Heritage Lottery Fund Catalyst Umbrella Programme

Post Title:“Programme Manager: Building Heritage – Enhancing the Fundraising Capacity of the HeritageSector in Northern Ireland”

Salary: £27,000 pa

Period of Appointment:18 months (with possible extension to 2 years)

Hours of Work: 37.5 per week

Programme Background

Northern Ireland Environment Link (NIEL) is the networking and forum body for organisations interested in the environment of Northern Ireland. NIEL helps members understand complex issues and presents a unified voice by bringing together a wide range of knowledge, experience and expertise which can be used to help develop policy, practice and implementation across a range of environmental fields.

NIEL is leading a consortium partnership of interests which has designed a comprehensive bespoke fundraising capacity training programme for the Northern Ireland Heritage Sector. The overall programme is being funded by the Heritage Lottery Fund’s Catalyst Programme. The training programme will be delivered from Spring, 2014 until Winter, 2015 and will have seven learning components –

Workshops, Seminars, Lectures, Masterclasses

Conferences

Accredited Courses leading to Professional Qualifications

Peer and

Mentoring Support Learning

Continuous Professional Development, and

Information and Communication Technology/Distance Leaning.

The four agency programme consortium partnership comprises – NIEL; Common Purpose; Supporting Communities NI; and The Business Institute, University of Ulster.

The training programme will be delivered contractually by recognised training agencies and individuals and academic bodies; by experienced workshop etc, peer and mentoring facilitators; and by ICT technical support specialists.

Main Job Purpose

  1. Act as Secretariat to the Programme Consortium Partnership
  2. Coordinate training body and other agency programme delivery contracts and quality assurance
  3. Promote and recruit programme participation
  4. Coordinate all aspects of programme logistical organisation and administration
  5. Engage and manage the programme’s expost evaluation
  6. Liaise with UK HLF Catalyst Programme colleague initiatives

Specific Duties

  1. Review the Programme’s initial development work, specifically – Needs Survey findings analysis; research into existing Northern Ireland training programme provision; and NIEL HLF Catalyst Programme Round 1 and Round 2 submissions
  2. Engage and liaise with the members of the Programme Consortium Partnership and establish an ongoing Secretariat service to the Consortium Partnership
  3. Engage and liaise with training and other agency programme deliverers on – workshops, seminars, lectures, masterclasses and conferences; accredited courses; Continuous Professional Development; peer and mentoring support; and ICT/Distance Learning facilities
  4. Manage and be accountable for the Programme’s budget and other resources – specifically liaising with and reporting to the Heritage Lottery Fund; and liaising with relevant other NIEL administrative and financial management staff as and when Programme demands require
  5. Coordinate the establishment and maintenance of an ICT/Distance Learning resource facility – on the NIEL website and elsewhere – and engage and liaise with appropriate technical training/learning/academic agency supports
  6. Engage an external independent evaluation agency; manage the evaluation exercise until completion; and disseminate learning from the Programme’s ex post evaluation
  7. Liaise with other UK HLF Catalyst Programme colleague umbrella agencies to share and disseminate learning and best practice
  8. Facilitate the Consortium Partnership’s consideration of any continuing fundraising capacity building training and learning resource or programme for the NI heritage Sector
  9. Identify and secure additional funding sources to allow for further Training Programme delivery
  10. Undertake any other relevant ascribed Programme and NIEL duties

Person Specification

Essential

(These competencies must be clearly demonstrated in past experience and highlighted within the application. Additional years of experience within an essential area above the minimum may be seen as an advantage.)

Qualifications

Third level qualification or equivalent

Experience

At least three years’ experience of working in a professional environment, including experience of complex project management, organising/chairing meetings and delivering on an agreed work programme

Experience of financial processes including preparation, monitoring and reporting on project budgets

Experience of liaising with a variety of sectors, collating information and writing reports

Experience of organising events and activities

Experienced in fundraising

Experience of developing and implementing work programmes

Experienced in engaging and managing independent evaluation exercises

Knowledge

Experience, knowledge and demonstrated commitment to Northern Ireland’s heritage

Demonstrable evidence of success in building and developing collaborative working relations with a range of different partners

Working knowledge of ICT systems including Microsoft Office packages and internet and web resource usage

Skills / Abilities / Personal Attributes

Excellent verbal and written communication skills to a variety of audiences

Excellent presentation and interpersonal skills

Relevant professional and/or postgraduate qualification

Experience

Experienced in designing and delivering training programmes

Experienced in undertaking and managing and using research study

Knowledge

Knowledgeable of the wider policy and funding environment of the NI Heritage Sector, the NI Community and Voluntary Sector and associated governmental, statutory and public agency operation
