Scope of Work Development

On May 20, 2005, installation of the fiber optic cable was complete.

On June 28, 2005, the units were ordered and installation of the Video Teleconferencing System was to be complete in 90 to 120 of order. After a lengthy delay of installation due to back order problems with the Cisco gear (switches needed for complete connection) and system was finally completely installed on December 5, 2005.

The Indigent Defense Coordinator has one VSX 3000 unit. This is the main “hub”. This unit is used to interview the inmates at the jail. All of the interviews made by the IDC are recorded so that a record thorough record may be kept. A second VSX 3000 unit has been placed in the back office of the IDC. This unit is for the court appointed attorneys to visit with their clients that are in jail. There is a log being kept by the unit and signed by each individual attorney that uses the system. No recordings are made with this unit because of the attorney/client privilege. The third VSX 3000 unit has been placed in the office of Judge Henry Ashford. Judge Ashford is responsible for the Magistration of the inmates at the jail. Having the Video Teleconferencing System set up in his office enables him to arraignment promptly as the inmates are booked in. The fourth VSX 3000 is located in the office of Judge Milton Adams. Judge Adams is responsible for doing the Magistrations in the absence of Judge Ashford. Thus far, this unit has not been utilized. There is a possibility of this unit being moved to the Courthouse for court appointed attorney use. The fifth VSX 3000 unit is set up at the jail in the library until new construction can be completed. At that time the unit will be moved to a video room for teleconferencing purposes only. This unit has been placed on the wall in a 14 gauge steel cabinet with a 3/8” unbreakable transparent Lexan window. There is a handset provided with this unit to maintain the privacy of the inmates interviews.

All training was done with Judge Henry Ashford, Judge Milton Adams, and the jail personnel during the week of December 12, 2005. A test run of the system was also done during the same week and all systems worked very well.

After a very long and “testy” installation process, the first interview between the IDC and the inmates at the jail was done and completed on January 17, 2006.
