ANNOUNCEMENT ON THE APPLICATION, ADMISSION AND REGISTRATION OF INTERNATIONAL STUDENTS TO UNDERGRADUATE PROGRAMS FOR 2017-2018 ACADEMIC YEAR

Our University will be admitting international students for 2017-2018 Academic year according to the provisions of “Istanbul Medeniyet University’s Directive for the Application, Admission and Registration of International Students to Undergraduate Programs”. Student admission is conducted in two stages: administration of İstanbul Medeniyet University International Student Placement Exam (IMUYOS)and application and placementbased on the exam results.

  1. APPLICATION REQUIREMENTS

a) On the condition that the applicants are senior high school students or high school graduates, the following individuals are eligible to apply:

1) Foreign nationals;

2) Those who were Turkish citizens by birth but have applied to the Ministry of Interior to renounce their Turkish citizenship, and those who document their certification for executing the rights granted for children under 18 who are listed in the renouncement document pursuant to the Turkish Citizenship Law. (Turkish Citizenship Law no 5901, Article 7 states that “Anyone born, either in Turkey or abroad, of the marriage of a Turkish mother or father, is a Turkish citizen.” Candidates who wish to apply under the “international student admission” category are advised to read the Turkish Citizenship Law);

3) Those who hold citizenship of other countries by birth and have later acquired the citizenship of the Republic of Turkey / those who hold dual-citizenship;

4) a) Among those who received secondary education abroad before 01/02/2013 and who hold the citizenship of the Republic of Turkey, those who completed their last three years of secondary education (high school) in a foreign country other than the Turkish Republic of Northern Cyprus (TRNC) (including those who completed their entire secondary (high school) education in a Turkish institution run by the Ministry of Education of Turkey in a foreign country other than TRNC);

b) Those who started their secondary education abroad after 01/02/2013 and have completed their entire high school education in a foreign country other than TRNC (including those who have completed their entire secondary (high school) education in Turkish schools founded by the Ministry of Education of Turkey in a foreign country other than TRNC);

5) Those who hold the citizenship of TRNC, reside in TRNC, completed their secondary (high school) education in TRNC, and have GCE AL exam results; as well as those who registered and completed their secondary education in colleges and high schools in other countries between 2005 and 2010 and have or will have GCE AL exam results.

b) The following individuals are not eligible to apply:

1) Those who hold the citizenship of the Republic of Turkey and have completed their secondary education in Turkey or in TRNC;

2) Those who hold the citizenship of TRNC (except for those who have completed their entire secondary (high school) education in TRNC and have GCE AL results and those who registered and completed their secondary education in colleges and high schools in other countries between 2005 and 2010 and have or will have GCE AL exam results);

3) Those who hold a dual citizenship, the first of which is the citizenship of the Republic of Turkey by birth, as stated in Article (a) Paragraph 2 above (except for those who satisfy the criteria stated in Article (a) Paragraph 4);

4) Those who hold a dual citizenship, one of which is the citizenship of TRNC (except for those who have completed their entire secondary (high school) education in TRNC and have GCE AL results, and those who registered and completed their secondary education in colleges and high schools in other countries between 2005 and 2010 and have or will have GCE AL exam results);

5) Those who hold the citizenship of the Republic of Turkey or a dual citizenship, the first of which is the citizenship of the Republic of Turkey by birth, as stated in Article a) Paragraph 2 above, and who received their secondary education in institutions within an embassy or in other foreign institutions in Turkey.

I.GENERAL INFORMATION ABOUT IMUYOS

a) IMUYOS is an examination administered by the University for international student admissions every year prior to placement applications.

b) IMUYOS comprises two (2) sections: Basic Learning Skills Test and Turkish Test. The Basic Learning Skills Test is a multiple-choice exam of 80 questions assessing General Ability, Mathematics, and Geometry. The Turkish Test is a fifty-question multiple-choice exam which assesses the Turkish language proficiency of the applicants. When calculating the scores, one correct answer is cancelled for every four false answers.

c) IMUYOS Basic Learning Skills Test is assessed on a grading scale of 100 points.

d) The Turkish Test assessing Turkish language proficiency is graded on a scale of 100 points.

e) For international student admissions, senior-year students and graduates of secondary schools are entitled to take the IMUYOS exam.

f) To apply for placement,candidates are required to take the IMUYOS examand score a minimum of 50 out of 100 on the Basic Learning Skills Test.

g) Candidates are required to have a Turkish proficiency level of C1 and above to be successful on the Turkish Test. Those with Turkish proficiency levels of B1 and above can register provisionally; however, they need to retake the exam and achieve a C1 level score to graduate.

h) Below are score ranges for IMUYOS Turkish Language Proficiency Levels:

ı) Students who document their Turkish language proficiency with certificates received from Yunus Emre Institute or the Turkish language teaching centers at other universities will be exempt from IMUYOS Turkish Test. (According to European Language Portfolio, students with C1 and C2 level certificates possess language proficiency.)

i) The results of IMUYOS Basic Skills and Turkish Tests are valid for two years.

II.IMUYOSAPPLICATION

Exam applications will be made online through the Student Information System (OBS).

The applicants are toscan the following required documents and upload their digital images to the system.

a) A copy of the identity card or passport translated into Turkish by a sworn translator;

b) A copy of the diploma/student certificate translated into Turkish by a sworn translator;

c) A 4,5 cm x 6,0 cm headshot photo in which the applicant is easily recognized and which was taken in the last six (6) months.

It is the applicants’ responsibility to provide correct and complete information as required at the application address. Applications with any incomplete or incorrect information will be deemed invalid.

The list of the applicants whose exam applications are approved will be announced on our University website on 8June2017.

III.EXAM ADMINISTRATION

IMUYOS is going to be administeredat 14:00 on 15June 2017in the classrooms in Block C in the South Campus of Istanbul Medeniyet University.

The applicants are required to bring the following to the exam venue:

a) A copy of the application document downloaded from the online application system,

b)a 4,5 cm x 6,0 cm headshot photo in which the applicant is easily recognized and which was taken in the last six (6) months,and

c)their passports.

The applicants should also bring with them soft-tipped pencils, erasers, and pencil sharpeners for the exam.

Applicants are not allowed to bring to the exam venue any kind of sharp cutting tools, firearms, mobile phones, wireless communication devices, earphones, and calculators.Otherwise, the applicant’s exam shall be terminated and cancelled.

IV.EVALUATION OF IMUYOSRESULTS

The 80-question Basic Skills Test and the 50-question Turkish Test are graded on a scale of 100 points.For each of the tests, one correct answer is cancelled for every four false answers to calculate the raw scores.

Candidates are required to score a minimum of 50 points on the Basic Learning Skills Test to apply for placement. Student placement shall be based on the Basic Learning Skills Test scores.

Exam results will be announced on the University website on 22 June2017.Applicants may be issued a copy of their exam result by the Department of Student Affairs.

As for meeting the Turkish language proficiency requirements,the following candidates may start education in their respective programs:

a) Those who completed their secondary education in Turkish high schools run by the Ministry of Education of Turkey;

b) Those with C1 or C2 level certificates for Turkish proficiency test received from Yunus Emre Institute or the Turkish language teaching centers at other universities,

c) Those who received C1 and C2 scores on IMUYOS Turkish Language Test.

Those who received B1 and B2 scores on IMUYOS Turkish Language Test and those with B1 or B2 level certificates for Turkish proficiency test received from Yunus Emre Institute or the Turkish language teaching centers at other universities will also start their studies in their respective programs. However, they are expected to raise their Turkish language proficiency to C1 and C2 levels until they graduate; otherwise, they will not be entitled to graduate.

Those who received A1 and A2 scores on IMUYOS Turkish Language Test and those with A1 or A2 level certificates for Turkish proficiency test received from Yunus Emre Institute or the Turkish language teaching centers at other universities will be on leave for one year to attend the Turkish courses offered by Yunus Emre Institute or the Turkish language teaching centers at other universities. They will be entitled to start their studies once they present a minimum of B1 and B2 level Turkish proficiency certificates by the end of the year. Otherwise they will be exmatriculated. Students with B1 and B2 Turkish proficiency levels are required to improve their proficiency to C1 and C2 levels until graduation.

The score ranges corresponding to the above proficiency levels are given in the table in Section 1.

II.APPLICATIONS FOR INTERNATIONAL STUDENT ADMISSION AND PLACEMENT

Candidates will be making their applications and program selection between 12 - 16August2017. The start of the application period will be announced on the University website along with IMUYOSexam results.

III. PLACEMENT

Placement of candidates is based on IMUYOS Basic Skills Test scores. Each candidate is allowed to indicatea maximum number of 4 program preferences. Candidates are placed considering the order of their preferences as well as their scores. In cases involving two candidates with equal placement scores, preference shall be given to the one with higher diploma grade. In the placement of successful candidates, the number of nationals of the same country admitted to an academic unit may not exceed 30% of the international student quota for the overall programs under the same academic unit. However, this rule shall not apply to the placement of reserve candidates.

Turkish language proficiency of candidates is not taken into account during the placement process. However, language proficiency will be considered at the start of education.

Candidates fulfilling the application requirements will be placed as “successful” and “reserve” according to the available quota and their score ranking. Placement results for successful and reserve candidates shall be announced on the university web page on the date specified in the student admission schedule. Both successful and reserve candidates will be sent letters of acceptance by the Department of Student Affairs, by mail and/or e-mail.

IV. REGISTRATION

The successful candidates will be the first to enroll within the dates specified in the international student admission schedule. The quotas that are still unfilled at the end the registration of successful candidates will be announced on the university web page. During additional placement, reserve candidates are enrolled in unfilled quotas based on their score rankings. Calls for registration are sent to the e-mail addresses provided by the candidates during application.

Below are the required documents for registration:

a) Original high school diploma and its Turkish translation certified by a notary or the Turkish Embassy/Consulate in their respective countries;

b) An “equivalence certificate”showing that theirhigh school diploma is equivalent to Turkish high school diplomas, which may be obtained from the Provincial Directorates of National Education of the Turkish Ministry of Education or from the Turkish Embassy/Consulate in their respective countries;

c) Original transcript and its Turkish translation certified by a notary or the Turkish Embassy/Consulate in their respective countries;

d) Original exam result document and its Turkish translation certified by a notary or the Turkish Embassy/Consulate in their respective countries;

e) Original official identity card or the identity page of the passportbook and itsTurkish translation certified by a notary or the Turkish Embassy/Consulate in their respective countries;

f) Bank receipt of the tuition fee paid;

g) Letter of monetary assurance;

h) Student visaissued by Turkish Embassies/Consulates for candidates who are in their respective countries and Residence Permit issued by Provincial Directorates of Security in Turkey for candidates who are in Turkey;

i) The student visa requirement does not apply to the following candidates:

1) Foreign students who have completed their secondary education in Turkey and would like to receive undergraduate education directly without intervaland the children of foreign nationals with work and residence permits for Turkey;

2) Those who were Turkish citizens by birth but renounced their Turkish citizenshipby the Council of Minister’s decision and became a citizen of another country (including those with certification for executing the rights granted by Law no 5901);

3) Those who held citizenship of another country by birth and later acquired the citizenship of the Republic of Turkey / those who hold dual-citizenship;and Turkish nationalswho completed their entire secondary education in a foreign country other than TRNC;

j) Copies of internationally recognized Foreign Language Proficiency Certificates and Turkish Language Proficiency Certificates, if any, which should be certified by a notary or the Turkish Embassy/Consulate in the candidates’ respective countries;

k) A medical board report to be issued by hospitals authorized by the Ministry of Health of Turkey;

l) Four (4) 4,5 cm x 6,0 cm headshot photos in which the applicant is easily recognized and which was taken in the last six (6) months.

E.FOREIGN LANGUAGE PROFICIENCY

English preparatory class education is optional in the departments where medium of instruction is Turkish; but it is compulsory in the programs where medium of instruction is English.

Students admitted to the programs where medium of instruction is English shall be bound by “Istanbul Medeniyet University’sDirective on Preparatory English Education and Exams for Undergraduate Programs”.

F.HEALTH CARESERVICES

Health expenses of international students will be covered by a health insurance they are required to procure on their own.

G.TUITION FEES AND SUBSISTENCE GUARANTEE

The amount of tuition fees to be paid by international students admitted to the undergraduate programs for 2017-2018 academic year will be announced following the announcement of placement results.

Admitted international students are required to fill in and hand in the Letter of Monetary Assurance (Maddi Güvence Taahhütnamesi) given in the web page of the University’s Department of Student Affairs under the Forms section, certifying that they have the financial means to support their studies throughout their study period.
