announces a Call for Proposals for

conducting an analysis of the existing standards

of HIV/AIDS prevention and care and support services’ quality

Call for proposals is announced within the framework of the Programme “Overcoming HIV/AIDS epidemics in Ukraine” implemented by the International HIV/AIDS Alliance with a support of the Global Fund to fight AIDS, tuberculosis and malaria.

ICF “International HIV/AIDS Alliance in Ukraine” (hereinafter – “CFP organizer”) is an international charitable foundation, providing support to community and community action playing valuable and effective role in the response to the HIV/AIDS epidemic.

The International HIV/AIDS Alliance in Ukraine prioritises community support to reduce HIV infection in the population groups most vulnerable to HIV, develop community support for HIV-positive people and those close to them, reduce the stigmatisation of, and improve services for, people living with HIV and those groups most vulnerable to HIV, and identify, share and replicate best practice in most effective public response to the epidemic.

Justification of the CFP

In the framework of developing the project monitoring and evaluation system, a need arose to assess the quality of services being provided within HIV/AIDS prevention and care and support projects. Although several minor studies on service quality have already been carried out in the sphere in Ukraine, a deeper analysis indicates that there are no adopted standards for provision of non-medical services, according to which service providers could be trained and service quality could be assessed. Thus, as a first step in developing service quality standards it is necessary to analyze the existing approaches that are used in provision of services for vulnerable groups (PLHA, IDUs and CSW in the first place).

Subject and goal of CFP

Subject of CFP is a project proposal, which meets the requirements of this announcement and is aimed to conduct an analysis of the existing approaches of service provision and develop recommendations for development of service quality standards. CFP is designed to unify the existing standards of HIV/AIDS services quality and provide clear recommendations, on the basis of which in the future corresponding standards will be developed, service providers will be trained and service quality will be assessed. The procedure of service quality standards approval and implementation should be clearly described in the proposal.

CFP participation conditions

Organizations invited to participate should meet the following criteria:

·  Experience in conducting tasks similar to the one outlined in this call for proposals;

·  Experience in provision of HIV/AIDS prevention and/or care and support services in Ukraine is expected;

·  Organization is registered as a juridical person according to the current legislation;

·  Project proposals prepared in a collaboration of non-government and governmental organizations will be prioritized.

Project proposals requirements

Project submitted should meet the following criteria:

·  Conformity with the CFP conditions;

·  Project proposal should describe step by step the approach that the organization is going to pursue in the course of working on developing recommendations on HIV/AIDS service quality standards; including analysis of the relevant literature, collaboration with all relevant stakeholders, conducting relevant meetings / round tables, development of the relevant documents;

·  Submitting of descriptive and financial report to ICF “International HIV/AIDS Alliance in Ukraine” until September 30, 2005.

Only those projects that fully meet CFP requirements will be accepted. The group of experts at their own discretion determines the consistency of the project proposal submitted with CFP requirements. The participants agree that CFP organizer does not return the materials at any stage of their processing, unless a special request from the participant executed in writing is duly sent to the CFP organizer.

Selection of CFP winner, remuneration

CFP winner will be recommended by the Proposal Review Committee after the assessment of project proposals. Proposal Review Committee will select 1 (one) most effective, relevant and realistic project in accordance with the subject and goal of CFP and criteria stated above. The Committee makes assessment of project proposal at its own discretion, on the basis of its understanding of the goals and tasks of the CFP.

Proposal Review Committee may determine the successful project proposal under condition that the Committee introduces its recommendations to the proposal. The final decision concerning the winner is taken by CFP organizer.

The remuneration of the successful candidate will be provision of funding for the project of the winner in accordance with the budget, submitted with the proposal, taking into consideration the recommendations of the Proposal Review Committee (in the amount up to 10,000 US Dollars).

The liability of the CFP organizer does not exceed the remuneration amount, stipulated by CFP conditions.

For participation in CFP you should submit project proposal and budget drawn up in accordance with the relevant forms, provided with this announcement.

CFP organizer is not liable for the performance of Ukrainian mail, for any mail faults in view of which the materials (application form and any other documents, required for participation in CFP) were not delivered / delivered with a delay, were lost or damaged; for the performance of communication operators; in force majeur circumstances. CFP organizer is not liable for the failure to contact CFP participant, in the event when any of participant’s information communicated is not correct. The participants are solely liable for the accuracy of the information provided by them.

In the event of controversial interpretation of CFP conditions and/or issues, not stipulated by CFP conditions, the final decision is to be taken by CFP organizer. The decision of CFP organizer is final and is not subject to any appeal.

Project proposal submission deadline is 13 July 2005 (by postage mark or by the e-mail).

Please, note:

·  Project proposals submitted to the ICF “International HIV/AIDS Alliance in Ukraine” after the deadline stated above will not be considered

·  Grants will not be provided to the political parties and physical persons

·  SFP materials are not subject to any reviews

·  Successful organizations will be notified within 2 days from the project proposals submission deadline

·  The reasons of rejection or accepting of the project will not be communicated or explained.

·  CFP results will be published on the web-site of International HIV/AIDS Alliance in Ukraine
