Introduction:
The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) is a USAID funded, four year project which aims to improve the ability of Pakistan’s commercial agriculture and livestock sectors to compete in international and national markets in the four target product lines; meat, high value and off season vegetables, mangoes and citrus. AMD will act as a catalyst for development and investment in target product lines by actively promoting cooperation and coordination amongst the value chain actors and ancillary service providers. AMD’s implementation strategy is underpinned by a strictly commercial and market driven approach with a clear focus on strengthening market access for its partner organizations, and support marketing and sales efforts, both nationally and internationally. The objective of the AMD project is to encourage investments in the four target product lines through matching grants and empower stakeholders by developing synergies among them to accomplish together what they cannot do alone. AMD will support upgrading, streamline supply chains, optimize profit margins, increase participation of women entrepreneurs, and ultimately help make Pakistani meat, high value and off season vegetables, mangoes and citrus more profitable and more competitive.
AMD will undertake a competitive bidding exercise, intending to issue a solicitation document to those companies which shall express their interest and provide initial relevant information demonstrating their ability to fulfill AMD’s requirements.
Background:
Exports of Pakistani mandarins are limited to destinations with significant Pakistani diaspora presence together with one particular niche market, Russia. At present, the exporting firms increasingly compete on prices, therefore eroding profit margins for the industry at large, subsequently forcing quality inconsistencies and damage to the industry credibility in the international market place. The current scenario is marred by a lack of investment in market diversification and an overall inability to enforce acceptable quality parameters for the product line. This has resulted in a progressively poorer product and decreasing marketability.
The total exports of Pakistani mandarins stood at over $164 million in 2014. Export statistics up till the year 2014 show overall growth in export value at 14% between 2010 and 2014. However, the growth in export volume is calculated at only 2% for the same period, therefore being indicative of market saturation for the exiting export destination. At present, two major export partners are Russia and Afghanistan, each holding a 30% share in Pakistan’s mandarin exports. The remaining market share consists of approximately 20% for the GCC states (UAE 13%) and 10% for the ASEAN region.
In order to address the challenges faced by Pakistan’s citrus value chains, efforts need to be directed at diversifying products and end markets. Penang International Halal Expo and Conference (PIHEC), held annually since 2010 in Malaysia, provides an ideal platform and converging point for exhibitors and trade clients across regions of Southeast Asia, West Asia and Europe to promote and market wide array of halal consumable and non-consumable products.
The next addition of PIHEC will be held between the 29th and 31st January 2016. Considering the vast untapped potential of the Far East fresh produce marketplace particularly during the Chinese New Year Pakistan’s citrus produce is positioned well to exploit sustainable business and sales opportunities presented in the region.
The main objective of AMDs participation in the exhibition is to introduce Pakistani Kinnow’s to a new market and to target the Chinese New Year which represents a lucrative market. Furthermore, a one-day international Halal conference is also held in conjunction with the exhibition, with participation from internationally renowned speakers discussing issues and solutions, latest research findings, emerging technologies and trends in tandem with the advancements in the halal industry. The 2015 addition of the trade show had over 62,000 visitors, 300 exhibition booths and participating 224 organizations.
The Program
AMD has been asked by PIHEC to exhibit Pakistani citrus at the event for which the program will acquire a 3x3 meter square booth. The booth will be used to display and promote Pakistani Kinnow in Malaysia and to target the Chinese New Year market. AMD will also use the booth as an information kiosk and to conduct b2b interactions at the venue. Through this EOI, AMD is seeking up to five (5) ISO/ HACCP certified and interested commercial exporters of Kinnow in Pakistan which would be willing to work with AMD on a cost sharing basis in participating in the event. AMD will pay the freight and display cost for the Kinnows in Malaysia while the cost of the Kinnows and their packaging will be borne by the selected partners. The selected partners will be asked to provide AMD 300 Kgs each of high quality packaged Kinnows which AMD will display at the booth and use for sampling and promotional purposes. AMD will use the branding of its selected partners. AMD staff members who will be attending this event will give out contact information of the selected partners and will work to link them with interested buyers at the fair.
Application/ Qualification Criteria:
1. Registered ISO/ HACCP certified exporter of Kinnows;
2. Agreeing to work on a cost share basis with AMD on the promotion of Pakistani Kinnows at PIHEC (selected partner will cover cost of 300kg of Kinnow and their packaging);
3. Ability to fulfill orders (if any are received);
4. Agreeing to provide AMD with information regarding any sales/ orders that result as a consequence of AMDs assistance and promotion activities at PIHEC; and
5. Added advantage if exporter has existing links with buyers in Malaysia and the ASEAN region in which the Chinese New Year is celebrated.
