264.1CHAIRMAN’S REMARKS: Councillor Staples welcomed all to the meeting.

264.5MINUTES OF THE MEETING HELD ON 18 SEPTEMBER 2017: It was resolved the minutes be approved and signed, proposed by Councillor Ordway, seconded by Councillor P Skinner and agreed.

264.6REPORT ON OUTSTANDING MATTERS FROM PREVIOUS MEETINGS:

Anglian Water: AW will attend the November meeting. Questions to be forwarded include transporting in untreated sewage and 24 hour working.

Priory Road, Archer Survey: Archer survey commenced for a 7 day period on 3 August; a total of 15,512 vehicles travelled through the survey area with a fairly even flow in each direction. Analysis of the data showed some evidence of speeding, however, those vehicles were not travelling at a speed high enough for the police to take action. Highways engineers have assessed the area and no engineering casualty reduction measures were identified, further, the criteria for either fixed or mobile speed camera enforcement was not met.

264.7VIEWPOINTS ON STATEMENTS FROM MEMBERS OF THE PUBLIC DURING THE FORUM:

Concerns raised in relation to a hedge being cut at Cut End Road pig farm that had not been arranged by the owner; Clerk to make enquiries.

265.8HIGHWAYS: Councillor P Skinner reported the road where there is a fire hydrant at the chapel on Gaysfield Road is collapsing, Clerk to report.

265.9LITTER PICKING GROUP: Councillor Staples reported there will be a need to litter pick some areas, particularly Rochford Tower Lane and around the Millennium oak tree.

265.10CLERKS REPORT AND CORRESPONDENCE RECEIVED:

Boston Marathon: Request received from Richard Austin to attend a Parish Council meeting to show a 3 minute video. It was agreed to decline as 5 members already volunteer to help with the marathon.

Dog Waste Bins: Request received from Fishtoft Playing Field Committee asking if the Parish Council would fund a dog waste bin at the playing field, they are currently experiencing issues with dog waste being left on top of the rubbish bins. Declined.

Hedge, Wing Drive: Query raised by a resident of Wing Drive in relation to overgrown hedge; it is understood this will be trimmed shortly by the contractor.

Boston Borough Council Liaison Meeting: Proposed meeting week commencing 21 May 2018, the Parish Council meeting would be arranged for the Monday of that week but Tuesday or Wednesday would be acceptable. Clerk to contact BBC.

Boston Borough Council – Grass Cutting and Grounds Maintenance: Letter received from Councillor M Cooper. Boston Borough Council would like the opportunity to quote for the 2018 season. Agreed to request quotation to include hedges, amenity areas, grass verges; grass to be cut 16 times throughout the season.

Council Tax Support Scheme Consultation: Boston Borough Council is not proposing to make any changes to the Council Tax Support Scheme for 2018/19 and wish to continue with the 2017/18 scheme for a further year.

Consultation is now available online at www.boston.gov.uk/counciltaxsupportsurvey – link to be forwarded to Members.

265.11COUNCILLORS ISSUES:

Interactive Speed Signs: Councillor P Skinner reported new signs, blue tooth enabled, are available; they can be moved to various locations. Cost approximately £2,500. Agreed to place as an agenda item in the future when more Members are available.

Councillor Harrison arrived at 7.48pm

Fly Tipping: Councillor P Skinner reported fly tipping is still prevalent in the area; a whole load of garden waste was dumped at Pinfold Lane. A resident at Pinfold Lane has CCTV, Clerk to contact.

Parking Camera: Councillor Ordway reported a new parking camera for specific use at schools in now in use in Lincolnshire. It was agreed to ask for the use of it if any serious issues occur in the future.

Parking at Gaysfield Road School: Councillor Snell was concerned at the number of vehicles parked on the road outside the school. Situation to be monitored.

266.12BOSTON BOROUGH AND LINCOLNSHIRE COUNTY COUNCILLORS REPORTS:

The Furrows: Councillor Noble reported he had investigated the concerns at wheelie bins being collected from the front of the new properties; this was a temporary measure while work was being completed on the access road at the rear of properties. Concerns at the cutting of the grass, who will be responsible, and the lack of tree planting will be raised with Waterloo Housing by Councillor Noble.

8 Rawsons Lane: Councillor Noble reported the property has been demolished when planning permission was given for alterations and extensions, issue has been raised with Planning.

Councillor Ordway left at 8.10pm.

266.13FINANCE REPORT:

a) a budget update was presented and accepted

b) to approve payment of accounts:-

Clerks salary - £326.66

Clerks expenses - £33.56

Grounds maintenance contract - £707.20 (£117.87 VAT)

Strimming/grass cutting LCC grass areas July and August - £1,272.00 (£212.00 VAT)

Audit fee - £220.00 (£40.00 VAT)

It was pointed out the audit fee has increased as charges are based on income and expenditure.

It was resolved the accounts be paid, proposed by Councillor P Skinner, seconded by Councillor Harrison and agreed.

266.14GRASS CUTTING: Councillor P Skinner to provide a map, a list will then be formulated and tenders sought.

266.15DATE OF NEXT MEETING: The next meeting will be held on Monday 20 November 2017 at the Playing Field Pavilion commencing at 7.00pm with a 10 minute public forum, if required.

There will be a surgery between 6.30 and 7.00pm, Councillors Ordway and Staples to be in attendance.

The first meeting of the Personnel Committee will take place at 6.30pm, time allowing, Councillors Staples, Ordway and J Skinner to be in attendance.

If members of the public attend the surgery this meeting will be re-arranged.

There being no further business to discuss the Chairman thanked those in attendance and closed the meeting at 8.25pm.
