TARBAT COMMUNITY COUNCIL

MINUTES OF MEETING HELD ON 4 FEBRUARY 2015

In the Carnegie Hall, Portmahomack at 7.30pm

Present: BillieWood (Chair), Hamish Mackenzie (Vice Chair), Janet Wilson (Treasurer), Neil Ross, Jock Munro, Helen Fleming, Muriel Vass (secretary).

In attendance: Alistair Maclean, Steve Carroll, George Terry, 2 police representatives, Councillor Alasdair Rhind

Apologies: None

1. Local Police Report: It was reported that two incidents had taken place in Portmahomack, one still being under investigation. They also reported that they had received complaints regarding dog mess and the public are reminded to pick up after their dogs.

2. Minutes of the meeting held on 3 December 2014: approved by Neil Ross, seconded by Hamish Mackenzie.

3. Matters arising from last meeting:

1.  Road Repairs: to contact John Mackay: Action Councillor Rhind

2.  Road signs advising 30 mph at entrance to village corroding: Action Councillor Rhind.

3.  Activities for young people.

1.  Skate Park. Muriel Vass to chase up meeting with Councillor Robertson.

2.  Play park. Site visit arranged with Playdale with view to obtaining estimate for supply and installation.

3.  Play park Steps: Councillor Rhind advised that it was still on TEC Services’ list. Action Councillor Rhind

4.  Beach Steps: TEC Services have been advised. Action Councillor Rhind

5.  Fountain: Painting work will commenced when the weather improves.

6. Inner Moray Firth Development Plan. Hamish Mackenzie is going to take up the matter again regarding the exclusion of Portmahomack. Action Hamish Mackenzie

7.  Give way sign Tarbatness Road. Still not replaced. Action Councillor Rhind

8.  Hand Rail Steps at Chapel Hill. Still not replaced. Action Councillor Rhind.

9.  Harbour. Alistair Maclean complained that a digger had been left on the harbour since the repair work at the beginning of the year. Action Councillor Rhind.

4.  Councillors Report:

1. Councillor Rhind reported that the coastal protection work at Balnabruch would commence as soon as there was better weather.

2. Gritting. Councillor Rhind advised that the suggestion to stop gritting the road from Portmahomack to Tain and Portmahomack to Fearn were only suggestions for discussion at this stage and he felt it unlikely that it would take place and even more unlikely on the school bus route.

5. Financial Report: the treasurer reported that the Christmas Distribution of £49 had been paid to the primary school and that the payment had been made towards the repaid of the slippy at Rockfield.

5.  Correspondence:

1.  Nigg and Shandwick Community Council. It was agreed to support their request to support their objections to the planned wind Turbine on Castle Hill: Action Hamish Mackenzie

2.  Golf Club: A request was received from Harry Corbet for the Golf Club to be able to display notices in the Community Council notice board. This was agreed. Action Billie Wood

3.  Community Funding. Sainsbury invited applications for funding for community activities.

6.  AOCB

It was requested that the Community website be updated. Action Billie Wood

The next meeting of Tarbat Community Council will be Wednesday 1 April at 7.30pm at the Carnegie Hall.
