Post Distribution Monitoring Report Outline

Purpose of the reporting outline: The purpose of this reporting outline is to ensure standardization and consistency of sharing information generated by Cash Transfer PDM survey. Specifically, the adoption/use of this outline will: reduce the burden of data analysts and report-writers; ensure effective communication of information generated by Cash Transfer PDM survey (to facilitate decision-making and learning) and tracking program indicators on quarterly bases.

Report Structure: The summary reports will be 9-10 pages (max) with s sections: (1) Summary of findings; (2) Objectives and Methodology used; (3) Major findings: summary of cash transfer process and cash utilization, agriculture input, cash for work, registration process and complaint mechanism; (4) Recommendations, and (5) Action plan. The information required in each section is summarized in the reporting tool on the next page.

The Reporting Format

Section One: Summary of findings (one page)
  • The key findings of the Cash Transfer- PDM survey should be inserted here.
  • Include highlights on: HH characteristics, cash transfer process and cash utilization, agriculture input/Voucher, cash for work, targeting and registration and complaint mechanisms; and recommendations.

Section Two: Objectives and Methodology (one page)
Use this section to provide the following information:
  1. A brief background about the Cash transfer (ERRP) program
  2. Sampling methodology(Clusters/Community, sample size, data collection periods, etc.,)
  3. Assessment tools used and number of households interviewed
  4. Any problems encountered during the survey

Section Three: Major Findings
3.1: HH Characteristics (half a page)
Use this section to show price and short information about beneficiary household characteristics on:
  • HH type (male headed or female headed)
  • Marital status of the HH
  • HH size by age and sex
  • From which category of ERRP the HH benefited

3.2: Cash Transfer (one and half page)
Use this section to summarize your survey results on: cash transfer processing and cash utilization. The summary should include:
  1. % of HHs who received cash on time (as planned)
  2. % of HHs who received full amount of cash (full entitlement)
  3. Proportion of cash transfer recipients by payment type
  4. % of cash spent by the HH (on food, health, education and housing)
  5. Proportion of HHs cash they received enabled them to cover household’s basic food needs
Use Charts and Graphs when necessary
3.3: Agriculture Input/Seed Voucher (one and half pages)
Use this section to summarize your survey results on: seed fair and agricultural tools beneficiaries received. The summary should give focus on
  1. Proportion of HH planed all seeds received
  2. % of HHs satisfied with type/quality of seeds/tools received
  3. Proportion of HHs harvested from seeds planted
  4. % HH responded the production was “very good”, ‘good”, or “poor”
  5. Benefit the household get from agriculture voucher

3.4 Cash for Work (one page)
Use this section to summarize your survey results on: seed fair and agricultural tools beneficiaries received. The summary should give focus on
  1. Major cash for work activities the HHs involved
  2. Awareness level of the community on working days and hours
  3. % of HHs who received payment on time (as planned)
  4. Proportion of cash/salary recipients by payment type
  5. % of cash spent by the HH (on food, health, education and housing)

3.5 Targeting and Registration (one page)
Use this section to summarize your survey results on: Targeting/selection process and registration. The summary should give focus on
  1. % of HHs who participated in selection process
  2. % of HHs who are satisfied in selection process
  3. Proportion of HHs who were asked for favors for registration (and what favor)
  4. Average hours HHs travel to receive cash
  5. Proportion of HHs feel safe in cash transfer and cash payment

3.6 Complaint Mechanism (half a page)
Use this section to summarize your survey results on: complaint mechanism in place. The summary should give focus on
  1. Level of HHs satisfaction on overall process of cash transfer
  2. What complaint mechanism is in place for beneficiaries
  3. % of HHs reported grievance to the complaint hearing committee or others
  4. Proportion of cash transfer related grievances resolved within 2 months of being recorded

3.7 Conclusive recommendation (one page)
Use this section to present your overall recommendations based emerging issues
1. What are the recurring themes
2. What are emerging themes
3. How to enhance payment delivery and program efficiency
4. Overall recommendations
