Japan's Comments on SC2 N3068 WD 10646-2
Comment:
The working draft of the ISO/IEC 10646 part-2, SC2 WG2 N1717 refers to something called General Purpose Plane (GPP) reserved to contain only non-graphic-character names. GPP is new to us. Nevertheless there is no definition or explanation. The proposal should at least address the following items.
1. A definition of the non-graphic-character
2. An explanation of sample use of the non-graphic-character, and
3. A draft on a conformance clause of the ISO/IEC 10646-2 taking into account the non-graphic-character
Supporting considerations:
As mentioned above, term "non-graphic-character" is used undefined. The definition clause in the WD also points ISO/IEC 10646-1 as a base definition, but again there is no definition of the term in it either. Clause 4.18 of ISO/IEC 10646-1 defines a graphic character as " A character other than a control function," and clause 4.14 of the same standard defines a control function, which has never been referred to as non-graphic-characters. The term, thus, is very confusing and incompatible with the definition of control functions for ISO/IEC 10646-1 and -2. Note that SC2 has been developing standards for coded character sets which include only graphic characters and/or control functions. Something called non-graphic-character is totally new. Furthermore, the WD referred to above stipulates that the conformance clause of ISO/IEC 10646-1 will
also be applied to the ISO/IEC 10646-2. The clause, however, specifies nothing for the non-graphic-character.

General comments.

1. Overall content.
This draft does not give an adequate indication of the intended contents of Part 2 of ISO/IEC 10646.
- a. Clauses 6 - 9 give no lists of the blocks of characters which are planned for each of the three planes, although some information on this is already available in SC2/WG2 N 1502R (1997-01-23) and SC2/WG2 N 1721 (1998-03-16).
- b. The attachment N1760, a justification for Language Tag Characters, should be regarded an independent question for review, not part of the review of 10646 Part 2.
2. Title.
The order of the components in the title should follow the sequence of the Plane numbers, GSP, UISP, GPP.
3. Document structure.
Clauses 1 - 9 are shown in outline, but there is no indication of the Annexes that are planned for inclusion, similar to those in Part 1.
4. Clause 2.. Scope.....
- a. The sub-paragraphs describing the UISP and GSP should be swapped.
- b. In the final sub-paragraph the words "shall not be duplicated " should
be replaced by "are not repeated ".
The wording of the 2nd sentence is clumsy, and should read:
"In addition, any character is assigned to only one code position within the set of supplementary planes specified in this Part 2."
5. Editing.....
Clauses 9.2 - 9-4 have been misplaced to the left column of the page.
Clauses 9.1 and 9.4 have no titles.
