Please use the USA Shooting Rulebook effective January 1, 2013 to complete this exam. If you do not have a USA Shooting Rule book, you can find one on our website at www.usashooting.org.

The purpose of this test is to provide the applicant with a basic knowledge of the main sections to be used in the rule book when conducting a USA Shooting sanctioned match and the ability to navigate the sections when applying rules during the match. The sections used to answer the questions in this test are the USA Shooting General Regulations, USA Shooting General Technical Rules and the USA Shooting Pistol Rules. Further information on the USA Shooting Competition Officials Training and Licensing see GR 2.6.2.

In the Rule box write the reference for the ONE RULE ONLY which you think best supports your answer.

In the T/F box, write T or F if you think the statement is True or False. Answer all questions in the context of being a range officer or judge at a USA Shooting pistol competition.

Statement / T/F / Rule
/ USA Shooting General and Special Technical Rules are established by USA Shooting to provide specific technical rules to govern the organization and conduct of shooting competitions in the ISSF events in the United States.
/ The purpose of USA Shooting competition regulations and rules is to provide a national system of fair, uniform, enforceable standards for the conduct of shooting competitions in the Olympic and ISSF events in the United States
/ USA Shooting recognizes five (5) types of competitions.
/ USA Shooting recognizes no other events than ISSF events.
/ USA Shooting sanctioned competitions may be shot on ranges with electric or manual target carriers or fixed multiple bull targets adjustable for height.
/ 45 degree reference lines should be placed on range walls or section dividers to the left or right of the firing points
/ At USA Shooting sanctioned competitions, all range officers and jury members must be familiar with the USA Shooting Rules and must ensure that these rules are enforced in a fair and equitable manner during the competition.
/ In USA Shooting sanctioned competitions other than National Championships and Selection Matches, the targets may be scored and repaired after each 10 shoot double series.
/ In a 50m Final, if an athlete has an ALLOWABLE MALFUNCTION during a single shot, a maximum of one (1) min. will be given to repair the malfunction or replace the gun.
/ Shots fired while the target is in motion must not be scored as hits unless the greatest horizontal dimension of the bullet hole (surface lead/bullet marking on the target is ignored) is less than 7.0 mm in the 25m rimfire 5.6 mm (.22” cal.) events, or 11.0 mm in the 25m Center Fire Pistol Event.
/ All forms necessary to report malfunction score computations are at the back of the Pistol Rules, Section 8.
/ In USAS sanctioned competitions, velocity testing may be conducted if the range is equipped with a chronograph that has been properly calibrated.
/ The soles of athletes’ shoes must bend at least 22.5 degrees when a force of 15 Newton-Meters is applied to the heel area while the shoe is clamped in the testing device.
/ In USAS competitions, pistol post-competition checks must include shoes, taping, trigger weighing, 25m Rapid Fire Pistol Men ammunition velocity checks and the weighing of bullets where applicable.
/ Random Trigger Weight control checks must be conducted immediately after the last series in all Qualification Rounds of 10m events and 25m stages.
/ In the READY position, the athlete's arm must point downward at an angle of not greater than 45 degrees from the vertical. The arm must remain in this position while waiting either for the appearance of the target or, when EST are used, for the green light(s) to come on.
/ At USA Shooting competitions, using paper targets, the Men’s Air Pistol Match must be conducted in one hour and fifteen (75) minutes.
/ Target and target standards are found in the General Technical Rules, Rule 6.3.
/ In USA Shooting sanctioned competitions, a pistol equipped with a magazine may be used but it may only be loaded with one cartridge at a time.
/ Adjustable grips are permitted providing that when they are adjusted for the athlete's hand they conform to the pistol configuration drawing (8.13).
/ The barrel length on a semiautomatic pistol is measured by the barrel only.
/ Any upward curvature of the heel and/or thumb rest and/or a downward curvature of the side opposite the thumb is permitted
/ The total height of the bench or table with a support stand or box on it may not exceed 1.00 m.
/ When scoring a 25m Rapid Fire Pistol repeat series, the score must be recorded as the total of the lowest value hit on each of the five targets in the two (2) series
/ The weight of the trigger pull must be measured, with the test weight suspended near the middle of the trigger and the barrel held vertically.
/ In 25m Rapid Fire Pistol, after an athlete is moved to another firing position, a separate sighting series and a one (1) minute pause will be given before the firing of the next series.
/ The athlete must inform the range officer if a malfunction is allowable or non-allowable before the range officer can decide how to proceed with the next shot or series.
/ If an athlete fires a Sighting shot on the sighting target of another athlete, he must not be allowed to repeat the shot, but will not be penalized.
/ In the 25m Standard Pistol event, each stage includes six (6) series of five (5) shots each, two (2) series in eight (8) seconds, two (2) series in six (6) seconds and two (2) series in four (4) seconds.
/ In a USA Shooting 25m Rapid Fire Pistol match there should be a minimum of 30 min., or longer if the program permits, between the scheduled start times for relays.
/ If an athlete suffers a malfunction and wishes to repair the pistol, he/she will be granted as much time as is necessary to repair or replace the malfunctioning pistol.
/ If an athlete claims that the time elapsed between the command and the green light coming on or the facing of the targets was too fast or too slow, but that claim was found to be un-justified, the athlete will be allowed to re-fire that series with a 2 point penalty.
/ In 25m Pistol and 25m Center Fire Pistol events, all athletes will fire the sighting series as well as all match series at the same time and on the same commands:
/ It is considered an allowable malfunction if the trigger mechanism has failed to operate.
/ Trigger weight test may be conducted by the athlete as long as a qualified Equipment Control official is supervising the procedure.
/ In a USA Shooting competition, only one (1) malfunction is permitted during the Qualification Round of a 25m Pistol event.
/ In any 25m event, if shooting is interrupted for safety or technical reasons (without being the fault of the athlete) for more than 10 minutes, the athletes must be allowed one (1) extra sighting series of five (5) shots.
/ When a ready position violation occurs, the athlete must be warned by a Jury Member and the series must be recorded and repeated.
/ Any shot(s) fired accidentally after the command “LOAD,” but before the start of a MATCH series, must not be counted in the competition and two (2) points must be deducted from the following series.
/ In the 10m Pistol event ported barrels and perforated barrel attachments are not permitted.
/ An athlete who fires a shot or shots before the command “LOAD” must be disqualified.
/ For 25m pistols only, the top of the grip that touches the hand may not extend rearward for more than 30mm from the deepest part of the grip.
/ In all 25m events and stages, a four point penalty will be imposed for each extra shot fired.
/ In a 25m Pistol even, if an athlete claims a shot has failed to register on the monitor, the athlete will then be directed to complete the series.
/ An athlete may try to correct a malfunction and continue the series, but after attempting any correction, he may not claim an allowable malfunction unless the firing pin has broken, or any other part of the pistol is damaged sufficiently to prevent the pistol from functioning.
/ In a 25m Rapid Fire Pistol match, a series is considered as having started after the command “ATTENTION,” and every shot fired after that must be counted as a match shot
/ The weight of the pistol is measured with all accessories, including balancing weights and loaded magazine.
/ In a 25m Center Fire Pistol competition where the match is fired on paper targets, each target may have 15 shots fired on it.
