Introduction

Iowa Vocational Rehabilitation Services (IVRS) is seeking Community Rehabilitation Program (CRP) service providers to provide Menu of Services for eligible IVRS clients.

IVRS anticipates awarding contracts to all qualified CRPservice providers. IVRS also anticipates that each contract will be for one year with two, one-year renewals.

Services sought

IVRS seeks CRP service providers to provide Menu of Services for eligible clients. 281 Iowa Administrative Code rule 56.3defines what constitutes “menu of services.”

This informal solicitation incorporates (1) 281 Iowa Administrative Code rule 56.3, and (2) the Menu of Services Implementation Manual, both of which are available on IVRS’ website. In addition, this informal solicitation incorporates the Menu of Services contract found on IVRS’ website.

CRP service providers may provide one or more of the services described in Exhibit A.

IVRS does not guarantee a minimum level of purchases or services under this informal solicitation.

Administrative matters

From the date of issuance of this informal competitive solicitation until announcement of successful services providers, CRP service providers may not contact any employee of the State of Iowa about the this solicitation other than the Issuing Officer. CRP service providers may submit written questions and requests for clarifications about this informal solicitation to the Issuing Officer. The Issuing Officer must receive the written questions or requests for clarifications no later than 3:00 p.m. (local time), August 13, 2010. IVRS will post written responses to questions or requests for clarifications received from CRP service providers on or before 3:00 p.m. (local time), Augus20, 2010, by posting the responses to its website.

CRP service providers interested in providing Menu of Services must submit proposals no later than 3:00 p.m. (local time), September 3, 2010. IVRS will reject any proposal received after this deadline.

Each proposal must include:

1.a completed Exhibit A in which the CRP service provider identifies the services it is willing to provide and the price it will provide the services for each of the three years of the contract;

2.a statement that the CRP service provider is qualified—including possessing any required certifications or licenses—and capable of providing the services identified in Exhibit A;

3.a statement that the CRP service provider has read and understands the informal solicitation and all documents incorporated into it; and

4.a statement that the CRP service provider has reviewed the Menu of Services contract found on IVRS’ website and does not have any substantive exceptions to it.

By submitting a proposal, the CRP service provider agrees that it will not bring any claim or cause of action against IVRS based on any misunderstanding concerning the information provided in this informal solicitation or concerning IVRS' failure—negligent or otherwise—to provide the CRP service provider with pertinent information.

IVRS will review each proposal that is timely submitted to determine whether the proposal complies with this informal solicitation. IVRS will post on its website a Notice of Intend to Award contracts to the successful CRP service providers. Negotiation and execution of the contracts must be completed no later than 60 days from the date of the Notice of Intend to Award or any other time designated by IVRS.

No CRP service provider will acquire any legal or equitable rights unless and until IVRS and the CRP service provider sign a Menu of Services contract.

IVRS reserves the right to cancel this informal solicitation, in whole or in part, for any reason.

The laws of the State of Iowa will govern this informal solicitation.
