Overall function of the role
·  To be responsible for developing bids, tenders and proposals for Ngage and Buckinghamshire Business First and for a range of third party organisations, to secure funding from UK and EU sources;
·  To generate enquiries from customers for funding consultancy services;
·  To ensure that any projects are delivered to acceptable standards;
Key Tasks
1.  Building the pipeline of income for both Ngage and Buckinghamshire Business First.
2.  Leading and developing economic development bids and service tenders for Ngage, Buckinghamshire Business First and for third party clients and submitting high quality pre-qualification questionnaires (PQQ’s), responses to tender and bids.
3.  Facilitating the development of project proposals and bids with third party associates and consultants.
4.  Presenting project proposals to potential project sponsors.
5.  Negotiating contracts with project sponsors and overseeing the set-up of projects, to the point of stable delivery when delivery staff are in place.
6.  Maintaining and updating register of consultants and associates.
7.  Maintaining systems to effectively manage pipeline and forward commitments.
8.  Making a positive and creative contribution to the delivery of Ngage and Buckinghamshire Business First projects.
9.  Ensuring effective communications with other operational and support teams to maximise operational efficiency.
10.  Undertaking any other duties, activities and responsibilities as reasonably requested.

Person Specification

Personal Competencies required
·  A degree or equivalent level of professional attainment in a relevant subject
·  Knowledge of the national, European and local economic development landscape and associated issues
Skills & Experience required
·  Successful track record of developing and securing new funding from a variety of sources
·  Strong negotiation and influencing skills
·  Understanding of ERDF, ESF, Leonardo, Gruntvig and Lottery funding
·  Working knowledge of EOPs, RGF and other Government initatives
·  Authority and credibility to build strong relationships and engage successfully with colleagues, partners and other stakeholders at all levels in a complex stakeholder environment
·  Excellent planning and organisational skills to manage a range of complex activities and to achieve tangible outcomes
·  Ability to persuade partners to take a course of action in support of shared strategic goals
·  Strong communication and presentation skills
·  Ability to make informed decisions based on financial and commercial considerations
·  Broad experience of partnership working, collaboration and influence in the context of economic policy, implementation and delivery
·  Extensive experience of bid management and tender writing
·  Considerable knowledge of economic development and associated policy
