Nature of Contract / Appointment for an average 37 hours per week until 31 March 2015 with the potential for the contract to be extended beyond April 2015 depending on funding.
The postholder will work approximately 60% of the time on european marine site issues and 40% of the time on the little tern project. Work on the little tern project will be weighted towards the little tern breeding and nesting season from May to August.
Start date as soon as is practical. Flexible annualised hours by arrangement.

PURPOSE OF THE JOB
The Teesmouth and Cleveland Coast European Marine Site Management Scheme consist of a partnership of organisations which have jurisdiction on or around the Tees Estuary – known as the Relevant Authorities. They are all members of the Teesmouth and Cleveland Coast Relevant Authorities Management Group who issued the Management Scheme in Spring 2009 and are now tasked with implementing it.
The Project Officer is a key facilitator and support in this programme and has key roles to perform to:
  • Develop a work plan including identification of funding, project development and management;
  • Co-ordinate the implementation and reporting on the progress of the Management Scheme for the Teesmouth and Cleveland Coast European Marine Site;
  • Provide support for the work and meetings of the Teesmouth and Cleveland Coast Relevant Authorities Management Group;
  • Develop networks, information and events to engage the communities of the Teesmouth and Cleveland Coast.
The Little Tern Volunteer Co-ordinator and Community Education Warden component of the post will involve :
  • Developing Friends of Groups
  • Recruiting and co-ordinating volunteers
  • Preparing education and promotion material
  • Design, plan and deliver learning programme

PRINCIPLE RESPONSIBILITIES
The key objectivesof the Teesmouth and Cleveland Coast European Marine Site Officer will be to
  • Continue developing the recreational activities disturbance project. This will involve:
-Publicising the newly written code of conduct to all coastal users;
-Maintain the website for the Teesmouth and Cleveland Coast;
-Edit the scheme’s newsletter (‘Changing Tides’) and regularly update the Twitter Feed.
  • To manage ongoing work to understand the impact of recreational disturbance on wintering and migratory birds. This will include:
-Co-ordinating and undertaking monitoring during 2014/2015;
-Co-ordinate or carry out an analysis of previous year’s disturbance data
  • Co-ordinate the implementation of the Teesmouth and Cleveland Coast Management Scheme and report on its contribution to the conservation of the European Marine Site.
  • Service and administer the Teesmouth and Cleveland Coast Relevant Authorities Meeting.
  • A key aspect of the work will be the identifying and seeking funding to further the objectives of the Management Scheme.
  • Foster contacts and the exchange of good practice with other coastal groups and the UK Coastal Partnerships Network.
  • Participate in the organisation of seminars, conferences and other activities to promote the Teesmouth and Cleveland Coast.
The key objectives of the Little Tern Volunteer Co-ordinator and Community Education Warden will be to
  • Develop a Friends of Group for the Crimdon and South Gare sites
  • Co-ordinate volunteers who would help with management and monitoring at both sites
  • Create multimedia promotional, interpretative and educational materials
  • Design, plan and deliver learning programmes and events for schools and community groups

WORKING RELATIONSHIPS
-The post holder will be a member of staff of INCA reporting to the Director.
-The position is a single appointment and the post holder will be self motivating.
-The overall work programme and direction will be set by the Teesmouth and Cleveland Coast Management Group and the South Gare and Crimdon Little Tern project steering group
-Regular work programmes for both components will be set by the INCA Director and for the European Marine Site by the Natural England lead contact, with input from the Relevant Authorities.
-Day to day contact with INCA’s Director, other team members and the little tern wardens.
-Liaison with the lead officer for each Relevant Authority.
-Good network of contacts with organisations involved with the Tees Estuary and neighbouring areas – industry, ports, local and other public authorities, education and research, leisure and amenity interests, and environmental and conservation NGOs.
KNOWLEDGE, SKILLS AND EXPERIENCE
Essential: / Desirable:
  • Educated to a degree level or similar.
  • Experience of fundraising and securing additional funding.
/
  • Relevant work experience with a suitable knowledge of natural environment processes and policies.

  • Experience of fieldwork and subsequent analysis and reporting.
/
  • A practical understanding ornithological fieldwork.
  • The ability to indentify key overwintering and migratory birds.

  • Wider ranging interest in the environment.
/
  • Knowledge of the management of estuaries and coastal management and of nature conservation law and practice.
  • Knowledge of the Teesmouth and Cleveland Coast.

  • Computer literate with a good level of experience in the use of software for word processing, spreadsheets and data management.

  • An understanding of the use of GIS for spatial data management and a statistical software package.

  • Good written English and imaginative presenter of information.
  • Good verbal communicator and confident presenter.

  • Self motivated and independent worker.

  • Ability to negotiate and influence a diverse range of stakeholders.

  • Experience of engaging stakeholders and partnership working.

  • Valid UK driving licence and suitable transport as there is a need to travel regularly around the estuary and further afield for which a mileage allowance will be paid.
