ILLEGAL GUN RUNNING RACKET BUSTED : 16 SOPHISTICATED SEMI AUTOMATIC PISTOLS OF 7.65 MM RECOVERED

In its action against the illegal gun runners in the capital, Special Cell had arrested 33 gun runners and recovered 196 arms last year. In its continuous tirade against the gun-runners, a team of Special Cell led by Inspector Manoj Dixit and Inspector Shiv Kumar under the supervision of Sh. Satyavir Singh, ACPhas busted an Inter-State gang indulging in illegal firearm trade. The gang procured sophisticated semi automatic pistols from Balwadi, Distt. Dhar (M.P.) and sold them to criminal elements in Delhi and NCR. The arrested accused areDinesh Dabur @ Habu Singh (aged 25 years ) and Sunil (aged about 27 years) both r/o Khargone, MP. A cache of 16 semi automatic sophisticated pistols have been recovered from their possession. The consignment of weapons were to be supplied to the criminals in Delhi and NCR.

Operation: An in-house study into the growing use of sophisticated firearms over last few years revealed that in most of the cases, illegal weapons used were manufactured and supplied from DistrictDhar , Khargone of Madhya Pradesh, Munger of Bihar and later smuggled into Delhi and NCR. Accordingly, a team of Special Cell led by Inspector Manoj Dixit and Inspector Shiv Kumar worked diligently and relentlessly by deploying informers in and around Delhi, UP WestMadhya Pradesh andBihar. On 12.01.14, a specific input was received about delivery of a large consignment of illegal firearms nearISBT, Sarai Kale Khan, New Delhi. A trap was laid at the vantage points near ISBT, Sarai Kale Khan. One suspicious person holding a bag was spottedon the opposite side of ISBT near Petrol Pump waiting for someone. He was apprehended. He was identified as Dinesh Dabur @ Habu Singh. A thorough search resulted in recovery of 10 pistols. Accordingly, a case under appropriate sections of law has been registered at PS Special Cell, Lodhi Colony, New Delhi. On interrogation he revealed that his associate Sunil with a consignment of 06 pistols was in Agraand the consignment was meant for NCR. Team rushed to Agra, a joint team of Special Cell and New Agra police station laid a trap near Bhagwan Talkies and apprehended Sunil. A thorough search followed which resulted in recovery of total 06 pistols.

During investigation, involvement of a M.P. based illegal arms manufacturer and supplier has been revealed. He manufactures and supplies the illegal firearms to his contacts in Delhi and NCR through Sunil and Dinesh. Duo supply weapons to every part of the country. It is also revealed that both of them supply one such consignment every fortnight in Muzaffarnagar, Agra, Aligarh, Hathras & Delhi NCR.

MODUS OPERANDI

Sunil and Dinesh on being directed come to Delhi, NCR and other places in India to deliver the consignment of illegal weapons. They used to travel by train or bus after receiving consignment from arms dealer. After reaching their destination, they used to give a call to arms supplier who further coordinated with the receiver of illegal weapons. On being told about rendezvous they delivered the consignment of weapon to receiver. Duo managed to supply a consignment of weapons every fortnight.

PROFILE OF CRIMINALS :

Dinesh Dabur @ Habu Singh

He was born in 1988 in Khargone, MP. His father Bholu Singh is a farmer. He is a school dropout. At the early age of 14, he started working with his father. At the age of 22 years, he got married and has twosons.

In order to earn easy money he came in contact with arms manufacturer of his village in MP who enticed him to work for him as a courier to supply illegal illegal firearms from Khargone, MP to Delhi & NCR to criminal elements in country.

Sunil

Sunil was born in Khargone, MP. His father is a farmer. He is also a school dropout.At the age of 21 years, married and has three sons.

In the year 2013, his cousin Dinesh introduced him to arms manufacturer. Sunil was told about the easy and handsome money in lieu of delivering the consignments of illegal weapons from Khargone to various receivers in Delhi and other parts of country. In order to get rich fast he joined hands with arms manufacturer and started working for him as a courier of illegal firearms from Khargone, MP to Delhi & NCR.

Neighbourhood watch Scheme at PandaraPark and Railway Colony.

Delhi Police with its motto “Shanti, Sewa aur Nyay” has taken initiatives to build the bridges between community and police for better community policing. This is an initiative for enhanced coordination between the close-knit communities and the Law enforcement agencies & to ensure better vigilance New Delhi District Police has started the Neighbourhood Watch Scheme (NWS) in the residential zones of A & B Block, Pandara Road, PS Tilak Marg and the Railway Colony in Police Station Barakhamba Road. In an order to start the Neighbourhood Watch Scheme a meeting convened on 12.01.2014, at Pandara Park was attended by Sh. M. K. Meena, Jt. CP/ New Delhi Range, Sh. S.B.S Tyagi, DCP/ New Delhi District. ACP/ Connaught Place with SHO/Tilak Marg and SHO/ Barakhamba Road alongwith beat/division staff & office bearers and members of RWAs.

With the help of Neighbourhood Watch Scheme, the police seeks to involve the community in reducing property related offences like theft, Burglary and snatching, improving community spirit in crime prevention and strengthening police community relations. The Neighbourhood Watch Scheme includes, formation of committees, issue of ID cards which would carry basic details about the individuals, holding of regular meetings to create awareness on several aspects of the security of the area and the safety of the residents.

The members of the committee would meet the police officers in the area one a month and remain in regular touch with the beat patrolling staff to ensure better vigilance in the area. Neighbourhood Watch Scheme will make communities more alert about their surroundings. The scheme seeks to encourage the members to share each other’s contact information for better response during any emergency. For instance, Neighbourhood Watch Scheme members will help in restricting the entry and movement of unauthorized hawkers, vendors, etc. in the area. Neighbourhood Watch Scheme will also seek to get greater participation of members in verification of servants & tenants.

During the meeting it was decided that servant/tenant/hawkers’ etc. verification drive would be started on every Saturday from 11 AM to 12 noon and all assistance would be extended to RWA/Neighbourhood watch committee members in the verification drive.

The meeting ended with vote to the Chair.

SEQUENCE OF INCIDENT

Sh. Sourabh Singh S/o Vijay Pratap Singh R/o Patel Chowk, New Delhi stated that on 12.1.14 at about 7.25 PM he was going with his brother in Uttam Nagar. When he reached at some isolated location he received a telephone call on his mobile. As he was busy in talking to his friend suddenly one person came from behind and twisted his arm and robbed Rs. 100/- from his pocket. Immediately, he pushed him and made a call to Police Control Room. With the help of passersby the accused was apprehended and identified as Sunil Bhardawaj @ Kancha R/o 80/162 Pipal Wala Chowk, Uttam Nagar, Delhi. On his statement a case vide FIR No. 43/14 dated 12.01.2014 u/s 394 IPC was registered in PS Uttam Nagar and investigation was taken up. During his personal search, Rs. 100/- were recovered from his possession.

The investigation of the case is in progress.

INCIDENT, TEAM AND ARREST

On 11/1/14, vide DD No. 49A, a PCR call was received in PS Tilak Nagar regarding quarrel near gate No-2, Pacific Mall, Subhash Nagar, New Delhi. On receipt of the said information, ASI Babu Lal rushed to the place of incident. The beat staff of the area was directed to reach there at once. The complainant Smt. Kumkum, W/o Shyam Mehato, R/o- RZ-31/320, Sagarpur, New Delhi age 28 yrs stated that she is working in a Pacific Mall, Subhash Nagar, Delhi as security guard and she travels to her residence in Sagarpur along with her husband on bicycle. On 11.01.2014, her husband was waiting for her outside the Gate no-3 of Pacific Mall at about 9.30 PM night when two person caught him and threatened to hand over all his belongings. They started beating her husband. She cried for help and ran towards them. She tried to save her husband but one of them hit her on the head by the glass bottle thus she sustained injury. They also robbed her of her bag which containing Rs 1500/ Cash, I-Card of Shift Security, cosmetic articles, and one pocket diary of her husband.

Immediately, a team of staff of Police Station Tilak Nagar, comprising of ASI Babu Lal No-3949/W, Ct Yogender No-872/W, Ct, Navin No-890/W, Wct Laxmi-1890/W was constituted under the leadership of Inspr. Jitender Malik, SHO/Tilak Nagar & under the supervision of Sh. Vinit Kumar, ACP/Tilak Nagar was constituted. Sincere efforts were made to collect local intelligence as the offence was committed by two men who were on foot indicating that they must be local criminals. The efforts of team led by Insp Jitender Malik, SHO/ Tilak Nagr bore fruit and a man namely Narender @ Nada S/o Shiv Charan, R/o- H.No. 399 TC Camp, 12.5 Gaj, Raghuvir Nagar, New Delhi was apprehended from the area of TC Camp, Raghuvir Nagar. He was put to sustained interrogation. He confessed to have committed the crime with one Raja, a BC of PS Rajouri Garden. At the instance of accused, robbed bag, cash, I-Card & other articles were recovered from his possession.

INTERROGATION

On sustained interrogation, the accused person Narender @ Nada disclosed that due to poor economic family background, he stopped attending school in his childhood and came in contact with bad elements of Raghuvir Nagar area. He further disclosed that he was addicted to liquor. In order to fulfill his requirement of drugs & liquor, he committed robbery along with Raja of Raghubir Nagar.

Further investigation of the case is in progress and search is on to arrest the co-accused. The staff involved in good work is being rewarded suitably.

Whereas, a large number of private courier services operate in and around the capital to facilitate sending of goods through courier across the country.

  1. And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities.
  2. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.
  3. And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.
  4. And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.
  5. Now, therefore, in exercise of the powers conferred upon me by virtue of Sec. 144 of the Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL, dated 09/09/2010, I, Anyesh Roy, Assistant Commissioner of Police of the Sub Division Parliament Street of New Delhi District do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub Division Parliament Street, New Delhi shall:-

a)Maintain a register of courier senders and detail of goods to be sent through courier.

b)Keep copies of identification documents like election card, ration card, PAN card, Driving license etc. of the courier sender for access by the police as and when required.

c)Cross-check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or office or organization.

d)Generally satisfy oneself about the goods before accepting the packet/parcel booked for courier.

e)Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.

f)The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

g)The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

h)Inform the nearby police station if the courier sender of the goods is found suspicious.

  1. This order shall come into force with effect from 13.01.2014 and shall remain in force for a period of 60 days upto 13.03.2014 (both days inclusive) unless withdrawn earlier.
  2. Any person dealing in business of courier services or agent who contravenes this order shall be liable to be punished in accordance with the provisions of section 188 of the Indian Penal Code.
  3. As the notice cannot be served individually on all concerned, the order is hereby passed ‘Ex-Parte’. It shall be published for the information of public through Press and by affixing copies on the Notice Boards of the offices of all Districts DCsP, Addl. DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of the NDMC and MCD.

  1. Whereas a large number of Internet access shops have come up in New Delhi District which are popularly known as Cyber Cafes and large number of people visit them to use the facilities available in such a place including e-mail facility.
  2. And whereas, it has come to notice that certain criminal anti-social elements/ terrorists are using these facilities to mislead the security/investigation agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions, activities directly affecting the security of the State.
  3. And whereas, it is necessary to take speedy measures in this regard to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the State and disturbance of public order and tranquility.
  4. Now, therefore, in exercise of the powers conferred upon the Commissioner of Police, Delhi by Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978 (I)-UTL, 1/7/1978 and further delegated to the undersigned vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F. No. 11036/1/2010-UTL dated 9/9/2010, I, Anyesh Roy, Assistant Commissioner of Police of the Sub Division Parliament Street of New Delhi District do hereby make this written order for strict compliance by the owner of such Cyber Cafes in the entire jurisdiction of Sub Division Parliament Street.

a)Prohibiting the use of Cyber Café by unknown persons and whose identity has not been established by the owner of the Café.

b)Make sure that the users of Cyber Café are photographed on a continuous basis and a record of the same is being maintained properly.

c)Maintaining a register for identity of the visitor/user.

d)Make an entry in the handwriting of the visitor/user mentioning name, address telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.

e)The identity of the visitor/user shall be established through identity card, voter card, ration card, driving licence, passport and photo credit card (any one of them).

f)Activity Server Log should be preserved in main Server and its record should be preserved for at least six months.

g)Record be maintained about the specific computer used by the person, and

h)If any activity of the visitor is of a suspicious nature, the owner of Cyber Café will immediately inform the nearest Police Station.
