6:00 p.m. Public Hearing to Receive Public Comment regarding Submission of an Application to the Permanent Community Impact Board (CIB) for Funding of a Safe to School Sidewalk Project. Comments will be Solicited Concerning the Size, Scope and Nature of the Funding Request for the Project

Councilmember Crane made the motion to open the public hearing to receive public comment regarding submission of an application to the CIB for funding of a Safe to School Sidewalk project and to receive comments concerning the size, scope and nature of the funding request for the project. Councilmember Donaldson seconded the motion. The motion passes with a 3-0 vote.

6:20 p.m. Public Hearing Open

Angela Wescott stated she lived on 500 South and voiced her support for the Safe to School Sidewalk Project. She explained she has lived on 500 South since 2010, and has three kids. She summarized the number of homes on the street as well as the homes in the River Bend Subdivision that drops into 500 South and the problems she has seen with the kids riding their bikes or walking to school. Angela brought up the narrowness of the existing road, and her concerns that there isn't room for anything more than the two lanes. She stated she debates every morning if she should let her kids walk to school, and has them walk through the field if it is muddy or raining just to get them off the street. The winter concerns were discussed further with the importance of keeping both lanes plowed during the snowy months. Angela repeated her support for the sidewalk project.

Councilmember Crane questioned Angela which side of the street she lived on, and she replied she lives on the south side. Councilmember Crane questioned Angela which side she felt would be a better placement for the sidewalk, the south side or the north side of 500 South. Angela felt it made more sense to place the sidewalk on the south side as this would give those utilizing the sidewalk a greater distance barrier from the road since the north side is right next to the road. Councilmember Donaldson appreciated the comment stating the north side would almost become a part of the street. He also felt if there was a sidewalk, it would invite more people to utilize it, and commented on the number of parents driving their kids to school.

Review Added Information and Proposed approval of Expenditures for Christensen Well ~ Councilmember Donaldson and John Iverson, Sunrise Engineering

John Iverson stated he had researched the information requested for the cathodic protection as requested by the Council, and was prepared to present his recommendations. He noted he had two verbal reports from those professionals he had contacted, including the maker of the motor, stating that there should not be any problems created for the motor with the cathodic protection, and with these reports John recommended the city go ahead with the cathodoc protection for the Christensen Well. He also recommended the city replace the four sections of pipe that were damaged, then give the cathodic protection a chance to work. He

explained how this process would work and how it could be tested to be sure it was working properly. He also stated this would be much cheaper than replacing the column pipe with stainless steel pipe. He reported on the discussion he had had with a cathodic protection professional, Dave Lund, and couldn't see any reason why this method wouldn't work after talking this over with him. Councilmember Andersen reported the gas stations are required to have this type of protection on their gas tanks. John reviewed the areas he knew that use the cathodic protection and have had good results with this type of system. The testing along with the $500 cost of the cathodic protection system was discussed further noting the city would need to dig the holes to place the anodes. Mayor Blackham questioned if some cameras could be used to check on the pipes, and John answered he didn't believe there was enough room to get a camera down to check on it. John talked about checking on the pipe casing itself noting there shouldn't have been any amount of damage to the casing above the water level. Councilmember Andersen suggested they proceed with the cathodic protection. Councilmember Donaldson noted the city employees could dig the hole with the backhoe. John would like to see the Council authorize the replacement of the four sections of pipe that were damaged then tape all of the joints at that time and install the cathodic protection system. He reported they could then check on the well at the same time.

Councilmember Donaldson made the motion to replace the four damaged pipe at the Christensen Well and to proceed with placement of the Cathodic Protection. Councilmember Andersen seconded the motion. The motion passes with a 3-0 vote.

Proposed Approval of New Recreation Board Member ~ Councilmember Andersen

Councilmember Andersen presented the name of Kimberly Sorenson to replace the vacancy left by Beckie Carlisle on the Recreation Board. Councilmember Andersen noted Kimberly has experience, enthusiasm and is willing to pitch in and help. He stated he was very impressed with her involvement with various recreational activities with her children and highly recommended her to fill the vacancy.

Councilmember Andersen made the motion to approve Kimberly Sorenson as a member of the Recreation Board to represent Gunnison City. Councilmember Crane seconded the motion. The motion passes with a 3-0 vote.

Proposed Approval of Two Community Representatives to Sit on the Sanpete County Nominating Committee

Recorder Braithwaite explained the city would need to turn in two names to sit on the Sanpete County Nominating Committee as part of the process to replace Judge Ivo Peterson who would be retiring the end of June. Some of the needed qualifications for this position were mentioned. Mayor Blackham recommended the Court Clerk, Pam Barrus, and Officer Tyler Donaldson and felt their experience and work with the court system would give them the experience needed to work on this nominating committee. The Council agreed unanimously.

Councilmember Donaldson made the motion to approve the Court Clerk, Pam Barrus, and Officer Tyler Donaldson to sit on the Sanpete County Nominating Committee. Councilmember Andersen seconded the motion. The motion passes with a 3-0 vote.

Proposed Approval of Bills and Adjustments

Councilmember Andersen made the motion to approve the bills and adjustments as presented. Councilmember Crane seconded the motion. The motion passes with a 3-0 vote.

The Council discussed the adjustments that had been made in more detail.

The Council proceeded to review the photos presented of the proposed site for the sidewalk which included a rendition of the proposed sidewalk in place. Councilmember Donaldson brought up the idea that had been discussed many times before of moving the utility light poles wondering what had come of that idea. Mayor Blackham, an employee of Rocky Mountain Power, reported he had checked into it and informed the Council those poles actually act as a barrier to the proposed sidewalk site. The Council agreed with this while unanimously supporting the placement of the proposed sidewalk on the south side of 500 South.

The Council discussed the terms of the requested funding. Councilmember Crane stated the applicant cash share would be listed as $19,500 which is 25% of the needed amount and the total requested cost share from CIB would be $58,500, which is 75% of the needed amount and would be requested as total grant amount. Mayor Blackham suggested the city's cost share amount of $19,500 come out of the new Prop 1 funding that was put into place last year. The Council unanimously agreed with this.

Councilmember Donaldson made the motion to close the public hearing. Councilmember Andersen seconded the motion. The motion passes with a 3-0 vote.

Proposed Approval to pursue Application to CIB for Safe to School Sidewalk Project

Councilmember Donaldson expressed his desire to move forward with this application, and with the noted public's support felt it was a very worthwhile project.

Councilmember Donaldson made the motion to pursue the application to CIB for the Safe to School Sidewalk Project. Councilmember Crane seconded the motion. The motion passes with a 3-0 vote.
