1. INVITATION OF BID
Utility Stores Corporation of Pakistan (Private) Limited (USC), invites sealed bids for pre-qualification for “Hiring of Testing Agencies”to conduct screening tests against different vacant posts in Province of Balochistan and Gilgit-Biltistan.
2. COMPANY OVERVIEW
Utility Stores Corporation of Pakistan (USC) is an organization that operates chain stores throughout Pakistan that provides essential commodities to general public at rates cheaper that the open market. USC is semi-autonomous corporation governed by a Board of Directors and headed by a Managing Director.
USC was established in 1971 with 20 outlets and presently operating 9 Zonal Offices, 65 Regional Offices and more than 5000 stores and more than 13000 employees working throughout the country. The basic objectives of the Corporation are as under:-
  • To protect the real income of the people by selling essential consumer items at the prices lower than those prevailing in the open market.
  • To act as a price moderator in the market and deterrent to profiteering, hoarding and black marketing by the private sector.
Special Role of USC time to time
  • Food security during the crisis (Provision of basic food items to affectees during the natural disasters).
  • Intervention in market through sale of subsidized items.
  • Government’s Relief Packages e.g. Ramzan Relief Package.

3. TYPE OF OPEN COMPETITIVE BIDDING
Bidding shall be in accordance with clause 36(b) Single Stage – two envelope procedure:-
(i)The bis shall comprises a single package containing two separate envelops. Each envelope shall contain separately the financial proposal and the technical proposal.
(ii)The envelopes shall be marked as “FINANCIAL PROPOSAL” and “TECHNICAL PROPOSAL” in bold and legible letters to avoid confusion.
(iii)Initially only the envelope marked “TECHNICAL PROPOSAL” shall be opened.
(iv)The envelope marked as “FINANCIAL PROPOSAL” shall be retained in the custody of the procuring agency without being opened.
(v)The procuring agency shall evaluate the technical proposal in a manner prescribed in advance, without reference to the price and reject any proposal which does not conform to the specified requirements.
(vi)During the technical evaluation no amendments in the technical proposal shall be permitted.
(vii)The financial proposals of bids shall be opened publically at a time, date and venue announced and communicated to the bidders in advance.
(viii)After the evaluation and approval of the technical proposal the procuring agency, shall at a time within the bid validity period, publically open the financial proposals of the technically accepted bids only. The financial proposals of bids found technically non-responsive shall be returned un-opened to the respective bidders, and
(ix)The bid found to be the lowest evaluated bid shall be accepted.
4. SCOPE OF WORK
USC management wants to hire Testing Agency, the Agency shall:-
Shall design the application Form(s) and share the same with USC.
Shall collect and evaluate the applications of the candidates in conformity with the relevant conditions for eligibility.
Applications will further be sorted category-wise by the Testing Agency to conduct test at the respective testing centers.
Will conduct screening tests at different testing centers.
Testing Agency will provide broad guidelines / topic to set the test pattern.
Category wise final result including skill test (where required) will be provided by the testing agency.
Testing agency will provide District wise results (if required).
Each test will be conducted according to prescribed requirements of arrangement at National, Provincial, District level.

6. PROPOSAL REQUIREMENTS
Submitted proposals must include the following:
Name of the firm/agency with location of its offices and their contact numbers.
Should have experience to conduct such test at larger scale.
Prior experience to conduct test/examination services for recruitment in public sector organizations/departments.
Demonstrate capacity to undertake paper based as well as computer based tests of general/specially across the country.
Demonstrate the strong management system of test development, administration and assessment.
The firm/agency shall have a legal status recognized for local firm. Relevant ISO certificate shall be preferred.
Detail of company profile, description of similar assignments, experience in similar conditions, availability of appropriate skills amongst staff, mechanism for test development.
Financial soundness certificate accompanied with bank statement for last 12 months.
Testing Agencies are required to provide copy of NTN Certificate and undertaking on Rs. 100 non-judicial stamp paper certifying that the firm is not blacklisted by any Government/Autonomous body and is not a defaulted firm.
7. REQUIREMENTS OF TESTING AGENCIES
The Testing Agency for Screening Test will be hired through open tenders keeping in view the following:-
a).The Testing Agency should be registered agency.
b).It should be experience in the relevant field.
c).It should have established infrastructure for the purpose.
d).It should have not been blacklisted by any Government Office.
8. ASSESSMENT OF TESTING AGENCY (CRITERIA FOR SCORING)
Assessment will be done as per criteria given below:-

9. PROPOSAL SUBMISSION PROCESS
Proposal should be submitted with 15 days.
10. TOR RESPONSE OWNERSHIP
All the material regarding the TOR becomes the property of USC and will not be returned to the tenderer.
11. EVALUATION INQUIRIES
USC reserves the right to request any additional information that might be deemed necessary during the evaluation process.
12. RIGHT TO REQUEST ADDITIONALINFORMATION
  • USC reserves the right to request any additional information that might be deemed necessary during the evaluation process.
  • Conduct discussions with respondents to assure full understanding of, and responsiveness to, the solicitation requirements
  • Negotiate modifications to a respondent’s proposal prior to final award for the purpose of obtaining best and final offers

13. RIGHT OF REFUSAL
USC reserves the right to refuse any or all proposals in their entirety based on the best interest of USC.
14. IMPLEMENTATION SERVICES
  • Timelines of the project will be agreed before the contract / MoUsigning.

15. PENALTY CLAUSE
The contract/MoU to be executed between USC and the selected Respondent Agency(s) will contain penalty clauses for delay in the implementation schedule as well as failure to comply with the provision of providing the required services during the post-approval phase.
Timelines of the project will be agreed before the contract / MoU signing. Delay will be subject to ____% penalty of implementation value per month.
16. PROPOSAL VALIDITY
Validity of the proposal will be 180 days after submission of the proposal
