Child Helpline(ITU-T Recommendation E.164)

At its Geneva, 6-15 May 2008 meeting, ITU-T Study Group 2 approved Supplement 5 to ITUT Recommendation E.164. This Supplement reviews and examines the idea of harmonizing an approach to the selection of national numbers on a global basis. National administrations are invited to consider such global harmonization of numbers associated with helplines, specifically those helplines that are aimed at providing assistance for children. A child helpline is a service accessed via the public telephone service that is free of charge to the caller, provided specifically on behalf of children, that offers some form of intervention by way of counselling, and/or referral to other agencies or designated national institutions.

Specifically, the Supplement invites the following actions:

•All administrations are invited to consider the allocation of the number 116111 as a number giving access to helplines run by organizations for the welfare of children.

•Those administrations whose countries do not have child helplines are invited to recommend the use of the number 116111 for telephone access to any such child helplines that may be established in the future.

•Those administrations that have existing child helplines operating on a variety of numbers are invited to consider ways and means of introducing the number 116111 in parallel to the other numbers being used.

Maritime Communications Partner(MCP), global mobile cellular operator, recalls that it was granted the shared country code and identification code +88232 in September 2003.

Maritime Communications Partner(MCP)

•is focused on providing cost-effective GSM and CDMA communication solutions specially created to fulfill the requirements of the shipping industry;

•enables cell phone coverage by installing and operating the ship-borne radio networks, linking the vessels with public networks via satellite;

•operates its mobile services via roaming agreements with cellular operators throughout the world, and through offering their own subscriptions for crew members.

Although the assignment of shared country code and identification code +88232 was published in ITU Operational Bulletin No. 797 of 1.X.2003, some problems have been encountered when trying to access this number range from outside the MCP network.

Consequently, all administrations and Recognized Operating Agencies (ROAs) are requested to programme their switches to ensure that access is given to the following number ranges, with immediate effect.
