Meet Format:There will be one timed final session. Competition shall be held for 6&U, 8&U, 10&U, 12&U, 14&U, and 21&U contestants.

Location:The Richard E. Workman Sports and Wellness Complex, 1301 N. Maple Street, Effingham, IL 62401, (217)342-3481. From N57/70 exit N. Keller Rd. head straight onto W. Evergreen Avenue, turn left onto N. Maple Street, complex is at the end of the road. From S57/70 exit Rt. 45, proceed left at stop, turn right onto W. Evergreen Avenue, turn right onto N. Maple Street, complex is at the end of the road.

Facility:8-lane, 25-yard competition pool with non-turbulent lane lines, Daktronics Timing System with touch pads at starting end only. Start blocks at west end of swimming pool, depth of pool is 4’ to 7’ at starting end. Spectator seating is located above the competition pool and a relaxation area in the gym. 2-lanes will be available in the recreation pool for pre-race warm-up and post-race swim down only.

Parking:There is parking around the complex and overflow parking near the tennis courts and along the street.

Seating/Viewing: Swimmers and spectators will enter the building and proceed to the gymnasium. Each team will have a designated area assigned to them. We will use the gym as the staging area for the swimmers and families to camp out for the day.There is a sound system which will be used to call the heats to the bull pen.The bull pen will be in the walkway area next to the gym.We will have bull pen attendee’s leading kids from bull pen area through the recreation pool and into the competition pool. The viewing area is just above the competition pool. We ask that all families use the stairs next to the front desk to get to the viewing area. When leaving the viewing area, exit right and down the steps on the end of the building and back to the gym. This will create a circular flow of traffic and prevent bottlenecks. When your child has finished swimming, please exit as soon as possible so other families can watch their swimmers. Parents/families are not allowed on the pool deck or in the recreation pool area unless they are volunteering.

Eligibility:Swimmers age as of December 1st, 2016, will determine age group for the meet. Swimmers having achieved 2016-2017 Illini Jr. District Guideline Times are NOT eligible to compete in the events for which they achieved times.

Rules & Safety:This meet will be conducted in accordance with USA Swimming technical rules, National YMCA rules governing swimming competition, Illinois YMCA State Competitive Swimming Rules and Illini YMCA District Rules.

Parents and swimmers shall behave with honesty, respect and good sportsmanship. Music playing devices should be accompanied by headphones. No flash photography in the pool area during the start of each race; no cell phone use in the locker rooms.

Entry Limits:Swimmers are permitted to swim 4 individual events for the meet. There will not be relays for this meet.

Entry Procedures: All entries are to be submitted electronically to by 02/15/2017. Team entry list and invoice will be emailed to the entry contact person for review by 02/17/2017. Any corrections need to be submitted by 02/22/2017. No changes will be permitted after 02/24/2017.

Entry Fees:$3.00 per individual event, $3.00 surcharge per athlete (in lieu of admission and heat sheet cost). If space allows and at the discretion of the meet director, deck entries will be accepted at a charge of $6.00 per individual event.

Deck Entries:Any events entered after the February 22 drop deadline will be charged a deck entry fee. Deck entries will only be permitted if they do not create additional heats.

Heat Sheets:Heat sheets will be posted online.

Admission:No admission will be charged, a $3 surcharge per athlete will be applied.

Awards:Medals will be awarded for the top 12 places in each event. We will have anawards ceremony for 1st – 6th place in each event following the scoring of the event. Medals for 7th-12th place and any unclaimed for 1st – 6th place must be picked up by the team coach at the completion of the meet. Awards will not be mailed.

Heat Prizes:Heat prize awards will be given to the winner of each heat.

Concessions:Full concessions will be available during the meet.

Results:Event results will be posted outside the locker rooms. Complete results will be available at the conclusion of the meet as well as on the event page of the Heartland Hurricanes website.

T-shirts:Jr District t-shirts will be available for pre-order. Shirts will be available in limited quantity on the day of the event. See separate order form for details.

Timers/Officials: Each team is expected to provide timers. Timing/lane assignments will be posted to the host team website event page. Each team is encouraged to provide certified stroke judges.

Warm-Up Times:Lane Assignments will be posted on deck.

General Warm-up A. NO DIVING allowed from the blocks or edge of pool. Swimmers must enter the pool feet first, while maintaining contact with the deck with the body and a hand from the start end of the pool. B. No sprinting or pace work allowed during this general warm-up session. C. Entry into pool from starting end of pool only, unless noted otherwise by the meet director and meet referee.

Safety Guidelines:A. Coach Responsibilities

a. Coaches shall instruct their swimmers regarding safety guidelines and warm-up procedures as they apply to conduct at meets and all practices.

b. Coaches shall actively supervise their swimmers throughout the warmup session at meets and all practices

B. Host Team Responsibilities

a. Marshaling

i. A minimum of two marshals, who report to and receive instructions from the Meet Referee, shall be on the deck during the warm-up session.

ii. Marshals shall have the authority to remove from the deck for the remainder of the warm-up session, any swimmer or coach who is in violation of safety or warm-up procedures.

iii. The host team shall provide signs for each lane at both ends of the pool, which indicate the designated use during warm-up.

iv. Warm-up times and lane assignments shall be published on the host website and posted at several locations around the pool area.

v. An announcer shall be on duty for the entire warm-up session to announce lane and/or time changes and to assist with the conduct of the warm-up.

vi. Hazards in locker rooms, on the deck area or in areas used by coaches, swimmers, spectators or officials shall be removed or clearly marked.

C. Miscellaneous:

a. Backstrokers shall ensure that they are not starting at the same time as a swimmer on the blocks.

b. Swimmers shall not jump or dive into the pool to stop another swimmer on a recalled start.

c. Swimmers are required to exit the pool upon completion of their warm-up to allow other swimmers adequate warm-up time. The pool is not for visiting or playing during the warm-up session.

d. Warm-up procedures shall be enforced for any breaks scheduled during the competition.

e. The Meet Referee may restrict use of bands, hand paddles or fins during warm-up.

f. The Referee shall have control over mitigation actions necessary to relieve situations deemed dangerous or impairing the safety of other swimmers.

***Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, restrooms or locker rooms. ***No flash photography or behind the blocks photography allowed. ***Except where venue facilities require otherwise, changing into or out of swimsuits other than in the locker rooms or other designated areas is prohibited.
