Role:Procurement Officer

Grade:16 – 26 (training grade) / Reports to:Senior Procurement Officer
Supervises:
Primary Purpose:To implement the corporate-wide procurement process. To maximise efficiencies for the organisation, ensure compliance with legislation and good practice and develop supply chain partnerships with our key suppliers.

•Monitoring contract compliance for corporate contracts (time, budget quality).
•Procurement undertaken in accordance with the Constitution and statutory requirements

•Produce guidance documents to assist the procurement process
•Assist in the implementation of the Procurement Improvement Plan
•Providing advice to customers on procurement processes and procedures
•Review and action Audit reports and recommendations in respect of the procurement process

•Demonstrating an awareness of the industry and environment in which the Combined Authority and Merseytravel operates (political, economic);
•Use commercial awareness to improve procurement services.
•Review regular updates on procurement issues and Procurement Policy Notes

Experience, Qualifications, Behaviours, Skills & Competencies
Qualifications/Experience
This post is a training grade and entry is dependent on qualifications and experience as follows:-
Grade / Requirement
16-19 / 2 years’ experience in procurement/internal support AND A Level qualification or equivalent AND willingness to undertake CIPS as required
20-23 / 2 years’ experience in Intermediate Value Procurements (as defined in the Constitution) OR CIPS Level 4
24-26 / 2 years’ experience in High Value Procurements (as defined in the Constitution) OR CIPS Level 5

Skills and Competencies – Essential Criteria
•The ability to effectively use all aspects of Microsoft Office.
•Ability to communicate clearly and effectively both orally and in writing at all levels.

•The ability to demonstrate an understanding of Equality and Diversity and put this into practice.
•Evidence of experience in procurement or internal support.
•Understanding of the impacts of sustainability and the procurement process.

•The ability to ensure attention to detail to ensure accuracy
•Ensure confidentiality is adhered to in respect of sensitive data
•Demonstrate good numeracy skills.
