Module 1 – Buyer Basics (John M. Finney, C.P.M) - This seminar will include hands-on exercises, handouts and will cover, but not limited to the following:

•What are the basic differences/similarities between Public and Private Procurement?

•What are the key legal requirements?

The answers to this and more will be provided during this one-day training workshop with an overview of Public Procurement for the Buyer/Purchasing/Contracting Officer.

Presenter Bios

Dawn Bjork, MCT (The Software Pro®)

With over 25 years' experience as a Software Navigator, Dawn Bjork is The Software Pro®. Dawn shares smart and easy ways to save you time and increase your productivity through her work as a nationally recognized technology speaker, software trainer, and computer consultant.

The author of 9 books, Dawn is a Microsoft Certified Trainer and has also earned more than 30 other professional certifications including Microsoft Office Specialist Master (MOSM), Microsoft Excel Expert, Microsoft Outlook Specialist, and Microsoft PowerPoint Specialist. Dawn is also the Past President of the Colorado chapter of the National Speakers Association.

Dr. Frank Benest

Until August 2008, Dr. Frank Benest served as the City Manager of Palo Alto, California. Frank is a noted consultant and trainer on entrepreneurial government, civic engagement, leadership development and succession planning.

Prior to his appointment in Palo Alto, Frank served as City Manager in Brea and Colton, California. He has a doctorate in management from Brigham Young University; a Masters in Public Administration from California State University, Long Beach; and a Bachelor of Arts degree from Yale University. Frank serves as the Senior Advisor to the International City/County Management Association (ICMA) on Next Generation Initiatives. Frank also chairs the ICMA Coaching Program.

Frank is Past President of the California City Managers Department and past Vice President of the International City/County Management Association. Frank teaches at Stanford University and has been inducted into the National Academy of Public Administration. In 2011, Frank was recognized by ICMA with its Distinguished Career Service Award.

John Finney, C.P.M.

John has over 15 years of service with Sacramento County as Contract Services Manager. Prior to coming to Sacramento County, John was a Senior Buyer for more than 10 years at UC Davis for medical research equipment, agricultural supplies, computers. He was also a Planner/Buyer for 7 years with Intel Corp. Served in the US Air Force, 1977 – 1981, and holds a BA and MA from California State University, Sacramento. John also has his lifetime C.P.M. certification.
