Job Description Temporary Appointment

Reporting and fundraising Specialist.

Level : TA P3.

Duration: 12 months.

Based in Nouakchott. Mauritania

Reports to:Deputy Representative

PURPOSE OF THE JOB

In addition to the regular Programme challenges, Mauritania is also facing two Humanitarian crisis further to the Sahel drought emergency and the Mali Refugee crisis.

The Reporting and FundRaising Specialist, will be accountable for developing, managing, co-ordinating, networking, implementing and monitoring a resource mobilisation strategy and on-going strategic planning for emergency programming and its linkages to the regular programming. Responsibility for producing reporting, communications and planning products with the objective of promoting awareness of and financial support for UNICEF Mauritania’s emergency and regular programming.

KEY ACCOUNTABILITIES, DUTIES AND TASKS

  1. Develop, maintain and update the country resource mobilisation strategy and associated work plan.
  2. Work with the management and programme teams to identify strategic planning needs to facilitate well considered and coordinated funding requests for emergency response and linkages with regular programmes. Ensure building resilience and early recovery aspects are considered and adequately addressed.
  3. Collaborate with Management, Programme, Communication and Monitoring & evaluation teams to ensure effective collaboration to build consensus on strategies, approaches and planning including the development of and products that are accurate, relevant and effective in supporting resource mobilisation.
  4. Ensure that the Country Office has an effective system in place for tracking the receipt, allocation and use of funds, particularly in relation to emergency funding. This will also include accurate reporting of funding requirements, receipts and gaps that are verifiable across financial and reporting systems.
  5. Work with Representative and Deputy Representative to strengthenDonor relationsincluding National Committees) through face-to-face meetings, field trips, correspondence, media, reporting, programme planning documents and project proposals.
  6. Participate in Country Office Networking efforts in maintaining, developing effective working relationships with the UN Country Team, UN Emergency Team, UN agencies, NGOs and Government.
  7. Act as focal point with regards toUNICEF’s global resource mobilisation priorities, campaigns and partnerships, by disseminating and coordinating these elements appropriately.

Support resource mobilisation activities through knowledge management, information exchange and ensure capacity building and support to the country programme teamon resource mobiliteam. Enable appropriate advocacy and communication training

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

QUALIFICATION and COMPETENCIES ( [ ] indicates the level of proficiency required for the job.)

  1. Education

Advanced university degree in Development Studies, International Relations or other relevant social science.

  1. Work Experience

Five years of progressively responsible and relevant professional work experience in international relations, donor coordination, development program management, monitoring and evaluation, reporting and communications.

International and national work experience.

Background/familiarity with Emergency situations.

  1. Language Proficiency [ II ]

Fluency in written and spoken English. Working knowledge of French highly desirable.
