Local Rules and Conditions

The following Local Rules, together with any additions or amendments as published by the club at the golf course, will apply to all Competitions and Matches run by the club.

1. Out of Bounds (Rule 27-1)

a) Beyond any wall, public road, fence or line of white stakes defining the boundary of the course.

b) On or beyond any white line defining the boundary of the course.

A ball is out of bounds when all of it lies on or beyond this line. Where both stakes and lines are used to indicate out of bounds, the stakes identify out of bounds and the lines define out of bounds.

The out of bounds stakes on the right of hole 5 do not apply to hole 4.

2. Water Hazards (including Lateral Water Hazards) (Rule 26)

Water hazards are defined by yellow stakes or yellow lines. Lateral water hazards are defined by red stakes or red lines. Where both stakes and lines are used to indicate a water hazard, the stakes identify the hazard and the lines define the hazard margin.

Note: There is a Dropping Zones for the water hazards of holes 9 and 18. Where there are dropping zones for water hazards, a ball may be played under Rule 26 or a ball may be dropped in the dropping zone nearest to where the original ball last crossed the margin of the hazard under penalty of one stroke.

If the ball is dropped in a dropping zone, the ball must not be re-dropped if it comes to rest within two club-lengths of the spot where it first struck a part of the course even though it may come to rest nearer the hole or outside the boundaries of the dropping zone.

On hole 4 when there is doubt whether a ball is in or is lost in the water hazard, the player may play another ball provisionally under any of the applicable options in Rule 26-1. If the original ball is found outside the water hazard, the player must continue with it. If the original ball is found in the water hazard, the player may either play the original ball as it lies or continue with the ball played provisionally under Rule 26-1. If the ball is not found or identified within the five-minute search period, the player must continue with the ball played provisionally.

PENALTY FOR BREACH OF LOCAL RULE 2: Match play – Loss of hole; Stroke play – Two Strokes.

3. Abnormal Ground Conditions (Rule 25-1)

Interference by a hole, cast or runway made by a burrowing animal, a reptile or a bird with a player's stance is deemed not to be, of itself, interference under Rule 25-1.

4. Ground Under Repair (Rule 25-1)

a) Any area encircled by white lines.

b) Any area encircled by blue lines or blue stakes: play prohibited.

c) Through the green, seams of cut turf (not the turf itself) are deemed to be ground under repair. However,

interference by a seam with the player's stance is deemed not to be, of itself, interference under Rule 25-1. If the ball lies in or touches the seam or the seam interferes with the area of intended swing, relief is available under Rule 25-1. All seams within the cut turf area are considered the same seam.

d) Gravel-filled drains, whether or not marked.

5. Immovable Obstructions (Rule 24-2)

a) Sponsor boards.

b) White lined areas adjoining any areas defined as immovable obstructions are to be regarded as part of the obstruction and not ground under repair.

c) Artificially surfaced paths (eg. gravel & stones). When the ball ends up the pathway, like for instance on hole 2, the player has a free drop on the fairway, on the right sight of the path.

6. Protection of trees

Staked trees and/or plantations surrounded by a plastic sleeve, plastic tube or wire mesh: If such a tree or plantation interferes with a player's stance or the area of his intended swing, the ball must be lifted, without penalty, and dropped in accordance with the procedure prescribed in Rule 24-2b (Immovable Obstruction). If the ball lies in a water hazard, the player must lift and drop the ball in accordance with Rule 24-b(i), except that the nearest point of relief must be in the water hazard and the ball must be dropped in the water hazard or the player may proceed under Rule 26. The ball may be cleaned when lifted under this Local Rule.

Exception: A player may not obtain relief under this Local Rule if (a) interference by anything other than such a tree makes the stroke clearly impracticable or (b) interference by such a tree would occur only through use of a clearly unreasonable stroke or unnecessarily abnormal stance, swing or direction of play.

7. Stones in Bunkers

Stones in Bunkers are movable obstructions (Rule 24-1 applies).

8. Embedded Ball Through the Green.

Through the green, a ball that is embedded in its own pitch-mark in the ground may be lifted, without penalty, cleaned and dropped as near as possible to where it lay but not nearer the hole.

The ball when dropped must first strike a part of the course through the green.

Exceptions:

1A player may not take relief under this Local Rule if the ball is embedded in sand in an area that is not closely mown

2A player may not take relief under this Local if interference by anything other than the condition covered by this Local Rule makes the stroke clearly impracticable.

9. Distance-Measuring Devices

Except for competitions exclusively reserved for juniors (e.g. Junior Tour, Kids Tour,..) a player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used.

Note 1: GSMs or Smart phones are not allowed as Measuring Device.

Note 2: It is recommended for a competitor who wishes to use a measuring device to inform the Tournament Office at registration of make and type. It is the player's responsibility to ensure that his measuring device conforms to the specifications as above.

PENALTY FOR BREACH OF LOCAL RULE 9: Disqualification

10. Environmental Sensitive Area

Definition: An environmentally-sensitive area is an area so declared by an appropriate authority, entry into and/or play from which is prohibited for environmental reasons. These areas may be defined as ground under repair, a water hazard, a lateral water hazard or out of bounds at the discretion of the Committee, provided that in the case of an ESA that has been defined as a water hazard or a lateral water hazard, the area is, by definition, a water hazard.

The area to the left of hole 5 and between hole 16 and 17 marked with red/green stakes is declared ESA and defined as a lateral water hazard. If the ball is found in or if it is known or virtually certain that a ball that has not been found is in this ESA, the player must, under penalty of one stroke, proceed under Rule 26-1.

Note: If a ball, dropped in accordance with Rule 26 rolls into a position where the ESA interferes with the player’s stance or the area of his intended swing, the player must take relief as follows;

Interference with Stance or Area of Intended Swing

Interference by an ESA occurs when the ESA interferes with the player’s stance or the area of his intended swing. If interference exists, the player must take relief as follows:

Through the Green: If the ball lies through the green, the point on the course nearest to where the ball lies must be determined that (a) is not nearer the hole, (b) avoids interference by the ESA and (c) is not in a hazard or on a putting green. The player must lift the ball and drop it, without penalty, within one club-length of the point so determined on a part of the course that fulfills (a), (b) and (c) above. The ball may be cleaned when lifted under this Local Rule.

Exception: A player may not take relief under this Note to the local rule of this Local Rule if (a) interference by anything other than an ESA makes the stroke clearly impracticable or (b) interference by an ESA would occur only through use of a clearly unreasonable stroke or an unnecessarily abnormal stance, swing or direction of play.

PENALTY FOR BREACH OF LOCAL RULE 10: Match play – Loss of hole; Stroke play – Two strokes.

In the case of a serious breach of this Local Rule, the Committee may impose a penalty of disqualification.

11. Ball accidentally moved on green

Rules 18-2, 18-3 and 20-1 are modified as follows: When a player’s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1. This Local Rule applies only when the player’s ball or ball-marker lies on the putting green and any movement is accidental.

Note: If it is determined that a player’s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ball-marker moved in such circumstances is replaced.
