Concern Worldwide is seeking a Health and Nutrition Technical Coordinator for ‘PROSHOMON’ project.“PROmotingSustainable Health and nutrition Opportunities for Marginalized urbanextreme poor PopulatiON(PROSHOMON)” project will focusto improve the health and nutrition status of the urbanextreme poor by increasing accessibility, coverage, comprehensiveness and sustainability of existing primary health and nutrition services. The project will contribute in the government commitments in reaching SDG target by increasing the coverage of Universal Health Coverage (UHC) in Bangladeshthrough a combination of technology and innovative approach ofalternative health financing scheme.
Health and Nutrition Technical Coordinator isa mid-level position and responsible for providing strategic and technical support to partners NGOs, municipalities and NGO run health facilities in implementation of health and nutrition component of the project. S/he will be coordinating with partner Sajida Foundation and Municipalities (Chandpur and Feni) to ensure quality support to project partners in health and nutrition activities. The successful candidate will also ensure quality technical support to project partners and other stakeholders to work for the sustainability of those initiatives. Provide strategic and technical guidance to Concern team and Partners to ensure effective planning and implementation of health and nutrition activities.
Key responsibilities:
- Develop detailed project plan with a year wise breakdown of the activities of Concern, partners and stakeholders for health and nutrition activities
- Ensure the project activities are aligned to national plans and technical standard
- Train and mentor staff to implement the plan
- Review monthly progress and assess technical support requirement for partner staff and Concern staff to provide support accordingly
Develop technical guideline for implementation of the project
Key responsibilities:
- Develop guidelines for improving access to health services for the extreme poor. Improving quality of services in health facilities, expansion of existing services and establishing public, private partnership in collaboration with partners and stakeholders
- Develop criteria for empanelment and prepare the list of health care service providers
- Apply 5S continuous quality improvement approach to improve the quality of services
- Ensure health services quality through period audit and other monitoring measures
- Train partner staff and Concern staff for implementation of the plan as per the guidelines
- Provide refresher training and mentoring to overcome any challenges the project may face during the implementation
- Review and revise the guidelines based on the experience gained during implementation, and the feedback from implementer and stakeholders
To ensure that the Health and Nutrition Component of the project activities are implemented ensuring high level of technical quality.
Key responsibilities:
- Ensure that the Project Implementation plan is developed and executed jointly with partners and delivered timely and effectively to ensure sustainability of the project interventions to completion and beyond
- Assist the action in rolling out the nutrition component across all the targeted clinics under the project
- Design and implement the nutrition component in the project working areas
- Ensure effective coordination and monitoring of planned activities towards achieving the project objectives
- Ensure timely production of quality reports to the Programme Manager regarding project activities and outcomes
- Ensure that needs analysis for training of partners is undertaken and facilitate capacity building support to clinic staff and partner staff as required
- Encourage adoption of best practices and a learning culture within the partners, to foster their capacity building
- As technical partner closely working with the implementing partners at field level, ensure exchanging and introducing ideas and innovations for better health and nutrition options and outcomes
- Ensure participation with the partners in local committees and with local stakeholders within project areas, encouraging them to maintain good external relations
Provide technical support to the partner and Municipalities in implementation of the project.
Key responsibilities:
- Ensure partners, city cooperation and other stakeholders capacity needs assessment are carried out annually and develop capacity building and technical assistance plan in collaboration with partners and stakeholders
- Implement the technical assistance plan with regular follow up through frequent field trip
- Identify areas where external expertise is required to train and support partner and Concern staff
- Respond to technical support requests from the government, NHSDP, implementing partners, the health and nutrition team in the field, including requests for information, proposal and other document review.
Ensure effective monitoring and evaluation (M&E) of the project and using monitoring and evaluation data for improving quality of implementation.
Key responsibilities:
- Develop M&E plan for improving access, quality and expansion of services as part of the overall M&E plan for the project
- Train and guide staff to implement the M&E plan
- Regularly review the M&E report and use the data for decision making to improve the quality of project implementation
- Work with Health and Nutrition and Private sector advisor and Program Manager to ensure the project is achieving objectives
- Guide and support to municipalities and NGOs to effectively monitor the result derived through the project support.
Document best practices and share lesson learned with national and international stakeholders
- Identify knowledge and publication gap in the urban health system strengthening and service delivery and prepare a documentation and publication plan with the project team
- Identify evidence required for advocacy
- Work with the project team and advocacy officer to document the project learning
- Publish and share the learning with national and international audience
Contribute to the process of implementing quality programmes by ensure that the CHS standard of accountability is conceptualised and effectively implemented throughout the organization, and at the country programme level.
Key responsibilities:
- Orientating partner NGOs and other stakeholders on the CHS standards, and in particular the CRM
- Ensuring the CRM is implemented within the project(s) and is being followed by the partner NGO(s).
- Learning from experience through monitoring and evaluation so as to continually improve the programme quality
Recruitment REQUIREMENTS
Education:
- MBBS degree. Master of Public health is preferred.
Experience, skill and knowledge:
- At least 7 years of experience in the area of community based health program planning, management, implementation, monitoring and capacity building with at least 5 years of working experience at senior technical and/or managerial role.
- Proven experience of leading and managing large primary health care project
- Proven experience of working with different level stakeholders including government, municipalities, NGOs and donors
- Technical knowledge and skill to provide guidance to field staff primary health care devilry
- Experience of working in urban health project/programme will be an added advantage
ACCOUNTABILITY
The Health and Nutrition Technical Coordinator is accountable to the Program Manager for performance. Timely implementation of quality project activities, developing technical guideline, effective advocacy, coordination, implementation through effective resource management, support to partners and contribution to other project areas within the project are the main areas of assessing performance.
EMERGENCY RESPONSE DEPLOYMENT
As part of Concern’s emergency response, you may be called upon a 24 - 48 hours’ notice to serve the organization anywhere in Bangladesh, In the event of this occurring, you will be briefed on your role and responsibilities by the Head of the RRRU and by the HR.
