Background and Context

Great Lakes Initiative for Human Rights and Development is national non-governmental, human rights based and public interest organization registered and operating in Rwanda.

In carrying out its activities, GLIHD monitors domestic implementation of different regional and international human rights instruments such as African Charter on Human and Peoples’ Rights (ACHPR); African Charter on Human and Peoples’’ Rights on the Rights of Women in Africa (Maputo Protocol); African Charter on Rights and Welfare of the Child (The Children’s Charter); Convention on the Rights of Child (CRC), International Covenant on Civil and Political Rights (ICCPR), the Protocol to the African Charter on Human and Peoples Rights on the Rights of Women in Africa and more.

In light of above GLIH tracks the progress of fundamental human rights through advocacy and monitoring government’s compliance with the constitution. Since many human rights instruments are solely enforced at national level, it is crucial that CSOs intervene in promotion of ultimate goals that lays forefront values to the people, being accountable to them through awareness to inform about their core rights and freedoms.

Rwanda has signed 8 out of 9 core international human rights instruments, it has registered tremendous strides in promoting and protecting bill of rights and freedoms that are enshrined in the revised constitution of 2015 but understanding of the local population on their rights has been a continuous challenge in the Rwandan society.

To tackle the challenges, GLIHD decided to intervene in the area of human rights through hiring a consultant to raise awareness on the newly adopted provisions of the constitution that were revised in 2015 owing the population a duty to make them understand the changing patterns of the constitution. This is under the project on ‘Public Policy Information Monitoring and Advocacy phase three Project (PPIMA III).

In order to enhance its work, GLIHD intends to develop an educative pocket sized book that contains provisions of the 2015 revised constitution document which will serve both as an awareness raising reference and a tool to the local people in understanding the context of Rwandan constitution easily. In addition, it will address specific areas such bill of rights and freedoms and changes that were made regarding the place of international treaties and conventions, this would create curiosity on the rationale behind placing the international treaties on the third position after the constitution being the first and the organic laws placed at the second spot. The detailed contents of the pocket sized booklet will be discussed and atoned between GLIHD and the prospective consultant during the inception phase to enrich its credibility and relevancy.

Overall objective of the assignment

The overall objective of the proposed consultancy is to raise awareness and develop a pocket sized constitutional booklet that is easily read and understood by the local population from English to Kinyarwanda.

Expected results

-  Use a clear language that suits the context of understanding to the end users;

-  Develop a similar and vivid comprehensive relevant Kinyarwanda constitutional pocket sized booklet that echoes the terms atoned in the contract.

Scope of work/Duties and Responsibilities

Under the overall guidance of GLIHD the consultant will perform the following tasks:

ü  Compile and compute all provisions contained in the constitution;

ü  Draft a well phrased Kinyarwanda-English document in logical form;

ü  Developing a pocket sized booklet as stipulated in the ToR;

ü  Raise awareness of the revised constitutional provisions of 2015 constitution;

ü  Provide draft document for validation and incorporate comments after validation;

ü  Abide with the deadline of submission for the final document.

Duration of the assignment

The duration of the consultancy will be 15 days

Required skills and experience

Education:

A Masters Degree in law or any related field with 5 years of working experience in human rights domain with knowledge on legal drafting.

Note: For consultancy firms, their track records should be demonstrated with evidence and CVs for individuals constituting the team that will be working on this specific work. Having worked on any translation of legal document equivalent to the law text will be an added advantage.

Submission application

Interested individuals or consultancy firms are requested to submit their applications including a letter of expression of interest, technical and financial proposals from individuals or firms with the relevant experience and qualifications.

Applicants are requested to submit their application package in two hard copies in sealed envelopes; two for technical proposal and two for financial proposal. Also, the two envelopes per each proposal (technical and financial) shall be put together in one envelope which will be sent to GLIHD’s following Physical Address: KK 357 ST 16, Kicukiro-Niboyi,Near St Joseph. The application letter is addressed to the Executive Director. Note that, electronic application will not be accepted.
