REMOVED: 1) public hearing for zoning change for Blaylock Grading Company

on NC Hwy 210N, 1.84 +/- acres from RA-30 to Commercial Zoning in Neill’s Creek Township;

2) public hearing for zoning change for H.M.’s Kids, Inc., Applicant: Bob Brantley, 3035 Hwy 87S, 6.54+/- acres, RA-30 to Commercial Zoning in Barbecue Township.

3) Tax refunds, rebates, releases and Outstanding Levy Report to address some issues.

ADDED: 1) Resolution to change the meeting time of the August 2, 2010 Regular Meeting,

2) Cooperative Extension’s request for permission to accept a grant from the Harnett County Partnership for Children for the continuation of the Parents As Teachers Program in the amount of $266,505 for the grant year 2010-2011;

3) Cooperative Extension’s request for permission to accept grants a) Quality Enhancement in the amount of $250,629, b) Raising a Reader in the amount of $56,000 and c) Division of Child Development in the amount of $50,141 for CORE Services, for the continuation of their Resource & Referral Program for the grant year 2010-2011;

4) Staff Attorney’s request to approval of the Home and Community Care Block Grant for Older Adult Agreement for the Provision of County-Based Aging Services with Mid-Carolina Area Agency on Aging and Provider Services Summaries detailing the funding to be received by each department totaling $635,519 federal and state Home and Community Care Block Grant funding for Fiscal Year 2010-2011; and

5) Budget ordinances for WIA Youth Program, Human Resources Department, Sheriff’s Department and IT Department.

  1. Human Resources request approval of modification to the Personnel Ordinance (Article V, Section 29) to ensure clarification for compensation of employees working while the Emergency Operations Center (EOC) is activated.
  2. Legal Department request public disclosure of settlement of the worker’s compensation claim of Christopher Smith vs. County of Harnett, I.C. No. 895515
  3. Resolution to cancel August 16, 2010 Regular Meeting
  4. Public Utilities request adoption of the Wastewater Master Plan project ordinance
  5. Deputy County Manager is requesting approval of Talbert & Bright, Inc. work authorization No. 10-01 for approach surveys for runway 5 and 23 required by NC DOT, Division of Aviation
  6. Planning Department request approval of a contract to perform planning services for the Town of Erwin.
  7. The County Manager requests approval of Workforce Development Budget Amendment and Contract Modification
  8. Human Resources, on behalf of Workforce Development/JobLink Department, requests approval for a new position – Workforce Development Specialist.

7.  Consider Support and Approval of Resolution of the Harnett County Board of Education Regarding the Need to Build Schools, Possible Additional Sources of Funding and a Referendum on the Local Option Sales and Use Tax Voter Referendum for the November 2010 ballot - Approved

8.  Consider Approval of Architect Selection for Professional Services Contract for Schools – USDA funding application - Moseley Architects were selected to do the design of the elementary school and SFL+a Architects were selected to do the design of the two middle schools and the high school - Approved

9.  Good Hope MOU – USDA funding application - Approved

10.  Harnett County Public Housing Agency 5 Year and Annual Plan Presentation and Request for Approval - Heather Hooper, Sanford Housing Authority - Approved

11.  Public Hearing: Proposed Text Amendments to the Harnett County Subdivision Ordinance Article V: Design Standards, Section 5.12.4 - Mark Locklear, Planning Services - Approved

Request ordinance be amended to give authority to the Development Review Board to allow an exception to the current curb and gutter requirements in order to allow developers to take advantage of existing infrastructures when applicable such as existing mobile home parks being developed as subdivisions.

Mr. Sauer also mentioned a very good article in the Dunn Daily Record regarding outreach efforts by Harnett County’s Veteran Affairs.
