Responsible for the day to day management and co-ordination of the Groups operational Service Delivery, Community Fire Safety, Human Resources, change management, performance & improvement and financial activities, through the implementation of organisational policy and strategies. Participate on Flexible Duty Officer Level 3 Rota.

Principal Accountabilities / Describe the key areas by which the role has to achieve results/outputs in order to fulfil the roles purpose. There should be four to eight statements and they should be written in order of importance.
  1. Responsible for the implementation of Service policy and procedures to meet the organisational requirements for Service Delivery within the designated group.
  1. Responsible for implementing and supporting the management of change within the designated group, through an effective communication process and creating an environment that encourages the sharing of ideas.
  1. Responsible for the management of projects and initiatives within the groups to meet organisational aims and objectives. This will include the commissioning of the expertise of other functions within the organisation, to assist them in a successful delivery.
  1. Responsible for the day to day effective development and deployment of staff within the designated group, to ensure the service is delivered by competent and highly motivated staff.
  1. Accountable for the monitoring and evaluation of the designated group’s service delivery performance against agreed targets.
  1. Responsible for the overall management of the designated group’s property and physical resources to ensure these are maintained, secured, developed and improved.
  1. Responsible for the day to day management of the mechanisms used to ensure that the quality of services provided within the designated Group are regularly and effectively evaluated.
  1. Responsible for the monitoring of the group budget.
  1. Responsibility for attendance at the local Community Safety Partnership (CSP) meetings as the KFRS representative. Feeding back outcomes into the KFRS management cycle.

The post holder will be responsible for creating and maintaining the Services relationship with external partners and stakeholders, within their designated group. They will also be expected to ensure all groups work together to develop partnerships and consistency across the county. Through engaging partners and customers they are expected to establish the Services priorities, develop Service delivery and pre-empt potential customer’s needs, for their group.
They will have the independence to make decisions for the day to day management of their designated group and will need to work with other Group Managers to ensure the best county service. The delivery of this service will be within an agreed framework. They will only need to refer decisions to senior management, when they wish to go outside this framework, and/or where the impact of their actions could contradict the Services aims and objectives, and/or where their actions could have political ramifications.
The post holder will be responsible for the day to day management of their own team. They will be expected to create a working environment that encourages learning, development and improvement and to ensure all team members are competent and compliant with Health & Safety regulations.
To post holder will be required to investigate discipline cases and hear cases in order to determine outcomes and apportion sanctions. They will also provide strategic advice and support to resolve operational incidents through provision of Level 3 Incident Command.

Knowledge / Include specific knowledge that is important for the post holder to have in order to perform the role e.g. financial processes, systems, environmental issues.
Essential / Desirable
  1. Understanding and knowledge of Kent Fire & Rescue Operational Response policies and procedures.
  1. Good knowledge and understanding of current areas of employment law, HR and H&S policies/procedures.
  1. Understanding and knowledge of the KFRS Performance Management Framework and processes: including appraisal and career succession planning processes.
  1. Knowledge and understanding of the Fire Services Act, Safety Plan, IRMP safety/wellbeing plan, Civil Contingency ACT and the statutory duties of FRS.
/ 1. Knowledge and understanding of the organisation’s culture and context including political context, decision making processes, regulated environment, equality and diversity agenda.
Skills / The post holder will require a certain level of these skills in order for the purpose of this role to be achieved e.g. communication skills, specific systems skills, negotiation skills etc.

  1. Ability to produce comprehensive, accurate and relevant written documentation, reports and policies that can be easily interpreted.
  1. High level of Interpersonal skills to consult and negotiate effectively to a variety of audiences both internally and externally.
  1. Able to act as project lead. Effectively manage projects and working groups to take forward initiatives, change projects and policy/procedural revisions within set timeframes.
  1. Ability to manage and motivate indirect and direct reports through an open and honest approach/coaching.
  1. Decision maker based on organisational/business objectives
  1. IT Skills e.g. Word, Excel, Power point, Financial Management systems and Workforce Planning System.

Qualifications / Academic or professional qualifications that would be important to the performance of this role.
Essential / Desirable
  1. Hold an ILM coaching and mentoring qualification
  1. Hold IOSH Managing Safely qualification to enable competent performance in relation to Health and Safety requirements.
  1. Hold ICS Level 3 accreditation to enable competent performance in relation to resolving incidents.

Experience / Include any past experience the post holder could have that would help them perform this role e.g. working within the community, organisation of events, voluntary work etc.

  1. Experience in managing teams, who understand and support organisational objectives
  1. Demonstrable experience of leading a management project.

  1. Experience of people management, undertaking capability and performance management meetings.
