Contractor Site Induction Procedure

1.  Policy

This procedure describes the Facility Health and Safety requirements and regulations for all contractors and Sub-contractors who are performing work on ICC, DEC Facility, to create and ensure reasonable safe working environment.

3. Implementation

3.1 Contractor Prohibited Actions

·  Operating vehicle or equipment without proper training, qualification, without license or certification is prohibited.

·  Improper use of vehicles or lifting equipment without proper training and authority is prohibited

·  Failure to report promptly ALL incidence and accidents including near misses and emergencies is prohibited.

·  Failure to use Personal Protective Equipment as compulsory is prohibited.

·  Running and horseplay is strictly prohibited on site.

·  Hooking up to utilities without permission is prohibited

·  Fighting or endangering physical welfare of personnel is strictly prohibited.

·  Possession or use of alcoholic drinks, or non prescription drugs is prohibited.

·  Bringing weapons or firearms onto facilities is prohibited.

·  Smoking in non designated smoking areas is prohibited.

·  Use of Laptop, Cameras and flash equipments without valid permit of permission is prohibited.

·  Theft and Gambling behavior would obligate an immediate dismissal, is prohibited.

·  Obscene or reckless behavior is prohibited.

3.2  Site Regulations

a.  Speed Limits

·  Vehicles must be driven with due consideration to personnel, equipment and property

·  The maximum speed limit of 10 km per hour is to be maintained throughout the site.

·  The above also applies to the parking garage and loading dock areas

b.  Fire Precautions

·  All work that could result in a fire must be discussed with the Risk Manager prior to commencement so that the necessary precautions may be instated.

c.  Hot Work

·  No welding, grinding, cutting or the use of open flame equipment is permitted on site without the authority of the Risk Manager and the appropriate hazardous work permit must be completed.

d.  Emergency Exits

·  Emergency exit doors, escape routes, walkways, stairways and stair landings must be maintained and remain free from obstruction.

e.  Fire Fighting Equipment

·  Firefighting equipment must be easily accessible at all times.

f.  EMERGENCY EVACUATION

·  The Contractor must be responsible in ensuring that he is familiar with the ICC evacuation procedure and this has been explained to all his employees.

g.  LOADING AND OFF LOADING OF MATERIALS

·  The following must be taken into account when loading / off loading materials:

·  Vehicles must be parked in a safe manner and not create obstructions or danger to passing vehicles / pedestrians

·  Proper lifting equipment must be utilized when hoisting heavy items

·  Items are to be securely lashed to the vehicle prior to departure

·  The appropriate protective wear and equipment must be used

h.  PARKING ON SITE

·  The loading dock maybe used to load and off load items for events. This area may not be used as a parking area.

·  Should a vehicle be parked on the loading dock overnight a fee of R150.00 per be charged per vehicle.

i.  REPORTING OF UNSAFE ACTS/CONDITIONS

·  Unsafe acts and conditions identified on site are to be reported immediately to the Risk Manager.

j.  SECURITY

·  Contractors and their employees are required to co-operate with Security personnel at all times and recognize that “Restricted” or “Unauthorized Entry” areas are strictly out of bounds.

k.  OVERHEAD WORKING

·  The following measures must be undertaken prior to and during overhead work:

o  A hazardous work permit is to be obtained before overhead work may commence

o  The area must be cordoned off

o  The appropriate signs are to be displayed

o  The necessary personal protective clothing and equipment must be used

o  Tools and other material may not be thrown to the ground

l.  FLOOR LOADING

·  Contractors are to consult with the Risk Manager in order to ensure that floor loading is not exceeded.

m.  TOOLS, EQUIPMENT & VEHICLES

·  Under no circumstances should Contractor’s employees:

·  Operate tools, equipment or machinery unless they have received training and have been certified as competent

·  Utilize defective and/or damaged tools and equipment

·  All tools for the job at hand must be supplied by the Contractor and must be logged with Security on arrival

n.  HOUSEKEEPING

·  All tools and other items are to be stowed away in their designated storage place and work areas are to be maintained in a neat and clean condition at all times. Waste material is to be disposed of in the proper manner.

o.  PERSONAL PROTECTIVE EQUIPMENT

·  The appropriate protective clothing and equipment must be issued to each of the Contractor’s employees and worn during all operations. Failure or disregard of this requirement will result in these employees being escorted off site.

p.  CUTTING AND GRINDING:

·  No cutting or grinding will be permitted in the venues

Failure to comply with any of the above regulations will result in your accreditation being revoked and you will be asked to leave the site.
