Scholarship Details / Candidates appointed under the President’s Research Award Scheme 2017 will qualify for a Scholarship providing a 20 month stipend for the student, full EU college fees* for 2 years, and a contribution towards materials costs to support the research project.

Project Description: Public Private Partnerships (PPPs) were formally introduced in Ireland in 1998 and this policy has gained traction to the extent that Ireland is considered to be a leading practitioner in transport, education, housing/urban regeneration and water/wastewater PPPs. The Irish government defines PPP as a public services and infrastructure procurement method that emphasises value for money and the delivery of quality public services. This method of infrastructure delivery is earmarked as the main method of delivery of the Irish government’s stimulus plan.
The success of PPP projects in Ireland has been mixed, with projects in the educational sector having been cancelled and others have been found by the Comptroller and Auditor General to be more expensive than if they had been delivered through the conventional publicly procured and financed route.[1] A thorough value for money audit of educational projects delivered through PPP cannot be done because of commercial sensitivity issues. Studies have developed lists of critical success factors (CSFs) for PPP projects which go towards ensuring successful implementation of this policy. These CSFs identify the key areas of activity in which favourable results are necessary for managers to achieve their goals.[2] CSFs can then be used to influence PPP policy development and inform the public and private sectors on managing projects.[3]
The aim of this research is to examine the CSFs for PPPs in Irish education which should be considered by the public sector to help inform and shape PPP policy in the education sector overall and which should be used by the private sector in managing current and future PPP.

Eligible applicants must have - a Level 8 Honours Degree in Business/Public Policy or a related discipline, with 2nd class honours grade 2 (2:2) or higher (i.e. GPA above 2.50); permission to study and reside in Ireland, andbe available to begin this project in Spring 2018.
