and Tuesday night games, no inning will start after 1 hour and 45 minutes of playing time. An inning started will be played to its conclusion. The home plate umpire will keep the official time. Starting times for Friday games, if any, will be 6:00 p.m. and 8:00 p.m. Starting times for Saturday games will be 10:00 a.m., 12:00 noon, 2:15 p.m., 4:15 p.m. and 6:30 p.m. (single 9 inning game, subject to a 2 hour and 30 minute time limit and will count as a doubleheader). Starting times for Sunday games will be 10:00 a.m., 12:00 noon, 2:15 p.m. and 4:15 p.m. Each team will play a doubleheader against its opponent each weekend. The Tuesday night games will begin at 7:00 p.m., will be played for 9 innings, subject to a 2 hour and 30 minute time limit, and will count as a doubleheader.

2.  Completion of the bottom half of the inning after the expiration of the 1 hour 45 minute or the 2 hour 30 minute time limit (the top half of the inning if the home team is ahead) shall constitute a complete game. If, in the sole discretion of either umpire, a team should attempt to "stall" a game in order for the time limit to expire, such umpire shall warn such team's manager of such unsportsmanlike conduct. In the event the "stalling" activity is continued after such warning, the umpire may declare the game a forfeiture by the "stalling" team.

3.  The "12 Run Rule" and the "8 Run Rule" will be in effect during all games. Any team leading by 12 or more runs at the end of 3 innings (or the home team at the end of 2-1/2 innings) or any inning thereafter (at the end of 5 innings in a 9 inning game) shall be declared the winner. Any team leading by 8 or more runs at the end of 5 innings (or the home team at the end of 4-1/2 innings) or any inning thereafter (at the end of 7 innings in a 9 inning game) shall be declared the winner.

4.  Ties will not be played off. A tie will count 1/2 game won and 1/2 game lost.

5.  Forfeit time is 10 minutes after the scheduled game starting time. Any team unable to field 9 players within 10 minutes of the scheduled starting time will forfeit the game to the other team. Managers who are aware they will forfeit a game in advance of the starting time should contact a League Official so that the opposing team and the umpires can be notified.

6.  There will be no infield or outfield practice before or between games. Teams warming up in preparation for playing must use the outfield to warm-up and must stay off the infield and dirt areas until their game is set to start. Managers of teams playing the first game are asked to have their post-game talk out of the dugout area so that the second game managers can bring their teams into the dugouts.

7.  Protests will be settled on the field at the time of the occurrence. At the time of protest, a League Official will be consulted for a decision.

8.  The League will provide an official scorekeeper, scoreboard operator and public address announcer for each game. Each team must furnish a line-up to the official scorekeeper (who will be in the press box above the concession stand) at least 10 minutes prior to game time. Line-up cards will be available in the press box at each field. NOTE: Managers are requested to turn in the team roster to the field scorekeeper on the date of their first game on each field. The roster is to provide each player's first and last name and his uniform number. There is no roster limit, and players may be added to the roster at any time. To facilitate scorekeeping and announcing the game, each player should have a number on his uniform.

9.  At the end of each game, each team must clean out all trash from its dugout. Any team that fails to clean its dugout will forfeit one win for each occurrence.

10.  Rain-outs will be played on the first available date (if time and weather permit) as determined by the League President or his representative.

11.  Courtesy runners are not permitted except that it will be mandatory that a substitute runner (one not in the defensive line-up) run for both the pitcher and the catcher as soon as they get on base. When there is no substitute, the player making the last out (excluding the pitcher and the catcher) will run for the pitcher and/or the catcher.

12.  Managers are encouraged to keep the game moving. The "60 second rule" between innings is adopted. The home plate umpire will keep this time.

13.  There will be no more than 1 manager and three coaches in each dugout.

14.  The manager is responsible for the conduct of his team. The throwing of helmets and bats and the use of profanity will not be tolerated and will constitute grounds for immediate ejection. The umpires' decisions in these matters will be supported unequivocally by League Officials.

15.  EACH TEAM IS RESPONSIBLE FOR PROVIDING ITS OWN ICE, WATER AND CUPS. There is a large "clean" water faucet behind the new concession stand on Colt Field for your use in filling your water cooler before games.

16.  Each team is requested to assist League Officials in retrieving and returning all foul balls to the umpire. Your assistance is greatly appreciated.

17.  No pitcher may pitch more than 7 innings in one calendar day or 10 innings in one calendar week. For purposes of this rule, the week begins 12:01 a.m. Monday morning. The penalty for violation of these rules is game forfeiture regardless of when the violation is discovered.

18.  A starting player who has been removed for a substitute may re-enter the game one time. Such player must return to his original spot in the batting order. NOTE: A PITCHER ONCE REMOVED FROM THE GAME MAY RE-ENTER THE GAME (IF HE WAS A STARTING PLAYER) BUT MAY NOT RETURN AS PITCHER.

19.  A pitcher must have 40 hours rest after pitching in 4 or more innings on the same calendar day.

20.  THERE WILL BE NO HITTING EXERCISES IN WHICH BASEBALLS OR TENNIS BALLS WILL BE HIT AGAINST THE FENCES. Hitting whiffle balls or birdies is permitted.

21.  SUMMARY OF HIGH SCHOOL RULES IN EFFECT - SEE ATTACHED.

22.  In case of injury, please contact a Kyle Chapman League Official for insurance information.

23.  EXTRA HITTER (“EH”). Each team has the option (but is not obligated) to use one (1) or two (2) EHs in each game (i.e., each team may bat as many as eleven (11) players). The EHs (i) must be clearly noted on the line-up card presented to the official scorekeeper, (ii) is considered a “starter” for purposes of the re-entry rule and (iii) constitutes a defensive position (although not on the field) for purposes of defensive position changes. Note the difference between the DH and the EH.


SUMMARY OF HIGH SCHOOL RULES

TO BE EMPHASIZED

The following are some (but not all) of the HIGH SCHOOL playing rules in effect:

1.  INTENTIONAL WALK:

The defensive team may wave the batter to first base.

2.  APPEAL PLAY:

This rule has changed. You now must make an appeal if a runner misses a base or leaves a base too soon on a tag play.

3.  STARTER RE-ENTRY:

Re-entry is permitted in our league. A starter is allowed to re-enter the game, but if the starter is a pitcher, such starter can re-enter the game but cannot go back to the mound.

4.  DESIGNATED HITTER:

Under high school rules, the designated hitter may hit for any player in the line-up.

5.  SLIDE RULE:

High school does not have a "must" slide rule per se. However, if a defensive player has the ball and is waiting to make the tag (or play), the offensive player must (i) evade the tag, (ii) concede the out or (iii) slide. No malicious contact is permitted.

6.  DEFENSIVE TIME-OUTS:

Under high school rules, the defensive team is given three defensive time-outs. On the fourth defensive time-out, a pitching change must be made. Each successive defensive time-out requires a pitching change.

7.  OFFENSIVE TIME-OUTS:

One per inning.

8.  BALKS: - To be explained in detail.
