City of Philadelphia’s Settlement Assistant Grant Program

Homebuyer Counseling Certificate

This certificate certifies that ______has/have successfully completed the first-time homeowner counseling provided by

______, a housing counseling agency funded by the City of Philadelphia’s Division of Housing and Community Development.

The first-time homeowner counseling includes, but is not limited to, the following topics:

  1. the rights and responsibilities of homeowners;
  2. credit repair and money management;
  3. Understanding savings;
  4. finding a home and understanding the agreement of sale;
  5. qualifying for a mortgage;
  6. the mortgage application and purchase process;
  7. home maintenance and avoiding predatory loans;
  8. the importance of making mortgage payments on time;
  9. how to avoid yet cope with delinquency;
  10. how to prevent foreclosure of the home.

This client is also entitled to a $500 grant from the City of Philadelphia to be used solely as closing cost assistance. The grant is dependent upon the client’s income eligibility, availability of funds, a timely request for the grant, and an absence of a sales agreement prior to completing the full pre-purchase housing counseling. The $500 grant is not a lien against the property and requires no repayment.
