Programme Manager

The INTERREG IIIB NWE Joint Technical Secretariat based in Lille (North of France) is looking for a new Programme Manager for an interim period effective from January 1st 2006 to June 30th 2007.

At the end of that period the position of Programme Manager for any new programme will be re-advertised and the successful candidate would be eligible to apply.

TASKS

In charge of:

- the general management of a team currently composed of 13 people, in charge of the daily implementation of the INTERREG IIIB NWE programme

- the line management of the Project Development & the Communication Unit, the Joint Services and the Finance Coordinator

- Assisting member states prepare the transnational cooperation programme concerning the North West Europe area during the next EU programming period of Regional Development policy (2007/2013)

- the smooth transition between the present programme (namely INTERREG IIIB NWE programme) and the future one

-the follow-up of the Spatial Vision set up by the NWE programme

- the follow-up of three multiprogramme task forces with strategic importance to the Programme 1) indicators; 2) Lisbon/Gothenburg; 3)Maritime Umbrella

Details
  • Staff selection, preparation of the recruitment done by the legal employer, for and with the Managing Authority (MA) and the MemberStates, management and development; annual performance assessment of the team members;
  • Staff conditions of service (including discipline, code of conduct): application of standards defined by the legal employer;
  • Organisation of the Secretariat and animation and training of the Programme Contact Point network;
  • Representation of the Secretariat in Monitoring / Steering Committee meetings and in external contacts / events;
  • As Programme Manager, supervision of all the tasks implemented by the JTS corresponding to the MA responsibilities, such as the preparation of the Annual Implementation Report, the organisation of the Programme Evaluations, the compliance with Community regulations;
  • The Secretariat will also have specific responsibilities including mainly the implementation and follow-up of all decisions made by the Monitoring and Steering Committees, facilitating and initiating the overall development of transnational projects, the assistance to applicants in the project development process, including guidance on technical and financial matters;

Further tasks and responsibilities may be stipulated by the Monitoring Committee.

Reporting to: legal employer, Managing Authority and Monitoring Committee

Qualifications

Basic requirements

  • Degree and knowledge or demonstrated experience in any field of relevance to territorial development
  • Degree or demonstrated experience in business administration / public management;
  • Knowledge of spatial planning systems and policies in the NWE member states;
  • Knowledge of EU institutions and policies, EU Regional policy in particular;
  • Demonstrated experience in the management of an international team;
  • Past experience in EU-funded projects or programmes, preferably on cross-border, transnational or interregional co-operation;
  • Past experience within, or in consultation with, international public or private (including non for profit) organisations;
  • Past experience within, or in consultation with, national, regional or local administrations responsible for spatial development policies (planning, environment, transport, etc.)
  • Good command of English and French; proficiency of another of the four NWE official languages would be appreciated
  • Computer literacy;
  • Excellent managerial skills;
  • Good communication and drafting skills;
  • Good sense for service provision
  • Creativity, intellectual leadership;
  • Willingness to travel.

Other information

The Joint Technical Secretariat based in Lille (F) is assisting the Managing Authority of the programme (namely the Conseil Régional Nord – Pas de Calais), as well as the Monitoring Committee and the Steering Committee in the implementation of their tasks and responsibilities.

Conditions:

Contract of 18 months

Monthly Gross salary : EUR 7.284 ; Net salary before income tax : EUR 5.655 and 7600 (+ bonus of 10% - precarity prime- for the temporary nature of contract)

This position must be filled preferably by 1st January 2006.
