Responsible to: Chief Executive
Job Title: Race Equality Mainstreaming - Lead Officer
Hours of Work: Full-Time (35 hours per week)
Salary: Starting £28,000 per annum & 4% employers pension contribution
Length of Contract: Fixed Term to 30th June 2017 (possibility of extension depending on funding)
Office Base: Glasgow (but travel expected throughout Scotland)
Main Objectives of the job
To provide the lead and expertise in delivering CEMVO race equality mainstreaming programme, through working with public, statutory, government, and third sector organisations in mainstreaming race equality, and facilitate engagement with ethnic minority groups / communities at local, regional and national levels.
Specific Duties and Responsibilities
1. To provide the lead and assist the Chief Executive in promoting CEMVO race equality mainstreaming support programme
2. To provide the lead in organising mainstreaming of race equality events throughout Scotland
3. To provide the lead and support the Chief Executive in providing formal and informal consultancy support to mainstream organisations and produce reports that record discussion areas and agreed outcomes for implementation of action
4. To lead and work with the Chief Executive in providing support to mainstream organisations in community engagement at local, regional and national levels, and organise events accordingly
5. To develop and deliver race / equality training to all sectors, through CEMVO and CEMVO enterprise CIC
6. To provide support to the Chief Executive, CEMVO staff, and various programmes / short life projects relating to race / equality – including for example, developing a race equality mark, networks, etc
7. To contribute to race related consultations, policy development and meetings
8. To ensure monitoring and evaluation processes are in place to record the meeting of project outcomes
9. To provide regular and end of year reports to the Chief Executive and to funders when requested
10. Subject to Chief Executive directions, to deliver business and income generation activities through CEMVO and CEMVO Enterprise CIC
11. To ensure annual and quarterly work plans are in place so as to meet outputs and outcomes of the mainstreaming support programme
12. To continually increase own awareness and knowledge of race equality issues, including current legislation, policies and practices
13. To undertake other appropriate duties and tasks that will enhance the work of CEMVO Scotland as requested by the Chief Executive, including drafting of funding applications

PERSON SPECIFICATION
ESSENTIAL
· Strong knowledge and understanding of “mainstreaming” and of the processes for implementation of race equality within organisational structures, particularly within statutory, public and third sectors
· Strong knowledge of race / equality, and understanding of current equalities legislation, of policy and practices, of equality schemes, Equality Impact Assessments, etc
· Extensive knowledge and experience of designing, delivering and evaluating race / equality training
· Good knowledge and understanding of community engagement standards and processes
· Experience of undertaking consultancy work, especially in the area of implementing race equality policies and practices
· Strong project management experience
· Good communication, inter-personal and networking skills
· Commitment to the development of the ethnic minority voluntary sector, as well as good understanding of the issues affecting the sector
· Experience of developing monitoring and evaluation processes to measure success towards project outcomes
· Good organisational skills, including organising events, planning own workload, and meeting targets and deadlines
· Excellent report writing and drafting of funding applications skills
