SPENDING AND FISCAL RESPONSIBILITY OVER THE PAST FOUR YEARS
The city has spent an extraordinary amount to preserve green space over the past 4 years and we must now move quickly to leverage this asset. While our fund balance is lower than it was 4 years ago, we still have a healthy amount in our reserves.
OVERALL MANAGEMENT OF THE CITY ADMINSTRATION.
I think the day to day management of the city is in good hands, but we should always strive to find the best possible candidates for roles as they develop or are vacated. This should include regional, if not national, searches for department heads
FRANKLIN TROLLEY SYSTEM
Providing transit for citizens of our community will continue to be a growing need, but I feel we can find a more cost effective method of providing this transit. The trolleys are an attractive addition, but I am not sure if they are the best answer to our need.
MTEMC FRANCHISE FEE
This issue is a dead issue and I am happy that is the case. It should not be brought up again.
SPENDING TAX PAYER MONEY FOR CCOF, HARLINSDALE, OTHER PASSIVE PARKS
Providing a park system for our citizens is one of the basic tenets of government. I do not see the need to acquire other large tracts of green space in the near future with the exception of trying to construct a greenway system along the Harpeth River.
HERITAGE FOUNDATION AND OVERALL PRESERVATION ACTIVITIES
The Heritage foundation is a private entity. Their mission is to collaborate with other organizations to preserve entities they feel are beneficial to the community. They have been successful in this goal and I see the need for the city to be aware of what they have planned to ensure there are not needless duplications of effort regarding such preservation efforts.
USING TAX PAYERS MONEY FOR A PERFORMING ARTS CENTER, SAVING THE THEATRE AND OTHER SUCH ACTIVITIES
I see the city getting involved in key projects when there is a demonstrated need to be met and strong interest in the citizens of the community. A large performing arts center does not seem to me to be a pressing issue at this time.
INFRASTRUCTURE
We need to keep our eyes clearly focused on key arterial roads, moving ahead with future sewer system expansion and treatment capability and also with the reconstruction or expansion of our water treatment plant. We do not need to put all of our water needs in the hands of one outside water utility source.
GROWTH AND DEVELOPMENT
In order to be vibrant community we need to grow. This growth does need to be planned and one method of planning could involve the usage of a Transfer of Development Rights (TDR) program.
SELECTION PROCESS FOR PLANNING COMMISSION AND OTHER COMMISSIONS
I see no need to make changes in this process
PROPERTY TAX INCREASE
We are fortunate to have such a great revenue stream from sales tax. This revenue keeps us from having to increase property taxes and I would consider a property tax increase only as a last resort. We need to be more prudent in our spending before we look for additional revenue sources.
TDRS
Transfer of Development rights holds great promise to help with our growth and infrastructure planning. I chaired one of the study committees during 2007, so I have a strong understanding of how we could use this process.
WATER SHORTAGE
Our water shortage is really a system capability shortfall. We need to fix this system shortcoming as quickly as possible.
SUNSHINE LAW
The sunshine laws serve a purpose and elected officials should abide by the law.
A BRIEF OUTLINE OF YOUR PERSONAL AND BUSINESS AFFILATIONS, EXPERIENCE, BACKGROUND.
I work as a retained search consultant and an organizational development consultant for organizations all over the world. Prior to doing this work I served as the Senior Human Resources leader for a national engineering firm and a large non-profit. My initial education is in engineering physics.
I am a member of several local organizations such as the Franklin Breakfast Rotary, Franklin Tomorrow and the Boys & Girls Club. I am a Boy Scout Leader and a Deacon in my church.
My family has lived in Franklin for over 10 years and in middle Tennessee for over 24 years.
WHY ARE YOU RUNNING?
I am running for several reasons. First and foremost, I care a great deal about the future of our community and I feel that my skills, education and experience make me a well prepared candidate for this role. This experience includes a number of community based organizations where I both served in leadership and follower roles. I know how to get things done while working with others and I have the life experience to know how to deal with issues when they appear.
