71/14 Presentation by Tony Blackwell, Redrow re Newcross Site
Cllr Peart welcomed Mr Blackwell and his colleagues to our meeting to talk about the proposed Planning Application by Redrow for Phase 1 of building at Newcross.
Mr Blackwell thanked the town council for allowing them to attend this meeting to show the proposed planning application for Phase 1 of development at Newcross. He handed over to his colleague Mr Rorstad who gave a presentation on the application.
Mr Rorstad gave a potted history into the background of Redrow Homes, who started building houses in 1982. He explained that they build more traditional properties which are traditional on the outside but modern inside. They aim at the family market and build detached and semidetached properties.
Under Phase 1 they are looking to develop 170 units. There will be a boundary feature on the site to stop children from reaching the ponds. Mr Rorstad showed a plan of the development site.
The following questions were asked by councillors:
· Concern about attenuation ponds being near to family homes, asked if underground tanks could be considered. Councillors were told that there will be no public access to the ponds
· Concern about the natural springs on this site, which are there all the time. Developers asked what they would be doing about this
· Concern was expressed at the possibility of a road through to Badgers Close. Councillors were told that there will only be a pedestrian access through to Badgers Close as this is one of the conditions.
· A question was raised regarding how the River Teign Floods and where the water will go from this, the Leat and ponds. Councillors were told that the size of the pond would be increased and extra storage of water in pipes under the road and pond would be laid
· Is there a designated Cycle Route through the site? This would be desirable
· Exact number of affordable houses included within this 1st Phase. Councillors were informed that this would be 15%
· Suggestion made that the design should have a garage/utility room on the ground floor with the living accommodation on two further floors to avoid flooding of properties. The developers did not think this would be needed on this sight
Cllr Peart thanked Redrow for attending the meeting and showing the council their plans.

Following receipt of this planning application and the presentation given on Phase 1 of the Newcross planning application, Cllr Peart proposed that Simon Niles, DCC should be invited to attend the Full Council Meeting to talk about the proposals for a new school in light of these planning applications being received. Seconded by Cllr Meathrel and agreed.
After minute: The Clerk contacted Simon Niles, DCC to invite him to the July Full Council meeting but he is unavailable on that date, so he will be invited to the September Full Council meeting. Mr Niles has confirmed that he will attend the Full Council meeting to be held on 3 September, 2014.

74/14 Planning Decisions from Teignbridge District Council
The committee was passed a copy of planning decisions from TDC and a separate list for Tree applications. Comments noted.
75/14 Renewal of Bus Shelters at Longford Lane (opposite Longfield Avenue) and Exeter Road (opposite Ley Lane)
At the previous meeting councillors were asked to look at the condition of the bus shelters at Longford Lane, opposite Longfield Avenue and Exeter Road, opposite Ley Lane.
Cllr Peart said that he had taken a look at the shelters and they were in a bad condition with the panels of glass being unstable. Mr Turner has made the glass safe for the time being but Cllr Peart said that he thought these shelters should be replaced. Both shelters are 16 years old and in need of being replaced.
Discussion took place and Cllr Harris, Finance Chairman said that he had not been approached by any councillor to ask whether funds were available for new shelters. Cllr Peart said that he was aware of this, but considered these two shelters needed replacing and that a rolling programme should be put in place to renew other shelters on a yearly basis.
The committee considered the quotes that had been prepared for the Works, Services and Planning meeting on Wednesday 21 May, 2014 and which were as follows:
Queensbury Shelters
Durham – Flat Roof – 8mm toughened glass with perch seat £6580
Durham – flat Roof 6mm clear polycarbonate with perch seat £7413.40
Euro Shelters
Flat Roof – polycarbonate with seat £7995
B & C Shelter Solutions
Flat Roof – 6mm toughened glass or 4 mm polycarbonate £8650
Seating: Perch seating £62.50 per metre plus vat
These quotes all include the removal and disposal of the old shelters.
Discussion took place and Cllr Peart said that if the Durham Shelters were installed and the glass was the same size as the present shelters, this could be kept for future use, subject to approval by Queensbury Shelters.
Cllr Peart proposed that two new bus shelters be purchased for Longford Lane and Exeter Road from Queensbury Shelters with 8mm toughened glass and a perch seat at a total cost of £6580. Seconded by Cllr Lonsdale and agreed.

It was agreed that this item would be deferred to the next meeting and that KCPIG would be asked to provide a draft document.

Mr Keith Lees had attended the council meeting to inform the council that Travellers were on the land at Abbrook at Sibelco were in the process of obtaining a Court Order to move them on.
