  1. Whereas the areas known as Parliament House, North & South Block, Central Vista lawns together with its surrounding localities and areas, are busy places frequented by heavy vehicular and pedestrian traffic.
  1. And whereas reports have been received indicating that such conditions now exist that unrestricted holding of public meetings, processions/demonstrations etc. in the area are likely to cause obstruction to traffic, danger to human safety and disturbance of public tranquility.
  1. And whereas it is necessary to take speedy measures in this behalf to prevent danger to human life or safety and disturbance of public tranquility.
  1. Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec. 144 CrPC, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated 9.9.2010, I, Vijendra Singh Pundir, Asstt. Commissioner of Police of Sub-Division Parliament Street of New Delhi District do hereby make this written order prohibiting:

i)The holding of any public meeting.

ii)Assembly of five or more persons.

iii)Carrying of fire-arms, banners, placards, lathis, spears, swords, sticks, brickbats etc.

iv)Shouting of slogans.

v)Making of speeches etc.

vi)Processions and demonstrations.

vii)Picketing or dharnas in any public place within the area specified in the Schedule and site plan appended to this order without a written permission.

  1. The specific area covered by this prohibitory order, will be the area and buildings surrounded by Sansad Marg/opposite Registrar of Co-operative Socities, Old Court Building, towards Sansad Marg/Ashoka Road crossing, Ashoka Road, Windsor Place (inclusive Road), Ashoka Road upto Man Singh Road/Ashoka Road R/A, T/R Man Singh Road (exclusive) upto Rajpath, then T/R on Rajpath (inclusive) upto Vijay Chowk, then T/L upto South Fountain, T/R Dalhousie Road upto R/A Dalhousie Road/Rajaji Marg/Dalhousie Road (exclusive R/A), T/R South Block, Rajpath, North Block, Central Sectt., Church Road upto Gate No. 35 of Rashtrapati Bhawan including MP Flats, North Avenue upto R/A RML (exclusive), Baba Khark Singh Marg upto Gole Dakkhana (exclusive) T/R Ashoka Road T/L Jai Singh Road, excluding Sansad Marg/Tolstoy Marg crossing, Sansad Marg upto Registrar of Co-operative Societies, Old Court Building and Jantar Mantar Road/Tolstoy Marg crossing, Jantar Mantar Road upto R/A Jantar Mantar Road and Ashoka Road. A detailed map of this area is enclosed as Annexure to this order.
  1. This order shall come into force with effect from30/07/2011and shall remain in force for a period of 42 days i.e. upto 09/09/2011 (both days inclusive) unless withdrawn earlier.
  1. Any person contravening this order shall be punishable under section 188 of Indian Panel Code.
  1. As the notice cannot be served individually on all concerned, the order is hereby passed ‘Ex-Parte’. EXTORTIONIST IN THE GUISE OF BSES ENFORCEMENT OFFICER ARRESTED.

The staff of Police Station Janakpuri, West District has arrested one extortionist namely, Salil Ghai s/o Sh.Amrit Lal Ghai r/o K-129 Krishna Park Ext. outer Rind Road Delhi and Rs.4000/- the extorted amount, three files connected to the bills and data, wire for the purpose of sealing the meter, Pliers etc recovered from his possession.

PROFILE OF THE ACCUSED PERSON.

  1. Accused Salil Ghai s/o Sh.Amrit Lal Ghai r/o K-129 Krishna Park Ext. outer Rind Road Delhi- aged 41 years. He was a science student upto 12th class and studied at Hansraj School Punjabi Bagh. After this, he passed his graduation from Delhi University through correspondence. He had a shop titled ‘Ghai Paint and Hardware’ at Vikapuri which was closed due to sealing. Then he worked with a contractor for the installation of the electric meters.

RECOVERY MADE

  1. Rs. 4000/- cash.
  2. Three files containing papers showing BSES details.
  3. One Bag containing, small knife, wire for the purpose of sealing the meter, pliers.

INCIDENT

On 28.07.11, one Ravinder Kumar S/o Sh. Ved Parkash R/o H. No. B-1/15 Janakpuri complained that he was present at his home. At about 12.05 PM one person came to him to check his electric meter. He disclosed his identity as officer of BSES Enforcement department and he told him that the seal of his meter is broken so there would be a fine of Rs. 1,86,000/- for this lapse. He started negotiation and finally he asked the complainant that If he pays Rs. 4000/- to him, he can settle the matter. On this information, Ravinder Kumar got shocked also got some doubt on his identity. Complainant immediately made a PCR call and ASI Babu Lal alongwith Ct. Santosh No.771/W reached the place of occurrence. He immediately brought the facts of the same to the senior officer. After receiving directions from Dr. R.G.Naik, ACP/V.Puri, police party apprehend the accused. Sustained interrogation was carried out by the police party and the person impersonated as BSES Enforcement officer was identified as Salil Ghari s/o Sh. Amit Lal Gahi R/o K-129 Krishna Park Ext. outer Ring Road Delhi. Accordingly, a case vide FIR No.243 u/s 419/170/384 IPC was registered against him in police Station Janakpuri.

TEAM AND INVESTIGATION

As the matter was sensitive in nature and there were verbal complaints from the Welfare Association, a team comprising of ASI Babu Lal , SI Sukhbir Singh and Ct. Santosh Kumar headed by Sh. Rajender Pathania SHO/Janakpuri under the supervision of Dr.R.G.Naik ACP/V.Puri was constituted. BSES officials Enforcement Department and BSES office was immediately contacted and enquiry was made about his employment in BSES. BSES officials mentioned that there is no such person in their department and they are having such type of complaints with same modus operandi earlier also. Enquiries were also conducted from the Resident welfare Association Janakpuri and it was found that Salil Ghai S/o Sh. Amit Lal Ghai R/o K-129 Krishna Park Ext. Outer Ring Road has tried to cheat Smt. Lalita Sondhi R/o B-1/232 also with the same modus operandi. On further interrogation, it came to light that he was employed with Private Contractor who takes the tender to install meters from the BSES. Salil Ghai disclosed that as he used to install meters, he had internal information about the functioning of BSES. Further investigation to unearth more facts is on.

CHEATING CASE WORKED OUT

The staff of Police Station Punjabi Bagh, West District has worked out a case of cheating by arresting Saurabh Deb Bhatnagar S/o Manik Chander Deb R/o H.No. 531 First Floor Sec-14, Gurgaon, Haryana.

NAME AND PROFILE OF ACCUSED PERSON

Saurabh Deb Bhatnagar S/o Manik Chander Deb R/o H.No. 531 First Floor Sec-14, Gurgaon, Haryana- age 35 years. He is highly educated person with good knowledge of computer & has done diploma in Textile Engineering. He has been working as a manager in a reputed Textile plant in Kolkatta for the last ten years with a good package of Rs. 50,000/- per month. But due to some personal problems, he left the job one month back and was in search of job in some other textile industry.

RECOVERY MADE

  1. One White Honda City Car with Fake Number Plates.
  2. Two Mobile Phones with sim.

INCIDENT

A complaint was received from a car dealer who alleged that a person who introduced himself as Mr. Akash Gosh S/o Sh. Rakesh Rudra Gosh R/o Sarita Vihar , Delhi came in contact to him through Internet & phone and showed interest in buying some luxury car and visited his shop twice and finalized a White Honda City Car bearing No. DL-4C-AH-8495 and gave two Demand Drafts amounting to Rs. 7.30 lacs and asked for test drive of the car. After sitting in car for test drive he fled away with the car and the demand drafts given by him found to be fake by the Bank authorities. On the receipt of the complaint, an enquiry was conducted and a case vide FIR No. 211/11 dated 28/7/11 u/s 406/420/468/471 IPC PS Punjabi Bagh was registered and the investigation was taken up by SI Pankaj Thakur.

INVESTIGATION AND OPERATION

A team under the supervision of Sh. Satish Yadav ACP/ Punjabi Bagh, headed by Inspr. H.S.P. Singh SHO P. Bagh, assisted by SI Manohar Lal, SI Pankaj Thakur, PSI Sandeep Dabas, HC Bijender Singh No.1653/W, Ct. Prempal No. 1057/W & Ct. Harikishan No.1695/W was formed. The phone records of the accused person were thoroughly checked and a raid was conducted at the house of accused Saurabh Deb Bhatnagar S/o Manik Chander Deb R/o H.No. 531 First Floor Sec-14, Gurgaon, Haryana where he was arrested and two mobile phones with sim & White Honda City Car were also recovered which was parked in front of the accused person's house with fake number plates No. HR-26-BD-0034.

MOTIVE

Accused person Saurabh Deb Bhatnagar S/o Manik Chander Deb R/o H.No. 531 First Floor Sec-14, Gurgaon, Haryanabeing a Textile Engineer is having a very good knowledge of computer. He has made search of second-hand car dealers through Internet via website Gadi.com. & contacted the complainant on phone with fake phone number and introduced himself as Mr. Akash Gosh S/o Sh. Rakesh Rudra Gosh R/o Sarita Vihar, Delhi and prepared Fake Demand Drafts with the help of computer to purchase a luxury car. He came to the complainant's shop and gave the forged demand drafts and asked for the test drive of White Honda City car and fled away. He also switched off his phones.

INTERROGATION

During sustained interrogation, the accused person has disclosed that being unemployed at present, he was not having any income to live a lavish life. Hence, to fulfill his requirements he planned to cheat some car dealers and by this way he could easily make money. He further disclosed that he used computer to prepare two forged demand drafts and also used the sim No. obtained with fake identity to cheat the complainant. Further investigation of the case is in progress.

Two desperate uncle-nephew duo burglars arrested.

Valuables worth lakhs recovered.

A team of SOS, Crime Branch has apprehended uncle-nephew duo involved in burglaries of South Delhi and have recovered stolen jewellery worth Rs. 1.25 lakhs, two cameras, Data Card, house breaking implements from their possession. 8 cases of burglaries have been worked out.

TEAM & INCIDENT

SOS unit of Crime Branch had specific inputs that Siraj Ali Sheikh a known burglar r/o West Bengal was out of jail since April, 2011 and was trying to regroup. He was found to be previously involved in more than 8 cases and it was also revealed that he was not appearing in courts in many cases and was absconding. The modus operandi and other leads of the burglaries were closely scrutinized by SI N.S. Rana of the SOS, Crime Branch.Hard work paid off when he found out that it was Siraj Ali Sheikh who was behind the burglaries of South Delhi. On 28.07.11 specific information was received that Siraj Ali Sheikh along with his associate Kamal Sheikh (uncle of Siraj) would come near Nafed Building, Ashram Chowk, Ring Road, Delhi to sell the stolen jewelry. On the basis of this information a team headed by Insp Sunil Kumar and comprising of SI Ravinder Teotia, SI N.S.Rana, SI Ravinder Verma, HC Dharmender, HC Vikram, Ct. Govind, Ct. Devender, Ct. Virender and Ct. Ishwar was constituted and after careful planning of a trap was laid and Siraj Ali was caught along with his associate/uncle Kamal Sheikh in an attempt to dispose of the stolen goods and jewellery. Both of them were arrested and a case was registered at P.S. Crime Branch, Delhi. During verification of recovered stolen jewellery and other articles, same were found to be stolen from various places in the area of P.S. Malviya Nagar.During sustained interrogation, both the accused persons disclosed that in last 3 months, they have committed day burglaries in at least 8 houses of South and South East Delhi.

MODUS OPERANDI

The gang was active in Delhi and had committed burglaries in the area of South, South and South East Districts. In nearly all the cases registered against them the gang targeted the houses that were locked during the day time. Siraj and his uncle Kamal Sheikh would carefully scan the targeted house and then strike with impunity when the owners were away. The modus operandi was simple – Pick a house and break the bolt with a strong crowbar and enter the house swiftly and then pick jewellery and small valuables like the cameras, watches, Mobile Phones, laptops or costly statues and flee within two to three minutes.

With the arrest of the criminals the SOS,Crime branch has solved 8 cases of burglaries of South District.

BUDDING SNATCHER NABBED AFTER A HOT CHASE

INCIDENT:-

With the arrest of Mohan S/o Parkash R/o Plot No. B-46/2, WPIA Ashok Vihar, Delhi, a budding gang of snatchers has been busted. HC Harvinder No.318/ Crime and the victim Sh. Anil Batra S/o Sh. Govind Ram Batra have shown exemplary courage and presence of mind in reacting to the incident and giving a determined chase to the accused persons who had run away from the spot on a motorcycle at a very high speed. The police man and the public person did not bother for their personal safety even when the accused persons had thrown red chili powder towards them.

Brief facts:-

On 28/7/11, a PCR call regarding apprehension of one culprit near Aryabhatt Polytechnic near Satyawati flyover was received at PS-Ashok Vihar at 2.05 PM vide DD No. 19A On receipt of the information, SI Neeraj Singh along with staff reached at the spot , where the complainant and HC Harvinder Singh produced one Mohan s/o Parkash along with one M/Cycle make TVS Victor, Reg.No. DL 3SAR 2072 and one pouch containing red chili powder recovered from the possession of accused Mohan. On inquiry, Sh. Anil Batra stated that at about 12.30 PM when he had taken out money from his pocket in order to make a purchase from a Pan shop situated opposite Deep market, Gurudwara Road, Phase-II Ashok Vihar, two boys approached him and one of them snatched Rs.4,000/- from his hand. That both the accused persons started running away on a M/Cycle that was parked at a little distance from the Pan Shop. He at once raised a hue & cry and started chasing them. On knowing about the incident, Sh. Harvinder Singh also chased the culprits on his scooter. The M/Cycle of the accused persons skided near GTK Road red light,Satyawati flyover. Accused Mohan S/o Parkash was over-powered by them while the other accused person namely Laxman succeeded in running away from the spot. The M/Cycle used by the criminals and one pouch containing red chili powder was recovered from the possession of accused Mohan. A case u/s 356/379/34 IPC registered against both the accused persons vide FIR no. 184/11 dated 28-7-11 in PS Ashok Vihar.

INVESTIGATION:-

During the course of investigation, a team under the supervision of Sh. Partap Singh ACP/Ashok Vihar was constituted. This team has been conducting raids at various places in Delhi in order to arrest co-accused Laxman who is a native of Distt. Darbhanga in Bihar and was living in a rented Jhuggi at WPIA Ashok Vihar. During the course of interrogation of accused Mohan, it has been revealed that accused Laxman was in dire need of money having been without work for about one week due to disabling injury to his right hand. Accused Mohan was known to him as a neighbor . Accused Mohan lives with his uncle Chhotey lal who owns the m/cycle used in the crime. On 28/7/11, accused Laxman took Mohan into confidence in order to make easy money who agreed to use the m/cycle of his uncle. At the place of occurrence accused Laxman was already looking for some vulnerable victim. When Laxman spotted the complainant with cash out in his hand and unmindful of the presence of the accused, he at once approached the victim and snatched the cash from his hand. When the complainant started chasing him, he threw some red chili powder towards him. The accused persons had also thrown the chili powder towards HC Harvinder Singh when he too chased the accused persons in his scooter. Luckily both of them went unhurt. Both the accused persons are from poor families and have worked as casual labourers in factories in WPIA , Ashok Vihar.
